1) ALL WORK SHOWN HEREON SHALL BE DONE IN ACCORDANCE WITH THE LATEST
EDITION OF THE "STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION",
("GREEN BOOK"), INCLUDING ALL SUPPLEMENTS AS WRITTEN AND PROMULGATED
BY THE JOINT COOPERATIVE, COMMITTEE OF THE SOUTHERN CALIFORNIA
CHAPTER OF THE AMERICAN PUBLIC WORKS ASSOCIATION AND THE SOUTHERN
CALIFORNIA DISTRICT OF THE ASSOCIATED GENERAL CONTRACTORS OF CALIFORNIA,
WITH THE CITY OF FONTANA STANDARDS AND SPECIFICATIONS, AND APPENDIX
CHAPTER 33 OF U.B.C. 1997 EDITION.
2) PRIOR TO THE START OF GRADING, ALL EXISTING VEGETATION AND DEBRIS,
INCLUDING EXISTING STRUCTURES, FOOTINGS, FOUNDATIONS, RUBBLE, TREES, AND
ROOT SYSTEMS SHALL BE REMOVED FROM THE SITE TO THE SATISFACTION OF THE
GEOTECHNICAL ENGINEER.
3) AFTER REMOVAL OF DEBRIS, ANY EXISTING FILL OR DISTURBED NATURAL SOILS
SHALL BE EXCAVATED TO THE SATISFACTION OF THE GEOTECHNICAL ENGINEER.
4) THE EXPOSED SOILS SHALL THEN BE INSPECTED BY THE SOILS ENGINEER AND
ANY ADDITIONAL OVER–EXCAVATION SHALL THEN BE MADE IN ACCORDANCE WITH
THE GEOTECHNICAL ENGINEER'S RECOMMENDATIONS AND AS CONTAINED IN THE
GEOTECHNICAL REPORT.
5) THE EXPOSED SOILS SHOULD THEN BE SCARIFIED TO A MINIMUM DEPTH OF 6
INCHES, BROUGHT TO PROPER MOISTURE CONTENT AND COMPACTED TO AT LEAST
909 OF THE MAXIMUM DENSITY AS DETERMINED BY U.B.C. STANDARD OR
EQUIVALENT COMPACTION SHALL BE OBTAINED BY METHODS SPECIFIED BY THE
GEOTECHNICAL ENGINEER.
6) IF ANY UNKNOWN SUB–SURFACE STRUCTURES ARE ENCOUNTERED DURING
CONSTRUCTION, THEY SHALL BE IMMEDIATELY BROUGHT TO THE ATTENTION OF THE
GEOTECHNICAL ENGINEER BEFORE PROCEEDING FURTHER.
7) PROTECTIVE MEASURES SHALL BE TAKEN BY THE CONTRACTOR SO AS NOT TO
CAUSE ANY MUD, SILT OR DEBRIS TO BE DEPOSITED ONTO PUBLIC OR ADJACENT
PROPERTY AT ALL TIMES DURING CONSTRUCTION. ANY MUD OR DEBRIS ON PUBLIC
PROPERTY SHALL BE REMOVED IMMEDIATELY. DUST SHALL BE CONTROLLED BY
WATERING OR OTHER APPROVED METHOD THROUGHOUT THE GRADING AND BUILDING
CONSTRUCTION OPERATIONS.
8) PRIOR TO THE START OF ANY BUILDING CONSTRUCTION, THE CONTRACTOR
SHALL FURNISH THE CITY WITH CERTIFICATIONS FROM THE CIVIL ENGINEER AND
GEOTECHNICAL ENGINEER THAT BUILDING PAD SUBGRADES ARE WITHIN 0.10 FOOT
OF THE APPROVED PLANS AND THAT THE PROPER COMPACTION AND PREPARATION
HAS BEEN OBTAINED.
9) NO GRADING SHALL COMMENCE WITHOUT OBTAINING GRADING PERMIT AND
NOTIFYING GRADING INSPECTOR 24–HOURS PRIOR TO THE START OF WORK.
10) GRADING INSPECTION DURING INSTALLATION IS REQUIRED FOR ALL DRAINAGE
DEVICES. FILL TERRACE BENCHES AND FILL SLOPES MUST BE APPROVED BY THE
SOILS ENGINEERS AND CITY BUILDING OFFICIAL PRIOR TO TERRACE PAVING.
11) THE GEOTECHNICAL ENGINEER SHALL ALSO BE RESPONSIBLE TO VERIFY AND
REPORT THAT PROPER COMPACTION HAS BEEN OBTAINED BY SUBCONTRACTORS
AND AGENCIES CONCERNING UTILITY LINE BACKFILL INCLUDING, BUT NOT LIMITED TO
SEWERS, WATER LINES, ELECTRICAL LINES, GAS AND LANDSCAPE IRRIGATION LINES.
