This report is associated with, and supersedes the following reports: REPORT ON WEST LIBERTY PARKWAY FLOODING DURING February & MARCH, 1992 RAINS. October 9, 1992 Hall & Foreman, Inc. PRELIMINARY REPORT ON HYDRAULIC CALCULATIONS FOR INTERIM EAST AVE. DITCH. May 28, 1993 Hall & Foreman, Inc. The proposed interim improvements include an asphalt ditch on the west side of East Avenue from the Caltrans outlet south to Miller Avenue and a 2.5' high by 14' wide reinforced concrete box under Miller Avenue. The flows enter the box on the Northwest corner of East Ave. and Miller Ave. and exit the box via a bubble -up curb inlet in the east curb of East Ave. south of Miller Ave. The existing conditions allow portions of the flow to unfavorably drain off the east side of East Ave. at Day Canyon Drive, the CPC Hospital driveway and Miller Ave. The remainder of the flow follows East Ave. south until it enters the Etiwanda Channel just north of Foothill Blvd. With the interim improvements in place, the entire flow will follow East Ave. to the same terminus. This report assumes that the street improvements on the east side of East Ave. have been completed excepting an area just north of Foothill Blvd. as described later. Section II of this report includes the calculations determining the existing flows south of Miller Ave. for a 100 year storm frequency. The water surface elevation for the same condition has been calculated. Section III includes the calculations for the water surface elevation for the existing condition and after the proposed interim improvements are in place and the total 100 year flows are directed along East Avenue. The water surface elevation was calculated using irregular channel hydraulic calculations at minimum 100' stations. Based on the results in section III, the projected flows can be conveyed in East Ave. south of Miller Ave. with minor modifications. To contain the drainage, a small berm will need to be graded along the west side of the street between stations 36+00 and 38+00, and on the east side of the street from station 36+00 to 41+00 and 43+00 to 47+00. A portion of the street improvements on the west side of East Ave. should be omitted from station 52+00 to the curb return at the northwest corner of the intersection with Foothill Blvd. This will allow the flows to enter the Etiwanda Channel as they currently do without crossing Foothill Boulevard. With the interim drainage improvements in place, East Ave. will not contain the flows within the existing right of ways. The area inundated will extend to 15' beyond the right of way in isolated locations along both sides of the street. It is recommended that the City of Rancho Cucamonga construct the planned 96" storm drain as soon as possible to provide a permanent fix to this drainage issue.
