Discussion
Project 3 -4 is comprised of an area of approximately 4,220 acres, in the southern part of
the city of Fontana. The boundaries of the study areas are Interstate 10 Freeway to the
north, Riverside Avenue to the east, the San Bernardino/Riverside County Line to the
south and Tamarind Avenue to the west.
Project 3 -4 was originally developed as a part of the Comprehensive Storm Drain Plan #3
(CSDP #3) in 1972. Later, it was revised to conform to the San Bernardino County
Hydrology Manual in the early 1990's. Currently, the reason for updating project 3 -4 is
due to the proposed development of the Valley Trails Specific Plan located in the city of
Fontana at Locust Avenue and Eleventh Street.
The Valley Trails Specific Plan is a proposed planned residential development with a
school, park and open space recreational facilities. Land use density ranges from 1.1
dwelling units per acre to 20 dwelling units per acre, which modifies the land used in the
September 1997 update of residential minimum lot size of 14,000 square feet (R -L).
This amendment also proposes to slightly realign Line "A" (see revised 3 -4 exhibit)
storm drain system and provides a controlled outlet for the proposed detention basin
resulting in reduced pipe sizes for Line "A ". As part of the Valley Trails development,
approximately 6,300ft of Line "A" will be constructed. This segment starts from the
existing basin located at the corner of 11 Street and Locust Avenue and will outlet to a
retention basin that currently exists easterly of the intersection of El Rivino Road and
Cedar Avenue. The San Bernardino County Flood Control District will be responsible for
the operation and maintenance of Line "A ", including the retention basin easterly of El
Rivino Road and Cedar Avenue (see Interim Condition Storm Drain Exhibit). In the
ultimate condition, the storm drain system will continue and outlet to the Santa Ana
River.
The proposed update to project 3 -4 will utilize all drainage area calculations, sub area
boundaries, flow path length, elevation differences, soil types, rainfall, routing, except for
the land use, as taken from project 3 -4 update report, dated September 1997. The land use
has been changed to reflect the proposed Valley Trails Specific Plan, in ultimate
development condition, with the various new run -off coefficients. Finally, a 164 acre
residential development is proposed where the El Rivino Golf Course exists. The change
of land use has also been addressed. Hydrology and Hydraulic calculations are based on
the same boundary as the project 3 -4 hydrology update report, dated September 1997.
The amended storm drain system proposes a detention basin and pipe sizes of 66"
diameter to 132" diameter.