12) AN AS–GRADED GRADING PLAN AND CERTIFICATION OF COMPLIANCE WITH SAID
GRADING PLAN IS TO BE SUBMITTED TO THE BUILDING AND SAFETY DIVISION PRIOR
TO RELEASE OF GRADING BOND AND PRIOR TO FINAL GRADING INSPECTION.
13) ALL SLOPES EXCEEDING 5 FEET IN VERTICAL HEIGHT AND EXCEEDING 5:1
SLOPE ARE TO BE PLANTED WITH APPROVED PLANT MATERIAL AND PROVIDED
WITH APPROVED WATERING SYSTEM. ALL WORK SHALL BE DONE IN ACCORDANCE
WITH THE GEOTECHNICAL ENGINEER'S RECOMMENDATIONS AND CONTRACT
SPECIFICATIONS, AS PER SOILS REPORT PREPARED BY RMA GROUP AND ANY
AMENDMENTS THERETO, ARE HEREBY MADE A PART HEREOF. (SEE NOTE 32
BELOW)
14) SANITARY FACILITIES SHALL BE MAINTAINED ON THE SITE FROM THE BEGINNING
TO COMPLETION OF GRADING OPERATIONS.
15) IT SHALL BE THE CONTRACTORS RESPONSIBILITY TO NOTIFY ALL AGENCIES
CONCERNED BEFORE CONSTRUCTION BEGINS.
16) ADEQUATE STAKES SHALL BE SET BY THE ENGINEER TO ENABLE THE
CONTRACTOR TO CONSTRUCT THE WORK TO THE PLAN GRADES.
17) ALL UTILITY COMPANIES SHALL BE GIVEN 48 HOURS NOTICE PRIOR TO
BEGINNING WORK AROUND THEIR FACILITIES.
18) ALL MATERIALS AND METHODS TO BE SUBJECT TO THE APPROVAL OF THE
CITY ENGINEER.
19) ALL WORK SHALL CONFORM WITH THE REQUIREMENTS OF APPENDIX CHAPTER
33 OF U.B.C. 1997 EDITION.
20) WATER SHALL BE APPLIED TO THE SITE TWICE DAILY IN COMPLIANCE WITH
SCAQMD RULE 403 (FUGITIVE DUST EMISSIONS) TO MITIGATE THE IMPACT OF
CONSTRUCTION GENERATED DUST PARTICULATES.
21) THE APPLICANT MUST SUBMIT A FUGITIVE DUST CONTROL PLAN TO THE CITY
CONCURRENTLY WITH THE PRELIMINARY GRADING PLAN TO REDUCE THE AMOUNT OF
DUST GENERATED DURING GRADING AND COMPACTION. THE PLAN MUST BE
APPROVED BY THE ENGINEERING DIVISION.
22) NO GRADING SHALL TAKE PLACE ONSITE WHEN WIND VELOCITY ONSITE
EXCEEDS 15 MILES PER HOUR WITHOUT ADEQUATE WATERING. THE CITY'S CODE
ENFORCEMENT DIVISION SHALL ENFORCE COMPLIANCE.
23) THE OWNER/DEVELOPER IS REQUIRED TO SUBMIT TO THE STATE WATER
RESOURCES CONTROL BOARD, A "NOTICE OF INTENT" (NOI), TO COMPLY WITH THE
TERMS OF THE GENERAL CONSTRUCTION ACTIVITY STORM WATER PERMIT, TO
DISCHARGE STORM WATER ASSOCIATED WITH CONSTRUCTION ACTIVITY. THIS
INCLUDES CLEARING, GRADING, OR EXCAVATION THAT RESULTS IN THE
DISTURBANCE OF AT LEAST FIVE ACRES OF TOTAL LAND AREA
24) SHOULD THE GRADING WORK BE DISCONTINUED PRIOR TO COMPLETION,
APPLICANT SHALL BE RESPONSIBLE FOR STABILIZING SOIL WITH A HYDROSEED MIX.
25) FILL AREAS SHALL BE CLEARED OF ALL VEGETATION AND DEBRIS, SCARIFIED,
INSPECTED AND APPROVED BY THE GRADING INSPECTOR PRIOR TO PLACING FILL.
26) THE PERMITTEE SHALL NOTIFY THE ENGINEERING DIVISION AND THE BUILDING &
SAFETY DIVISION WHEN THE GRADING OPERATION IS READY FOR ROUGH GRADE
INSPECTION WHEN ALL WORK INCLUDING INSTALLATION OF ALL DRAINAGE
STRUCTURES AND PROTECTIVE DEVICES HAVE BEEN COMPLETED AND REQUIRED
REPORTS HAVE BEEN SUBMITTED.
27) ALL FILLS SHALL BE COMPACTED TO 90% OF THE MAXIMUM DRY DENSITY AS
DETERMINED BY A.S.T.M. METHOD D 1557-78 OR APPROVED EQUIVALENT METHOD.
