The enclosed preliminary cost estimates are for the alternates we discussed. The existing rip -rap on the channel side slopes from Whittram Avenue to Arrow Highway was placed by their operations and maintenance division for protection against erosion that was occurring. Also, it appears that the rip -rap bottom controls placed per Bill Mann's channel plans are an effective means of protecting the by visual channel bottom from erosion. This was evident inspection of the channel bottom, wherein the bottom controls are acting as drop structures. Therefore, we have added an alternate cost estimate, 2A, which will protect the channel sides from erosion from Arrow Highway to Foothill Boulevard to the same extent that the Flood Control District has protected the reach from Whittram Avenue to Arrow Highway. This combination of bottom controls and rip -rap side slopes would give remedial erosion protection to the channel section. This would not provide 100 year flood protection. Alternate 2B would protect the side slopes from the 100 year interim flow of 8530 cfs. The preliminary cost estimates for 2A and 2B are amounts for protection of the channel section for erosion only. Alternate 1 is required to contain the 100 year flow within the channel, which calls for additional concrete wingwalls at Whittram Avenue and at Arrow Highway. Alternate 1 also calls for regrading to lower the channel from Arrow Highway to approximately 1000 feet south and removal and replacement of the concrete bottom and rip -rap of Arrow Highway. These improvements would provide only nominal 100 year protection without sufficient freeboard. On a preliminary basis, we have also sized the channel from Whittram Avenue to Foothill Boulevard utilizing the approximate 15,000 cfs ultimate flow. In doing so, we have noted a discrepancy between the channel plans and the hydraulics prepared by Hall and Foreman Inc. for the 250' reach of existing channel section south of the railroad tracks. The channel plans show a 40' width for this rectangular section where a 56' width is shown in the hydraulics. It appears that 40' width will not function for the ultimate flow and that an ultimate channel width of 56' will be required from the railroad tracks to approximately 250' south. It should also be noted that some surplus land may be generated with the ultimate improvements which may help offset the costs of the ultimate improvements.
