1. THE CONTRACTOR SHALL TAKE ALL PRECAUTIONARY MEASURES
NECESSARY TO PROTECT EXISTING IMPROVEMENTS WHICH ARE TO
BYMTHE ICONTRACtOR'SO OPERATIONS ANY
ALLI IMPROVEMENTS DAMAGED
REPAIRED OR RECONSTRUCTED TO THE ENGINEER'S SATISFACTION
AT THE CONTRACTOR'S EXPENSE WITHOUT ADDITIONAL
COMPENSATION.
2. LOCATION OF EXISTING PIPING AND EQUIPMENT IS BASED ON
RECORD DRAWINGS AND FIELD INFORMATION.
CONTRACTOR SHALL FIELD LOCATE ALL EXISTING PIPING AND
EQUIPMENT THAT CONFLICTS WITH CONSTRUCTION AND REMOVE AND
REPLACE AS REQUIRED. AFTER CONSTRUCTION IS COMPLETE
EXISTING PIPING SYSTEMS SHALL BE RETURNED TO THE SAMt OR
BETTER CONDITION THAN AS BEFORE. ALL FIELD RELOCATION OF
EXISTING PIPING SHALL BE RECORDED ON RECORD DRAWINGS. IN
POTHOLE AND LOCATEPGAS IPIPINGABErORE ETXCAVATIONHOF THE
AREA.
3. CONTRACTOR SHALL TAKE ALL NECESSARY PRECAUTIONS TO
PREVENT DAMAGE TO THE EXISTING STRUCTURES OR OTHER EXISTING
IMPROVEMENTS TO REMAIN. CONTRACTOR SHALL ALSO PROVIDE
NECESSARYSFOR CONSTROCTIONFOLDING OR OTHER MEASURES
4. REMOVAL ABANDONMENT OR TEMPORARY RELOCATION OF EXISTING
PIPES Ok UTILITIES SHALL BE SCHEDULED WITH THE ENGINEER
TO AVOID UNNECESSARY DISRUPTION OF PLANT OPERATIONS.
5. ELEVATIONS SHOWN ARE BASED UPON THE AS -BUILT DRAWINGS.
CONTRACTOR SHALL FIELD VERIFY AND ADJUST ELEVATIONS AS
REQUIRED TO MAINTAIN DIMENSIONAL RELATIONSHIPS DEPICTED
IN THE DRAWINGS.
6. CONTRACTOR SHALL BE RESPONSIBLE FOR INITIATING MAINTAINING
AND SUPERVISING AN AIR MONITORING PROGRAM WHILE WORK IS
BEING PERFORMED ON, IN, OR ADJACENT TO ANY OF THE ENCLOSED
SPACES. NOTE THAT THE WORK IS ADJACENT TO OPERATING DIGESTERS
AND TRACES OF METHANE GAS COULD BE PRESENT. THE CONTRACTOR
SHALL COMPLY WITH CAL -OSHA AND ALL OTHER LOCAL AGENCY
REQUIREMENTS.
7. CONTRACTOR SHALL RESTORE ALL EXISTING PAVED AREAS GUARDRAILS
AND HANDRAILS DISTURBED DURING CONSTRUCTION INCLUDING
INSTALLATION OF PIPELINES, DRAINS AND ELECTRICAL DUCTS TO
ORIGINAL CONDITION. CURB AND GUTTER, AREA DRAINS AND ALL
SITE DRAINAGE AFFECTED BY THE WORK SHALL BE RETURNED TO
THE SAME OR BETTER CONDITION AFTER WORK IS COMPLETED.
8. THE CONTRACTOR SHALL RESTORE ALL LANDSCAPING TO CORRECT GRADE
UPON COMPLETION. THIS SHALL,INCLUD REPLANTING OF TREES OF
COMPARABLE SIZE TO EXISTING MIN. 36'f BOX) FOR ANY DESTROYED
BY THE PROJECT, WITHIN 45 DAYS OF COMPLETION.
