INTRODUCTION The project site is made up of seven parcels combining for approximately 5.5 acres, located north of Ceres Avenue, just east of Oleander Avenue, in the City of Fontana. The present zoning description for the site is industrial. Currently three of the seven parcels contain existing structures, single family homes (approximately 1 acre). The remaining four parcels are vacant (approximately 4.5 acres). The overall site plus approximately 1 acre of offsite area along the northerly boundary, drains south westerly in a sheet flow condition and then into Ceres Ave. The entire project is proposed to be developed into a low income housing development made up of 60 townhomes with supporting parking and drive aisles made up of asphalt pavement. For the proposed condition, the existing drainage conditions will be maintained with the implementation of infiltration systems for water quality and detention purposes. The proposed drainage system is designed to accommodate the 100 year storm event based upon the hydrological and soil conditions. This report is intended to provide final storm flow rates for the project at the proposed stage of development. Maps are included to show the results of hydrology calculations prepared for the current undeveloped (Existing) site condition and the proposed (developed) condition as presented on the referenced site plan. HYDROLOGY B.1 Project Location The subject property is located north of Ceres Avenue, just east of Oleander Avenue, in the City of Fontana. The Vicinity Map, located in the maps and exhibits section, illustrates the property's location in both a regional and local context. B.2 Existing Condition Aerial topography was prepared by Arrowhead Mapping Company in March of 2009. Topographically the site consists of a gentle slope in the north south direction, with a ridge line running north/south near the east side of the property which divides the flow path into two directions. 5.3 tributary acres flows westerly on Ceres Avenue and 1.2 tributary acres flows easterly on Ceres Ave. Existing vegetation consists of mainly scattered brush throughout the drainage areas. An aerial map of the subject property and surrounding area, dated 2006 is included within the mapping section and in the introduction section of this report. B.3 Hydroloay Analysis The purpose of this study is to determine hydrologic and storm flow characteristics tributary to the proposed multi - family residential project and being conveyed through the proposed project, in both the Existing Condition and the Developed Condition. The attached maps show the results of 10, 25, and 100 -year storm flow calculations and proposed storm drain alignments and sizing. The tributary drainage area boundaries for the existing condition were delineated utilizing current aerial topography for the project site and adjacent developments. The proposed facility layout as shown on the Proposed Hydrology map depicts the conveyance of the entering flows through the project site for the post - development hydrology. For this hydrology study the final design of the drainage facilities are shown, including area drains, catch basins, and storm drain pipes. Calculations of these facilities are also included in the Appendices. The San Bernardino County Flood Control uses the SCS soils classification system, which classifies soils into four (4) types: A through D with D being the least pervious, thus providing the highest runoff potential. The soil type for the entire project is determined to be soil A. A soils type map for the project site is included in the Maps and Exhibit section of this report. Hydrologic parameters used in these analyses are as presented in the San Bernardino County Flood Control Hydrology Manual. The hydrologic analysis ® was performed in accordance with the San Bernardino County Flood Control CERES III JAMBOREE HOUSING Manual dated August 1986, using the CIVIL DESIGN Computer Program for San Bernardino County. Rainfall data was taken from the hydrology manual plate Figures B -9 and B -10. The 10, 25, and 100 -year flows were calculated and are presented on the hydrology maps. The Civil Design computer program was used to determine flow rates for the overall site in order to develop a flow per acre yield. This yield was then applied to each of the smaller areas in order to determine the flow within the smaller onsite areas. As shown in the overall Onsite Hydrology Map, 2.7 cfs /acre was determined for area A and 3.3 cfs /acre was determined for area B. Therefore the more conservative 3.3 cfs per acre was used for a 100 year storm event. Both the undeveloped condition and proposed developed condition are located in the Maps and Exhibits section of this report with large scale detailed maps contained within the map pockets. Please refer to the Appendix for detailed Rational Method Hydrology calculations. Summary of the Existing Condition and Developed Condition discharges are presented in the table found in section B.4. B.4 Summary of Hydrology Analysis The Lot Layout and Drainage System proposed for the future development has been designed to perpetuate natural drainage patterns through out the property. Ultimately the entire site will discharge into Ceres Ave. In the proposed condition, 5.4 tributary acres of runoff will flow west and 1.1 tributary acres will flow east. These tributary areas are nearly identical to that of the existing condition due to a local highpoint on Ceres Avenue. The proposed site plan provides for the construction of impervious pavement throughout the project site, which results in increased runoff. Based upon discussions with city staff, the City of Fontana will allow a maximum discharge of 90% of the pre - developed flow to