BACM AQ -1
• ALL CLEARING, GRADING, EARTH -MOVING, OR EXCAVATION ACTIVITIES SHALL CEASE WHEN WINDS
EXCEED 25 MPH PER SCAQMD GUIDELINES IN ORDER TO LIMIT FUGITIVE DUST EMISSIONS.
• THE CONTRACTOR SHALL ENSURE THAT ALL DISTURBED UNPAVED ROADS AND DISTURBED AREAS
WITHIN THE PROJECT ARE WATERED AT LEAST THREE (3) TIMES DAILY DURING DRY WEATHER.
WATERING, WITH COMPLETE COVERAGE OF DISTURBED AREAS, SHALL OCCUR AT LEAST THREE TIMES
A DAY, PREFERABLY IN THE MID-MORNING, AFTERNOON, AND AFTER WORK IS DONE FOR THE DAY.
• THE CONTRACTOR SHALL ENSURE THAT TRAFFIC SPEEDS ON UNPAVED ROADS AND PROJECT SITE
AREAS ARE REDUCED TO 15 MILES PER HOUR OR LESS.

THE CALIFORNIA AIR RESOURCES BOARD, IN TITLE 13, CHAPTER 10, SECTION 2485, DIVISION 3 OF THE
OF THE CALIFORNIA CODE OF REGULATIONS, IMPOSES A REQUIREMENT THAT HEAVY DUTY TRUCKS
ACCESSING THE SITE SHALL NOT IDLE FOR GREATER THAN FIVE MINUTES AT ANY LOCATION. THIS
MEASURE IS INTENDED TO APPLY TO CONSTRUCTION TRAFFIC. GRADING PLANS SHALL REFERENCE THAT
A SIGN SHALL BE POSTED ON-SITE STATING THAT CONSTRUCTION WORKERS NEED TO SHUT OFF
ENGINES AT OR BEFORE FIVE MINUTES OF IDLING (41).

DURING GRADING ACTIVITY, THE CONTRACTOR SHALL ENSURE THAT ALL RUBBER TIRED DOZERS,
SCRAPERS, AND GRADERS SHALL BE CAUFORNIA AIR RESOURCES BOARD (CARE) TIER 3 CERTIFIED OR
BETTER. ADDITIONALLY, DURING GRADING ACTIVITY, THE CONTRACTOR SHALL ENSURE THE TOTAL
HORSEPOWER -HOURS PER DAY FOR ALL EQUIPMENT SHALL NOT EXCEED 18,560 HORSEPOWER -HOURS
PER DAY.

IN ORDER TO REDUCE PRO ECT -RELATED AIR POLLUTANT AND GREENHOUSE GAS (GHG) EMISSIONS, AND
PROMOTE SUSTAINABILITY THROUGH CONSERVATION OF ENERGY AND OTHER NATURAL RESOURCES,
BUILDING AND SITE PLAN DESIGNS SHALL ENSURE THE PROJECT ENERGY EFFICIENCIES SURPASS
(EXCEED) APPUCABLE (2014) CALIFORNIA TITLE 24 ENERGY EFFICIENCY STANDARDS BY A MINIMUM OF 5
PERCENT. VERIFICATION OF INCREASED ENERGY EFFICIENCIES SHALL BE DOCUMENTED IN TITLE 24
COMPLIANCE REPORTS PROVIDED BY THE APPLICANT, AND REVIEWED AND APPROVED BY THE CITY PRIOR
TO THE ISSUANCE OF THE FIRST BUILDING PERMIT.

TO REDUCE ENERGY DEMAND ASSOCIATED WITH POTABLE WATER CONVEYANCE, THE PROJECT SHALL
IMPLEMENT THE FOLLOWING:
• U.S. EPA CERTIFIED WATERSENSE LABELED OR EQUIVALENT FAUCETS, HIGH -EFFICIENCY TOILETS
(NETS), AND WATER -CONSERVING SHOWER HEADS
• 4.2-1A: ALL CONSTRUCTION EQUIPMENT SHALL BE MAINTAINED IN GOOD OPERATION CONDITION SO
AS TO REDUCE EMISSIONS. THE CONSTRUCTION CONTRACTOR SHALL ENSURE THAT ALL
CONSTRUCTION EQUIPMENT IS BEING PROPERLY SERVICED AND MAINTAINED AS PER THE
MANUFACTURER'S SPECIFICATION. MAINTENANCE RECORDS SHALL BE AVAILABLE AT THE
CONSTRUCTION SITE FOR CITY VERIFICATION. [GPEIR MM AQ -1]
• 4.2-1B: PRIOR TO THE ISSUANCE OF ANY GRADING PERMITS, ALL APPLICANTS SHALL SUBMIT
CONSTRUCTION PLANS TO THE CITY OF FONTANA DENOTING THE PROPOSED SCHEDULE AND
PROJECTED EQUIPMENT USE. CONSTRUCTION CONTRACTORS SHALL PROVIDE EVIDENCE THAT LOW
EMISSION MOBILE CONSTRUCTION EQUIPMENT WILL BE UTILIZED, OR THAT THOR USE WAS
INVESTIGATED AND FOUND TO BE INFEASIBLE FOR THE PROJECT. CONTRACTORS SHALL ALSO
CONFORM TO ANY CONSTRUCTION MEASURES IMPOSED BY THE SCAQMD AS WELL AS CITY PLANNING

• 4.6-1C: ALL PAINTS AND COATINGS SHALL MEET OR EXCEED PERFORMANCE STANDARDS NOTED IN

• 4.2-11): PROJECTS THAT RESULT IN THE CONSTRUCTION OF MORE THAN 19 SINGLE-FAMILY
RESIDENTIAL UNITS, 40 MULTIFAMILY RESIDENTIAL UNITS, OR 45,000 SQUARE FEET OF
RETAIL/COMMERCIAL/INDUSTRIAL SPACE SHALL BE REQUIRED TO APPLY PAINTS ETHER BY HAND
OR HIGH VOLUME, LOW PRESSURE (HVLP) SPRAY. [GPEIR MM AQ -4]
