1. AN ENCROACHMENT PERMIT IS REQUIRED BEFORE ANY WORK MAY BEGIN
WITHIN THE STATE RIGHT OF WAY.
2. ALL WORK WITHIN THE STATE RIGHT OF WAY SHALL CONFORM TO THE
CURRENT CALTRANS STANDARD PLANS AND SPECIFICATIONS OR AS
DIRECTED BY THE STATE'S REPRESENTATIVE (STANDARDS OTHER THAN
STATE STANDARDS MUST BE PRE—APPROVED).
3. NO EQUIPMENT OR MATERIALS MAY BE STORED ON THE STATE RIGHT
OF WAY.
4. ALL DISTURBED AREAS IN THE STATE RIGHT OF WAY MUST BE TREATED
FOR EROSION CONTROL (HYDROSEEDING OR EQUIVALENT, OR AS DIRECTED
BY THE STATE REPRESENTATIVE). THE RESPONSIBILITY FOR MAINTAINING
EROSION CONTROL WILL NOT BE RELEASED UNTIL THE SEEDING IS WELL
ESTABLISHED. THE CONTRACTOR. WILL BE RESPONSIBLE FOR THE COST
OF CALTRANS CLEANING ANY DRAINAGE/STRUCTURES/CHANNELS WHICH
HAVE BECOME CLUTTERED WITH DEBRIS AND/OR SILT AS A RESULT OF ,
OR CAUSED BY, THE CONSTRUCTION PROJECT.
5. ALL STATE DRAINAGE STRUCTURES MUST FIRST BE COMPLETELY
CLEANED OF DEBRIS AND/OR SILT BY THE CONTRACTOR PRIOR TO MAKING
THE CONNECTION.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ENSURING THAT ANY
STATE DRAINAGE FACILITY WHICH IS CONNECTED TO OR DIRECTLY
AFFECTED BY THE CONTRACTORS OPERATION SHALL BE CLEAN AND
OPERATIONAL PRIOR TO FINAL ACCEPTANCE OF THE PERMIT WORK BY THE
STATE. ADEQUATE CLEAN—OUTS AND ACCESS OPENINGS SHALL BE
PROVIDED IN ANY CONSTRUCTION WITHIN THE STATE'S RIGHT OF WAY FOR
FUTURE MAINTENANCE AND REPAIR WORK AS NEEDED. THIS WORK SHALL
BE FURNISHED AT NO COST TO THE STATE.
7. WHERE SURVEY MONUMENTS EXIST, SUCH MONUMENTS SHALL BE
PROTECTED OR SHALL BE REFERENCED AND RESET PURSUANT TO
BUSINESS AND PROFESSIONAL CODE, SECTIONS 8700 TO 8805 (LAND
SURVEYOR'S ACT).
8. THE PAVEMENT MUST BE SAW—CUT 2" [0.0508M] MINIMUM OR AS SHOWN
ON THE PLANS FROM THE EDGE OF PAVEMENT. THE SAW—CUTS MUST BE
PERPENDICULAR OR PARALLEL TO THE STATE HIGHWAY CENTERLINE.
9. ALL SIGNING, STRIPING AND PAVEMENT MARKINGS SHALL BE IN
CONFORMANCE WITH THE CURRENT EDITIONS OF THE TRAFFIC MANUAL,
PUBLISHED BY THE STATE OF CALIFORNIA, DEPARTMENT OF
TRANSPORTATION, AND THE SPECIAL PROVISIONS. ALL PAVEMENT
MARKING SHALL BE THERMOPLASTIC UNLESS OTHERWISE NOTED ON THE
PLANS.
10. THE EXACT LOCATION OF ALL SIGNS SHALL BE DETERMINED IN THE
FIELD BY THE STATE REPRESENTATIVE.
11. ALL CONFLICTING STRIPING AND PAVEMENT MARKINGS SHALL BE
REMOVED FROM THE PAVEMENT BY WET SANDBLASTING BY THE
CONTRACTOR.
12. ALL CONFLICTING SIGNS SHALL BE EITHER REMOVED OR RELOCATED AS
DIRECTED BY CITY ENGINEER. RELOCATABLE SIGNS SHALL BE INSTALLED
AS SPECIFIED ON THE PLANS OR AS DETERMINED IN THE FIELD BY THE
STATE'S REPRESENTATIVE.
13. ALL SIGNS, ROADSIDE MARKERS, ELECTROLIERS, ETC., SHALL BE
PROTECTED AND/OR REPLACED IN—KIND ACCORDING TO THE CURRENT
STATE STANDARD PLANS AND THE CURRENT TRAFFIC MANUAL, AT NO
COST TO THE STATE.
14. CONTRACTOR TO PROVIDE TEMPORARY PAVEMENT MARKERS FOR
TEMPORARY PAVEMENT DELINEATION DURING A.C. CURING TIME.
15. ANY DAMAGE BY THE CONTRACTOR'S OPERATIONS, THE CONTRACTOR
AT HIS/HER EXPENSE, REPAIR OR REPLACE DAMAGED FACILITIES IN A
PROMPT MANNER. CONTRACTOR SHALL NOTIFY THE RESIDENT ENGINEER
OF ANY DAMAGE TO STATE OWNED EQUIPMENT CAUSED BY THE
CONTRACTOR.
16. a) THE CONTRACTOR SHALL SUBMIT A STORM WATER POLLUTION
PREVENTION PLAN (SWPPP) AT THE TIME HE APPLIED FOR HIS
ENCROACHMENT PERMIT. A TEMPLATE IS AVAILABLE AT THE DEPARTMENT

b) SEDIMENT CONTROL AND SOIL STABILIZATION SHALL BE IMPLEMENTED
DURING THE "RAINY SEASON" DEFINED AS BETWEEN OCTOBER 1ST AND
MAY 1 ST.
c) NO VEHICLES OR EQUIPMENT SHALL BE STORED, CLEANED, FUELED, OR
MAINTAINED IN STATE RIGHT—OF—WAY.
d) NO WASTE OR MATERIALS SHALL BE STORED WITHIN STATE
RIGHT—OF—WAY.
e) WIND EROSION, TRACKING CONTROL, NON—STORM WATER MANAGEMENT
& WASTE MANAGEMENT & MATERIALS POLLUTION CONTROL SHALL BE
IMPLEMENTED ON A YEAR—ROUND BASIS.
f) ALL NEW SLOPES WITHIN STATE RIGHT—OF—WAY SHALL "FLATTEN" TO
A MAXIMUM OF 4:1 OR AS FLAT AS RIGHT—OF--WAY PERMITS.