9. THE CONTRACTOR SHALL COMPLY WITH STATE DEPARTMENT OF
HEALTH SERVICE CRITERIA FOR THE SEPARATION OF POTABLE
WATER MAINS AND SANITARY SEWERS AS SET FORTH IN SECTION
64630, TITLE 22 OF THE CALIFORNIA ADMINISTRATIVE CODE.
10. ADJUST ALL MANHOLES VALVE BOXES AND PULL BOXES TO
FINISHED GRADE UNLESS OTHERWISE SHOWN OR DIRECTED.
MANHOLES IN OPEN, UNPAVED AREAS SHALL BE SET SIX(6) INCHES
ABOVE GRADE.
11. THE CONTRACTOR SHALL NOTIFY THE ENGINEER AS SPECIFIED 72 HOURS
IN ADVANCE OF MAKING ANY CONNECTION TO AN ACTIVE PIPELINE OR
BEFCRE SYSTEM
AND
SHALL RECEIVE THE ENGINEER'S CONSENT
12. THE CONTRACTOR SHALL SCHEDULE HIS WORK TO CONTINUOUSLY
MAINTAIN PLANT OPERATIONS AND SHALL NOT UNDULY RESTRICT
PLANT ACCESS OR CIRCULATION.
13. THE CONTRACTOR SHALL PROVIDE ADEQUATE SANITARY CONVENIENCES
FOR THE USE OF ALL PERSONS AT THE CONSTRUCTION SITE OF THE
WORK. SUCH CONVENIENCES SHALL INCLUDE CHEMICAL TOILETS OR
WATER CLOSETS LOCATED AT APPROPRIATE LOCATIONS. AT COMPLETION
OF THE WORK ALL SUCH CONVENIENCES SHALL BE REMOVED AND
THE SITE LEFT IN SANITARY CONDITION.
14. THE CONTRACTOR SHALL FURNISH POTABLE WATER FOR A DRINKING
SOURCE OTHER THAN THE EXISTING PLANT UTILITY WATER SUPPLY,
WHICH SHALL MEET ALL THE REQUIREMENTS OF THE COUNTY AND
STATE HEALTH DEPARTMENTS. CONTRACTOR SHALL ALSO SUPPLY
AMPLE SIGNS THROUGHOUT THE WORK SITE AREA ADVISING HIS
EMPLOYEES THAT THE PLANT WATER IS NOT POTABLE.
15. THE CONTRACTOR SHALL PROVIDE AT HIS OWN COST ALL ELECTRICAL
POWER NECESSARY FOR CONSTRUCTION TESTING GENERAL AND
THROUGH TEMPORARY OR PERMANENT ACILIT S WHETHER SUPPLIED
16. THE CONTRACTOR SHALL NOTE THAT THERE MAY BE OTHER PROJECTS
UNDER CONSTRUCTION AT THIS SITE AND/OR NEARBY SITE. CONTRACTOR
SHALL COORDINATE WITH THE OTHER CONTRACTORS PRESENT ON THE
SITE DURING THE COURSE OF CONSTRUCTION.
17. ALL WORK SHALL CONFORM TO THE LATEST EDITIONS OF THE "STANDARD
SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION" AND SUPPLEMENTS
THERETO (APWA/AGC, "GREENBOOK") AND SPECIAL PROVISIONS OF THE
PROJECT TECHNICAL SPECIFICATIONS AND MUST BE KEPT ON THE
JOBSITE AT ALL TIMES.
18. ALL SURVEYING REQUIRED FOR VERTICAL AND HORIZONTAL ALIGNMENT
SHALL BE PROVIDED BY THE CONTRACTOR.
19. THE CONTRACTOR SHALL MAINTAIN AT THE JOBSITE ALL APPLICABLE
PERMITS.
