TRAFFIC DETOUR GENERAL NOTES
1. THE CONTRACTOR SHALL CONFORM TO ALL TRAFFIC CONTROL POLICIES, METHODS
AND PROCEDURES DESCRIBED IN THE CALTRANS TRAFFIC MANUAL, CHAPTER 5 -
MANUAL OF TRAFFIC CONTROL FOR CONSTRUCTION AND MAINTENANCE WORK
ZONES, LATEST EDITION.
2. THE CONTRACTOR SHALL REFER TO THE ENGINEER IN THE EVENT OF A CONFLICT OR
POTENTIAL CONFLICT WITH THE PLANS AND/OR SPECIFICATIONS FOR THIS PROJECT.
3. ALL REQUIRED CONTRUCTION PERMITS SHALL BE OBTAINED FROM THE CITY OF FONTANA
ENGINEERING DIVISION PRIOR TO TO START OF CONSTRUCTION.
4. THE CONTRACTOR SHALL MAINTAIN ACCESS FOR EMERGENCY VEHICLES AT ALL
A MINIMUM 3.6 METER (12 -FOOT) LANE SHALL BE MAINTAINED AT ALL TIMES.
6. EXACT LOCATION OF TRAFFIC CONTROL DEVICES SHALL BE DIRECTED BY THE ENGINEER
BASED ON CONSTRUCTION CONDITIONS. ADDITIONAL WARNING SIGNS, CONSTRUCTION
SIGNS, AND/OR TRAFFIC SAFETY EQUIPMENT MAY BE REQUIRED BY THE ENGINEER.
LOCATION OF ALL EQUIPMENT IS SUBJECT TO FINAL APPROVAL AND MAY BE MODIFIED
BY THE ENGINEER.
7. UPON COMPLETION OF CONSTRUCTION, THE CONTRACTOR SHALL RESTORE ALL SIGNING,
STRIPING, PAVEMENT MARKINGS, BARRICADES AND OTHER TRAFFIC CONTROL DEVICES
TO THEIR ORIGINAL CONDITIO, OR TO THE SATISFACTION OF THE ENGINEER.
8. THE CONTRACTOR SHALL BE RESPONSIBLE TO MAINTAIN, ON A 24-HOUR BASIS,
ALL SIGNS, DELINEATORS, BARRICADES, OR OTHER TRAFFIC CONTROL DEVICES
TO ENSURE PROPER FLOW AND SAFETY OF TRAFFIC.
9. ALL SIGNS SHALL BE RELECTORIZED (OR ILLUMINATED) AND STANDARD SIZE,
UNLESS OTHERWISE NOTED. SIGNS SHALL NOT BE PLACED IN SHADOWS OR
OBSTRUCTED LOCATIONS.
10. TRAFFIC SIGN DIMENSIONS, COLOR, AND LETTERING SHALL CONFORM TO THE
LATEST CALTRANS SIGN SPECIFICATIONS SHEETS.
11. SIGNS SHALL NOT BE PLACED IN EXCESS OF 15 FEET FROM THE EDGE OF THE
TRAVEL WAY. PORTABLE SIGN STANDARDS SHALL BE TIED DOWN OR WEIGHTED
TO PREVENT TOPPLING.
12. ALL DELINEATORS SHALL BE 36" MINIMUM, PORTABLE, REFLECTORIZED RUBBER
GUIDE POSTS, ORANGE IN COLOR WITH WEIGHTED BASES OR SANDBAG RINGS
AND SHALL BE KEPT IN THEIR PROPER POSITION AT ALL TIMES AND SHALL
BE REPAIRED, REPLACED OR CLEANED AS NECESSARY TO PRESERVE THEIR
APPEARANCE AND CONTINUITY.
13. ALL CONFLICTING STRIPES, PAVEMENT MARKINGS, AND LEGENDS SHALL BE COMPLETELY
COVERED OR REMOVED PRIOR TO ANY CHANGE IN THE TRAFFIC PATTERN.
14. ALL EXISTING SIGNS THAT ARE IN CONFLICT WITH THIS PLAN SHALL BE
COVERED OR REMOVED.
15. ALL FLASHING YELLOW WARNING LIGHTS SHALL BE TYPE "A', PORTABLE, LENS DIRECTED,
ENCLOSED AND MOUNTED AT A MINIMUM HEIGHT OF 3 FEET MEASURED FROM THE
THE BOTTOM OF THE LENS TO THE UNDERLYING SURFACE. ALL FLASHING WARNING
LIGHTS SHALL BE IN ACCORDANCE WITH THE W.A.T.C.H. LATEST EDITION.

TO ENSURE PROPER OPERATION.
17. BEFORE FINAL INSPECTION OF THE WORK, THE CONTRACTOR SHALL CLEAR THE RIGHT-OF-WAY
AND ALL GROUNDS OCCUPIED BY HIM, IN CONNECTION WITH THIS WORK, OF ALL RUBBISH,
EXCESS MATERIALS, EQUIPMENT, SIGNS, DELINEATORS, ETC., ALL PARTS OF THE WORK AREA
SHALL BE LEFT IN A NEAT AND PRESENTABLE CONDITION.
