New 1 111 construction will demolish several small temporary structures and a badly worn asphalt parking lot, as well as extend into an undeveloped section of land. Section II of this report provides on- site hydrologic information and calculations for the proposed development in support of the a planning process. Section II also describes the effort and results of determining localized runoff for the 100 -year, 24 -hour storm event, as well as the 1, 2 and 5 -year events for Water Quality Management Plan development. Appendix C of this report provides a reduced version of the Grading Plan for reference purposes. I I as U I aw YID a I a is I a S aa� S S sir a I SECTION II HYDROLOGY I Purpose: To determine peak storm flows discharging from the site with Best Management + Practices (Infiltration Trench) in place. I Watershed: The site will consist of one industrial /warehouse building that has an area of on 6.71 acres. The site is hydraulically isolated (no off -site water enters the property) by the curb and gutter system of the adjacent streets. The site drains to two locations on Catawba Avenue. The first drainage point is uncontrolled, and the tributary area is the building roof and a graded grassy swale (7.02 ac). The second discharge point is southerly across the drive entrance from the first discharge point. The tributary areas for this portion are the entire parking and truck dock areas (4.22 ac). Two infiltration trenches are linked together in this I� area and are part of the drainage plan. Their purpose is to capture run -off from minor storms and treat (through infiltration) the pollutants commonly found in parking lot run -off. Please see the included Hydrology Map for further information. No public storm drains exist in the vicinity, which increases the need for detention and infiltration, as well as requires the use of overland flow while not allowing flow onto neighboring parcels. The project is on Type A soils that have relatively high infiltration rates. An infiltration rate of 1- inch - per -hour was used to estimate water loss in the basin when calculating outflow. This is a urn factor of safety of 24 when compared to the infiltration report recommendation (2.5 min/in). In the 100 -year storm event, the proposed development will release 17.2 cfs, as opposed to the 33.2 cfs that was released prior to development; therefore, downstream waters will not be affected. It is noted in the study that fines and other pollutants can cause reduced infiltration rates, which is why proper BMP maintenance per the WQMP is critical and why such a high factor of safety is required. Methodology: Preparation of the on -site hydrology for this project was done in accordance with the San Bernardino County Hydrology Manual. Copies of the soil type and rainfall maps used in this study are provided in Appendix A. Calculations were accomplished using AES Version 2005 Rational Method Hydrology Computer .�, Program Package — 1986 San Bernardino Co. Hydrology Criterion. Empirical analysis of the Grading Plan (Appendix C) shows that the building is not in danger of flooding related to the retention basins in the 100 -yr storm event because the basins are down -slope from the building. A wall along the south property line will be at elevation 1050 for the entire length to prevent water from crossing the south property line, which means water will overflow /outlet through the driveway if the basin exceeds capacity and the under - sidewalk drain becomes inundated.