20. IN THE COURSE OF WATER CONTROL, THE CONTRACTOR SHALL CONDUCT
CONSTRUCTION OPERATIONS TO PROTECT WATERS FROM POLLUTION BY
FUELS, OILS, BITUMENS, OR HARMFUL MATERIALS.
21. THE CONTRACTOR SHALL RESTORE OR REPLACE IN KIND (OR BETTER)
ALL EXISTING IMPROVEMENTS INTENDED TO REMAIN UNDISTURBED
DURING CONSTRUCTION INCLUDING, BUT NOT LIMITED TO, STREETS,
LANDSCAPING, FENCES AND SIGNS.

22. THE INFORMATION SHOWN ON THESE DRAWINGS CONCERNING
TYPE AND LOCATION OF UNDERGROUND UTILITIES IS NOT
GUARANTEED TO BE ACCURATE OR ALL-INCLUSIVE. THE
CONTRACTOR IS RESPONSIBLE FOR MAKING HIS OWN
DETERMINATION, AS MAY BE NECESSARY, AS TO THE TYPE
AND LOCATION OF UNDERGROUND UTILITIES TO AVOID DAMAGE
THERETO. CONTRACTOR SHALL POTHOLE AND LOCATE THE

TWO WORKING DAYS IN ADVANCE BEFORE DIGGING. NO
INSPECTION WILL BE PROVIDED BY THE ENGINEER.
24. THE BASE MAP USED FOR THE DESIGN OF THIS FACILITY IS
BASED ON A TOPOGRAPHIC MAP OF THE SITE PREPARED IN 2001.
THE CONTRACTOR SHALL VERIFY THE EXISTING CONDITIONS OF
THE SITE PRIOR TO START OF THE WORK AND COMPARE IT TO
THE TOPOGRAPHIC MAP SHOWN ON THESE PLANS. ANY DISCREPANCIES
FOUND BETWEEN THE TOPOGRAPHIC MAP ON THESE PLANS AND
EXISTING GROUND SHALL BE REPORTED TO IEUA AND SHALL BE
RESOLVED PRIOR TO COMMENCEMENT OF ANY WORK.
25. IT SHALL BE ENTIRELY THE CONTRACTOR'S RESPONSIBILITY FOR

LATEST EDITION OF STANDARD SPECIFICATIONS FOR PUBLICWORKS

2. THE CONTRACTOR SHALL OBTAIN ALL NECESSARY PERMITS FROM THE
I.E.U.A. AND ANY OTHER AGENCY HAVING JURISDICTION ON THIS PROJECT,
PRIOR TO START OF CONSTRUCTION.
3. THE CONTRACTOR SHALL UNCOVER, OR POT HOLE AND VERIFY THE LOCATION
AND DEPTH OF ALL EXISTING UTILITY LINES PRIOR TO EXCAVATING OPERATIONS.
THE CONTRACTOR SHALL MAKE APPROPRIATE ARRANGEMENTS FOR THE
PROTECTION OF ANY UTILITY LINE ON SITE. THE CONTRACTOR SHALL NOTIFY
UNDERGROUND SERVICE ALERT AT 1-800-227-2600 PRIOR TO BEGINNING WORK.
4. THE CONTRACTOR SHALL FAMILIARIZE HIMSELF WITH THE SITE AND SHALL BE
SOLELY RESPONSIBLE FOR ANY DAMAGE TO EXISTING FACILITIES RESULTING
DIRECTLY OR INDIRECTLY FROM HIS OPERATIONS WHETHER OR NOT
SUCH FACILITIES ARE SHOWN ON THESE PLANS.
5. THE CONTRACTOR'S ATTENTION IS EXPRESSLY DIRECTED TO ALL REQUIREMENTS
AND PROVISIONS OF THE STATE OF CALIFORNIA SAFETY REGULATIONS.
CONFORMANCE THERE SHALL BE STRICTLY AND CONTINUOUSLY ENFORCED
DURING THE ENTIRE LIFE OF THE CONTRACT.