18. THE CONTRACTOR SHALL NOTIFY THE CITY TRAFFIC SECTION 48 HOURS PRIOR
TO IMPLEMENTING THIS TRAFFIC DETOUR PLAN.
19. ADVANCE CONSTRUCTION SIGNING INDICATING DURATION OF PROJECT SHALL

IMPLEMENTATION OF A FINAL TRAFFIC CONTROL PLAN. THE CONTRACTOR IS RESPONSIBLE TO PLAN, SCHEDULE,
AND IMPLEMENT THE FINAL CONTROL PLAN, IN CONFORMANCE WITH THE W.A.T.C.H. MANUAL AND CALTRANS
TRAFFIC MANUAL, APPROVED BY THE CITY OF FONTANA.
THE CONTRACTOR'S FINAL TRAFFIC CONTROL AND PHASING PLANS SHALL ACCOMMODATE
LOCAL AND THROUGH TRAFFIC.
WALNUT STREET AND JUNIPER AVENUE WILL BE CLOSED TO THROUGH TRAFFIC.
INGRESS AND EGRESS FOR RESIDENTS ONLY ON WALNUT STREET AND JUNIPER AVENUE
SHALL BE MAINTAINED BY THE CONTRACTOR.
CYPRESS AVENUE, SIERRA AVENUE AND SOUTH HIGHLAND AVENUE SHALL HAVE A MINIMUM OF TWO (2)
TWELVE FOOT TRAFFIC LANES.
A GENERAL
1. NO WORK MAY BE PERFORMED IN ANY PUBLIC RIGHT-OF-WAY WITHOUT
PERMISSION FROM THE CITY OF FONTANA. TRAFFIC CONTROL SHALL BE IN
ACCORDANCE WITH THE PROVISIONS OF THE LATEST EDITION OF WORK AREA
TRAFFIC CONTROL HANDBOOK (W.A.T.C.H.) OR THE AGENCY'S PERMIT FOR THE WORK.
B. RESPONSIBILITY
1. CONTRACTOR TO OBTAIN ALL NECESSARY PERMITS.
2. CONTRACTOR TO PROVIDE TIMELY NOTIFICATION TO ALL AFFECTED AGENCIES,
INCLUDING THE FOLLOWING DEPARTMENTS AND PUBLIC AGENCIES:
A. POLICE DEPARTMENT
B. FIRE DEPARTMENT
C. DEPARTMENT OF PUBLIC WORKS/TRANSPORTATION
D. BUS AND TRANSIT COMPANIES
E. SCHOOL DISTRICTS
3. NOTIFY UNDERGROUND SERVICE ALERT (USA) OR LOCAL ONE -CALL CENTER
AT LEAST 48 HOURS PRIOR TO COMMENCEMENT OF EXCAVATION.
4. COORDINATE THE WORK WITH ALL AFFECTED AGENCIES AND THE PUBLIC.
5. INFORM OCCUPANTS OF ABUTING PROPERTIES, EITHER ORALLY OR BY

TO THE PUBLIC.
9. ASSURE THAT SURVEY CREWS AND OTHER EMPLOYEES WORKING IN OR
ADJACENT TO A TRAVELED ROADWAY WEAR FLAGGING GARMENTS AS
REQUIRED FOR FLAGGERS.
10. PROVIDE ADEQUATE SAFEGUARDS FOR WuKKEIRS AND THE GENERAL PUBLIC.
11. PATROL THE CONSTRUCTION SITE AS REQUIRED TO INSURE THAT ALL DEVICES
ARE IN PLACE AND OPERATING AT ALL TIMES, ESPECIALLY AT NIGHT
AND ON WEEKENDS WHEN WORK IS USUALLY NOT IN PROGRESS.
12. REMOVE TRAFFIC DEVICES WHEN THEY ARE NO LONGER NEEDED.
C. PLANNING
1. ALL WORK SHALL BE PLANNED WELL IN ADVANCE TO KEEP TRAFFIC
OBSTRUCTIONS, PUBLIC INCONVENIENCE AND LOST WORKING TIME TO A MINIMUM.
2. CONTRACTOR SHALL VISIT THE JOBSITE BEFORE STARTING THE WORK
TO CONSIDER:
A. TRAFFIC CONDITIONS.
B. EXISTING TRAFFIC CONTROLS.
C. TRAFFIC LANE REQUIREMENTS.
D. PHYSICAL FEATURES.
E. VISIBILITY RESTRICTIONS.
F. PROBLEMS OF ACCESS TO PRIVATE PROPERTY.
G. BUSINESS ACCESS AND ACTIVITIES.
H. THE TYPE, NUMBER AND LOCATION OF SIGNS, BARRICADES,
LIGHTS AND OTHER TRAFFIC DEVICES REQUIRED FOR THE WORK.
I. PEDESTRIAN TRAFFIC, INCLUDING MEANS OF MITIGATING ANY ADVERSE
EFFECT UPON THE BLIND OR OTHER PHYSICALLY DISABLED PERSONS.