leave the project site in the ultimate condition. In order to mitigate the increased runoff from leaving the project site, lengthening the flow travel time combined with the implementation of infiltration trenches will allow for additional runoff to be stored onsite. Summary of the results of the storm flows leaving the proposed site are presented in the table below. Please refer to the Appendix for more detailed calculations. Roughly 1 acre of offsite tributary was also included in the hydrology study. This 1 acre is located north of the project site and made up of dirt and gravel. A total of nearly 6.5 acres was analyzed for this hydrology study and increased runoff mitigation, whereas 5.5 acres was analyzed for water quality treatment. Based upon the conceptual site plan, 65% of the overall area is proposed as impervious. B.6 Summary of Runoffs & Volume Based upon the performed calculations, there is an increase of runoff in the proposed condition for areas A of roughly 5 cfs for the 100 yr storm event and virtually no increase for Area B as shown in the table 1. In order to meet the city's requirements the project is subject to detain/retain 90% of the pre - developed condition, which calculates to 90% of (9.6 +3.3) cfs = 11.6 cfs. Therefore, this project must mitigate for (14.6 +3.6) -11.6 = 6.6 cfs during a 100 year storm event. A combined detention/retention and water quality facility, (see Appendix G) a volume -based underground BMP is proposed to be constructed within the open space area. Underground Infiltration trenches are also proposed along the southerly property line of the project site for water quality purposes. Based upon the site's extremely high percolation rate (0.2 minutes /inch), the proposed underground detention system will encourage infiltration of storm water runoff. Each system is tied to an emergency overflow under sidewalk drain, which will convey roughly 6.7 cfs into the street using City of Fontana's STD PLAN NO 300. In order to convey the 25 year storm event flow rate, multiple under sidewalk drains are proposed for each area A & B. Overall Proiect Onsite Runoffs - Table 2 Proposed 100 year Exist. 100 year 90% of Ex. 100 year Required detention 18.2 cfs 12.9 cfs 11.6 cfs 6.6 cfs Based upon the extremely high infiltration rate for the subject area, and the large open space area, which can be used for underground mitigation, the required detention for the proposed development will be easily acquired. As shown in the volume storage calculations provided in the Appendices, the required delta volume needed for storage is 6587 cubic feet (See Appendix Q. With the current proposed design, approximately 11,400 cubic feet of volume is provided in the underground Contech Pipe System within the open spaces, for storage of increase runoff, which accounts for a 40% void ratio CERES III JAMBOREE HOUSING As shown in table 2, 6.6 cfs needs to be detained. Based upon the square footage of the underground detention facility and the infiltration rate, the proposed facility detains 6.8 cfs as shown in below calculation. Rectangular footpring (W x L): 40 x 74 = 2960 sq.ft. Percolation rate = 300 in/hr. Safety factor of 3 = 100 in/hr = 8.33 ft/hr. • 2960 ft ^2 x (8.33 ft/hr) x (lhr /60min) x (Imin/60sec) = 6.8 cfs Therefore the project satisfies the requirements issued by the City of Fontana. The volume required to accommodate the water quality guidelines are included in the approved Water Quality Management Plan for the Ceres III project. The onsite storm drain system has been designed to convey the 100 year storm flows through the project site. The proposed Hydrology map illustrates pipe sizes and flow rates within the onsite system. Catch basins at project boundaries are designed to intercept the 10 yr storm event, allowing any larger storm flows to flow by the catch basins and into Ceres Avenue and/or Oleander Avenue (See Appendix F). Based upon the manufacture's specifications for the proposed area drains, each area drain has a max inflow of 0.15 cfs (see Appendix F —12" Catch Basin Series Part number 1210, 66.5GPM = 0.15 cfs). Therefore, pipe sizes were ��✓✓ calculated based upon tributary inlets, with each inlet intercepting 0.15 cfs. All under sidewalk parkway culverts are sized for the 25 year storm flows as shown in table 1. B.7 Offsite Hydrology Based upon condition 34 of the Building & Safety Division, issued by the City of Fontana as shown below, a "Split Flow Hydraulic Analysis for West Fontana Channel" has been prepared The site, or a portion of the site, is located in a flood hazard area. Justification that the proposed development does not adversely affect the location or carrying capacity of the floodway, nor does it adversely affect upstream or down stream sites shall be provided to the Building & Safety Division. Additionally, all development shall comply with Chapter 12 — Flood Control of the Code of the City of Fontana and all requisite provisions must be taken to protect the site from flood damage. The purpose of this analysis is to evaluate the impacts of the West Fontana Channel split flows onto the Ceres III project and adjacent properties to determine compliance with Chapter 12 -Flood Control of the Code of the City of Fontana. A CERES III JAMBOREE HOUSING The completed analysis has indicated the proposed buildings per this project will ® maintain sufficient freeboard and adequate flood protection to meet the FEMA NFIP guidelines. Additionally, building pads have been designed to protect against water depths shown in the FEMA FIRM Map 06071C86521-1. Furthermore, the analysis indicates the proposed project will not adversely impact any of the adjacent neighbors, specifically the community located at 16284 Ceres Avenue.