6. THE CONTRACTOR SHALL DISPOSE OF ALL SURPLUS EXCAVATION OUTSIDE THE
PROJECT AREA OR AS DIRECTED BY THE I.E.U.A. ENGINEER OR REPRESENTATIVE.
7. THE CONTRACTOR SHALL PERFORM ALL EARTHWORK IN ACCORDANCE
WITH THE PROJECT TECHNICAL SPECIFICATIONS AND THE GREEN BOOK.
8. THE CONTRACTOR SHALL REPLACE IN KIND TO THE SATISFACTION OF THE DESIGN
ENGINEER AND ANY AGENCY HAVING JURISDICTION THEREOF, ANY PAVING, CURB &
GUTTER, SIDEWALK, IRRIGATION SYSTEM, LANDSCAPING OR OTHER IMPROVEMENT
CUT, REMOVED, OR DAMAGED IN CONJUNCTION WITH THIS PROJECT.
9. PIPE DELIVERED TO THE SITE SHALL BE PROTECTED BY THE CONTRACTOR
FROM DUST OR OTHER CONTAMINATION PRIOR TO PLACING IN TRENCH
AND SHALL BE INSTALLED IN ACCORDANCE WITH I.E.U.A. STANDARDS TO
THE SATISFACTION OF THE I.E.U.A. INSPECTOR.
10. AT THE END OF EACH WORK DAY, THE CONTRACTOR SHALL ENSURE THAT ALL
OPENINGS INTO THE PIPE UNE ARE SECURELY PLUGGED AND STOPPED SO
THAT NO ANIMAL, FOWL, OR RODENT CAN ENTER THE PIPELINE.
11. PIPE TRENCH SHALL BE EXCAVATED TRUE TO LINE AND GRADE IN
ACCORDANCE WITH PLANS AND SPECIFICATIONS. ALL BACKFILL
SHALL BE PLACED IN A MANNER SATISFACTORY TO THE ENGINEER
AND IN ACCORDANCE WITH CONTRACT SPECIFICATIONS.
MATERIALS FOR BACKFILL TO TWELVE 12 INCHES ABOVE THE PIPE
SHALL BE GRANULAR MATERIAL WITH A INIMUM SAND EQUIVALENT OF 30.
12. IF UNSUITABLE SOIL IS ENCOUNTERED BELOW PIPE TRENCH OR STRUCTURE,
THE CONTRACTOR SHALL OVEREXCAVATE A MINIMUM OF 2'-0" BELOW AND
PLACE AND COMPACT 3/4" CRUSHED GRAVEL BELOW PIPE ZONE.
13. NO PIPE LINE SHALL BE INSTALLED ON FILL MATERIAL WITHOUT
FIRST MEETING IN PLACE DENSITY TEST REQUIRED BY THE LEU.A.
14. ALL WORK SHALL BE INSPECTED BY I.E.U.A. INSPECTOR OR ITS DULY
AUTHORIZED REPRESENTATIVE. THE CONTRACTOR SHALL NOT PROCEED
WITH ANY SUBSEQUENT PHASE OF THE WORK UNTIL THE PREVIOUS
PHASE HAS BEEN INSPECTED AND APPROVED. INSPECTION SHALL BE
MADE OF THE FOLLOWING PHASES OF WORK:
A. TRENCHING, INSTALLATION OF PIPE, VALVES, FITTINGS,
VAULTS, MANHOLES
B. BACKFILL AND COMPACTION
C. OTHER UNDERGROUND FACILITIES IN PLACE
D. LEAK TESTING
E. MANHOLES, VALVE BOXES, AND CONCRETE VAULTS RAISED TO
GRADE, LINES FLUSHED
F. FINAL INSPECTION
15. THE CONTRACTOR SHALL GIVE AT LEAST TWO WORKING DAYS NOTICE
WHEN INSPECTIONS OR ENGINEERING JUDGMENTS BECOME NECESSARY.