J. TRENCH PROFILES.

1. NO WORK MAY BE PERFORMED IN ANY PUBLIC RIGHT-OF-WAY WITHOUT
PERMISSION FROM THE CITY OF FONTANA. TRAFFIC CONTROL SHALL BE IN
ACCORDANCE WITH THE PROVISIONS OF THE LATEST EDITION OF WORK AREA
TRAFFIC CONTROL HANDBOOK (W.A.T.C.H.) OR THE AGENCY'S PERMIT FOR THE WORK.
B. RESPONSIBILITY
1. CONTRACTOR TO OBTAIN ALL NECESSARY PERMITS.
2. CONTRACTOR TO PROVIDE TIMELY NOTIFICATION TO ALL AFFECTED AGENCIES,
INCLUDING THE FOLLOWING DEPARTMENTS AND PUBLIC AGENCIES:
A. POLICE DEPARTMENT
B. FIRE DEPARTMENT
C. DEPARTMENT OF PUBLIC WORKS/TRANSPORTATION
D. BUS AND TRANSIT COMPANIES
E. SCHOOL DISTRICTS
3. NOTIFY UNDERGROUND SERVICE ALERT (USA) OR LOCAL ONE -CALL CENTER
AT LEAST 48 HOURS PRIOR TO COMMENCEMENT OF EXCAVATION.
4. COORDINATE THE WORK WITH ALL AFFECTED AGENCIES AND THE PUBLIC.
5. INFORM OCCUPANTS OF ABUTING PROPERTIES, EITHER ORALLY OR BY
WRITTEN NOTICE, OF ACCESS LIMITATIONS MADE NECESSARY BY THE WORK.
6. INSTALL AND MAINTAIN REQUIRED TRAFFIC CONTROL DEVICES.
7. PROVIDE FLAGGERS WHEN REQUIRED.
8. SCHEDULE AND EXPEDITE THE WORK TO CAUSE THE LEAST INCONVENIENCE
TO THE PUBLIC.
9. ASSURE THAT SURVEY CREWS AND OTHER EMPLOYEES WORKING IN OR
ADJACENT TO A TRAVELED ROADWAY WEAR FLAGGING GARMENTS AS
REQUIRED FOR FLAGGERS.
10. PROVIDE ADEQUATE SAFEGUARDS FOR WuKKEIRS AND THE GENERAL PUBLIC.
11. PATROL THE CONSTRUCTION SITE AS REQUIRED TO INSURE THAT ALL DEVICES
ARE IN PLACE AND OPERATING AT ALL TIMES, ESPECIALLY AT NIGHT
AND ON WEEKENDS WHEN WORK IS USUALLY NOT IN PROGRESS.
12. REMOVE TRAFFIC DEVICES WHEN THEY ARE NO LONGER NEEDED.
C. PLANNING
1. ALL WORK SHALL BE PLANNED WELL IN ADVANCE TO KEEP TRAFFIC
OBSTRUCTIONS, PUBLIC INCONVENIENCE AND LOST WORKING TIME TO A MINIMUM.
2. CONTRACTOR SHALL VISIT THE JOBSITE BEFORE STARTING THE WORK
TO CONSIDER:
A. TRAFFIC CONDITIONS.
B. EXISTING TRAFFIC CONTROLS.
C. TRAFFIC LANE REQUIREMENTS.
D. PHYSICAL FEATURES.
E. VISIBILITY RESTRICTIONS.
F. PROBLEMS OF ACCESS TO PRIVATE PROPERTY.
G. BUSINESS ACCESS AND ACTIVITIES.
H. THE TYPE, NUMBER AND LOCATION OF SIGNS, BARRICADES,
LIGHTS AND OTHER TRAFFIC DEVICES REQUIRED FOR THE WORK.
I. PEDESTRIAN TRAFFIC, INCLUDING MEANS OF MITIGATING ANY ADVERSE
EFFECT UPON THE BLIND OR OTHER PHYSICALLY DISABLED PERSONS.
J. TRENCH PROFILES.
D. TEMPORARY TRAFFIC LANES
1. WHENEVER THE PAVEMENT SURFACE HAS BEEN DISRUPTED BY PROFILING,
PAVING OVERLAY, TEMPORARY TRENCH RESURFACING, STEEL PLATING, HOSE
PLACEMENT, ETC., WARNING SIGNS DESCRIBING THE PAVEMENT SURFACE SHALL
BE INSTALLED IN ACCORDANCE WITH W.A.T.C.H. MANUAL.
2. ALL TEMPORARY TRAFFIC LANES SHALL BE A MINIMUM OF 12 FEET IN WIDTH
UNLESS OTHERWISE AUTHORIZED.
3. IF THE NEED ARISES TO COVER TRAFFIC SIGNAL INDICATIONS, IT SHALL MEET
THE REQUIREMENTS OF THE W.A.T.C.H. MANUAL.
E.. TEMPORARY PAVEMENT STRIPING/MARKING
1. CONTRACTOR SHALL COORDINATE WITH THE CITY OF FONTANA TO DETERMINE THE NEED FOR
AND EXTENT OF STRIPING REMOVAL AND RESTRIPING TO SUPPLEMENT DEVICES USED FOR DELINEATION.