16. CONSTRUCTION OF THE PROJECT SHALL BE LIMITED WITHIN THE HOURS
BETWEEN 7:30 AM & 4:30 PM, UNLESS NOTED OTHERWISE.
17. AT END OF EACH WORK DAY:
A. ALL TRAFFIC LANES SHALL BE OPEN.
B. NO EQUIPMENT SHALL BE LEFT ON THE STREETS.
C. STREETS WHICH ARE USED FOR OR BECOME UNCLEAN DUE TO THE
CONSTRUCTION SHALL BE CLEANED, SWEPT AND WASHED PRIOR TO
THE END OF EACH WORK DAY.

18. THE CONTRACTOR SHALL EXCAVATE PIPE TRENCH AND REMOVE AND
REPAIR PAVEMENT, WHERE APPLICABLE, PER DETAIL 1 ON SHT M1

19. AFTER INSTALLATION OF MAIN PIPELINE & REPLACEMENT OF A.C. PAVEMENT,
THE CONTRACTOR SHALL GRIND THE PAVEMENT 1" THICK, FOR THE ENTIRE
TRAVEL LANE OR AT LEAST 24" OF ADJACENT A.C. PAVEMENT IF NOT IN
THE STREET, AND REPAVE THE PAVING CAP PER THE SPECIFICATIONS.
20. THE CONTRACTOR SHALL USE BORE AND JACK METHOD TO INSTALL THE
AIR & VACUUM LINES OR LATERALS WHERE "BORE & JACK" IS NOTED ON
THE PLANS OR REQUIRED BY THE COUNTY OF SAN BERNARDINO OR THE
I.E.U.A.. IF "OPEN CUT" METHOD IS USED, AFTER INSTALLATION OF PIPE OR
LATERAL AND REPLACEMENT OF A.C. PAVEMENT, THE CONTRACTOR SHALL
GRIND THE PAVEMENT 1" THICK. 5 -FT WIDE EACH SIDE FROM THE LATERAL
(10 FT. WIDE TOTAL) AND REPAVE THE PAVING CAP PER THE SPECIFICATIONS.
21. ALL CONCRETE SIDEWALKS WHICH NEED TO BE REMOVED FOR AIR AND
VACUUM LINE OR SERVICE LATERAL CONSTRUCTION SHALL BE SAW CUT

22. ALL CONCRETE CURB AND GUTTER SHALL BE PROTECTED IN PLACE. ANY
CURB AND GUTTER DAMAGED DUE TO CONSTRUCTION SHALL BE REMOVED
JOINT TO JOINT AND RECONSTRUCTED PER THE APWA STANDARD PLANS
AND MATCH THE EXISTING AT HIS OWN COST.
23. PRIOR TO COMPLETING STREET PAVEMENT REPLACEMENT, THE CONTRACTOR
SHALL COVER THE PIPE TRENCH WITH NONSKID STEEL PLATES AND POST
ADVANCE WARNING SIGNS PER THE PLANS AND THE SPECIFICATIONS.
24. THE FORCE MAIN SHALL BE CONSTRUCTED WITH A W (MIN.) COVER, UNLESS
OTHERWISE SHOWN ON THE PLANS. ALL OTHER PIPES SHALL BE CONSTRUCTED
WITH 48" (MIN.) COVER. IN THE AREA OF HEAVY DUTY EQUIPMENT CROSSING,
THE PIPELINE SHALL BE COVERED WITH EXTRA COVER AND STEEL PLATES.
THE CONTRACTOR SHALL REPAIR OR REPLACE ANY PROPOSED PIPE AND
EQUIPMENT DAMAGED DURING CONSTRUCTION WITHOUT ADDITIONAL COST TO
THE OWNER.
25. ALL DUCTILE IRON PIPE JOINTS, RESTRAINED OR PUSH -ON, SHALL BE
CONSTRUCTED WITH BOND CONDUCTORS.
26. FOR ALTERNATIVE MATERIAL WITH DUCTILE IRON PIPE, WHERE THE PIPELINE
DEFLECTION IS GREATER THAN THE PIPE MANUFACTURER'S ALLOWABLE JOINT
DEFLECTION, THE CONTRACTOR SHALL USE SUITABLE STANDARD BENDS OR
ADDITIONAL ADJACENT JOINTS TO FIT OR DISTRIBUTE THE DEFLECTION ANGLE.
ANY D.I. PIPE JOINT AT OR ADJACENT TO THE PIPELINE DEFLECTION WITH
DEFLECTION ANGLE ONE DEGREE (1') OR GREATER SHALL BE CONSTRUCTED
WITH SHOP FABRICATED RESTRAINED JOINT.
27. THE FORCE MAIN AND ALL APPURTENANCES SHALL BE FURNISHED, FABRICATED,
CONSTRUCTED, TESTED AND OPERABLE AT PRESSURE 150 PSI MINIMUM WITH

THE SIDEWALK IS ADJACENT TOTHE STREET CURB, OR AS REQUIRED BY THE CITY
OR COUNTY'S REPRESENTATIVES, REGARDLESS THEIR LOCATIONS SHOWN ON THE
IV. NOTICE TO CONTRACTOR_
1. CONTRACTOR SHALL VERIFY ALL CONDITIONS AND DIMENSIONS

ARE OBTAINED BY A SEARCH OF THE AVAILABLE RECORDS.
TO THE BEST OF OUR KNOWLEDGE, THERE ARE NO EXISTING
UTILITIES EXCEPT AS SHOWN ON THESE PLANS. THE
CONTRACTOR IS REQUIRED TO TAKE THE PRECAUTIONARY
MEASURES TO PROTECT THE UTILITY LINES SHOWN AND
ANY OTHER LINES NOT OF RECORD OR NOT SHOWN ON THESE
PLANS. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO
NOTIFY THE OWNERS OF THE UTILITIES OR STRUCTURES
CONCERNED BEFORE STARTING WORK. CONTRACTOR FURTHER
ASSUMES ALL LIABILITY AND RESPONSIBILITY FOR THE
UNDERGROUND UTILITY PIPES, CONDUITS OR STRUCTURES
SHOWN OR NOT SHOWN ON THESE PLANS.
3. CONTRACTOR AGREES THAT HE SHALL ASSUME SOLE AND
COMPLETE RESPONSIBILITY FOR JOBSITE CONDITIONS DURING
THE COURSE OF CONSTRUCTION OF THIS PROJECT, INCLUDING
SAFETY OF ALL PERSONS AND PROPERTY, THAT THIS
REQUIREMENT SHALL APPLY CONTINUOUSLY AND NOT BE
LIMITED TO NORMAL WORKING HOURS. THE CONTRACTOR
SHALL DEFEND, INDEMNIFY AND HOLD THE OWNER,
ENGINEER, AND THE INLAND EMPIRE UTILITIES AGENCY (IEUA)
HARMLESS FROM ANY LIABILITY, REAL OR ALLEGED,
IN CONNECTION WITH THE PERFORMANCE OF WORK ON
THIS PROJECT, EXCEPTING FOR LIABILITY ARISING FROM
SOLE NEGLIGENCE OF OWNER, ENGINEER, OR IEUA.
4. THE ESTIMATE QUANTITIES ARE ONLY FOR THE PURPOSE OF
OBTAINING THE NECESSARY PERMITS, AND TETTEMER & ASSOC.
DOES NOT GUARANTEE THE ACCURACY OF THE ESTIMATED
QUANTITIES. THE CONTRACTOR SHALL PERFORM HIS OWN
QUANTITY TAKEOFF BEFORE SUBMITTING A BID FOR ANY
PORTION OF THE IMPROVEMENTS COVERED BY THESE PLANS.