CERTIFICATES FROM AN APPROVED SOIL TESTING. AGENCY SHOWING THE DEGREE
OF COMPACTION SHALL BE PROVIDED TO THE CITY OF FONTANA BUILDING
SUPERINTENDENT, TOGETHER WITH A TABULATION OF THE PERCENT COMPACTION
OBTAINED IN THEIR VARIOUS TESTS AND A PLAN SHOWING THE LOCATION OF THE
TESTS AND A STATEMENT AS TO THE OVERALL STABILITY OF THE GRADING FOR
ITS. INTENDED USE.
28) EXISTING UTILITIES ARE SHOWN FROM ALL AVAILABLE INFORMATION. IT SHALL
BE THE CONTRACTOR'S RESPONSIBILITY FOR THE LOCATION, PROTECTION, REMOVAL
OR RELOCATION OF ALL UTILITIES ABOVE OR BELOW GROUND WITHIN THE LIMITS OF
GRADING AND ALONG ANY ROUTE OF TRAVEL OF EQUIPMENT.
29) APPROVED PROTECTIVE MEASURES AND TEMPORARY DRAINAGE PROVISIONS
MUST BE USED TO PROTECT ADJOINING PROPERTIES DURING THE GRADING
PROJECT.
30) CUT AND FILL SLOPES SHALL NOT EXCEED A STEEPNESS OF 2:1, UNLESS
OTHERWISE SPECIFIED, ON THE PLAN AND VERIFIED BY SOILS ENGINEER.

THE BENCH MARK FOR THIS PROJECT IS

31) CUT AND FILL SLOPES AND ALL BRUSHED AREAS SHALL BE PLANTED WITH
APPROVED PLANTING AND AN IRRIGATION SYSTEM SHALL BE INSTALLED IN
ACCORDANCE WITH PROPOSED LANDSCAPE AND IRRIGATION PLANS INCLUDING LOTS
ADJACENT TO_CANYONS.
32) SOILS BEARING SPARSE GRASSES MAY BE THOROUGHLY MIXED WITH TEN
PARTS CLEAN SOIL. NO ROCK OR SIMILAR IRREDUCIBLE MATERIAL WITH A MAX.
DIMENSION GREATER THAN 12 INCHES (12") SHALL BE BURIED OR PLACED WITHIN
THREE (3) FEET OF FINISHED GRADE. ALL PLACEMENT OF MATERIALS IN EXCESS OF
12 INCHES SHALL BE PLACED IN ACCORDANCE WITH THE METHOD DESCRIBED IN
REPORT "GEOTECHNICAL INVESTIGATION SUMMIT HEIGHTS PROJECT TENTATIVE
TRACTS 15839 THROUGH 15844 AND PARCEL 1 OF PARCEL MAP 15269, FONTANA,
CA" DATED DECEMBER 8, 1998 BY RMA GROUP.
33) ALL CUT SLOPES SHALL BE INVESTIGATED BOTH DURING AND AFTER GRADING
BY AN ENGINEERING GEOLOGIST TO DETERMINE IF ANY SLOPE STABILITY PROBLEMS
EXIST. SHOULD EXCAVATION DISCLOSE ANY GEOLOGICAL HAZARDS OR POTENTIAL
GEOLOGICAL HAZARDS, THE ENGINEERING GEOLOGIST SHALL RECOMMEND
NECESSARY TREATMENT TO THE CITY FOR APPROVAL.
34) SUPPORT OR BUTTRESSING OF CUT AND NATURAL SLOPES SHALL BE
DETERMINED IN THE FIELD BY THE ENGINEERING GEOLOGIST AND SOILS ENGINEER
WHO RECOMMENDED THE TYPE, DESIGN, AND THE LOCATION.
35) THE ENGINEERING GEOLOGIST AND SOILS ENGINEER WILL SUPERVISE THE
CONSTRUCTION OF THE BUTTRESSING AND CERTIFY TO THE STABILITY OF THE
SLOPE AND ADJACENT STRUCTURES UPON COMPLETION.
36) SPRINGS OR NATURALLY OCCURRING SUBSURFACE WATER FLOWS ENCOUNTERED
DURING EXCAVATION WORK SHALL BE PROVIDED WITH DRAINS OR PROTECTED AS
REQUIRED TO THE SATISFACTION OF THE CITY BUILDING OFFICIAL.
37) THE ENGINEERING GEOLOGIST AND SOIL ENGINEER SHALL AFTER CLEARING AND
PRIOR TO THE PLACEMENT OF FILL IN CANYONS INSPECT EACH CANYON FOR
AREAS OF ADVERSE STABILITY AND DETERMINE THE PRESENCE OR ABSENCE OF
SUBSURFACE WATER OR SPRING FLOW.
38) BUILDING PERMITS CAN NOT BE ISSUED UNTIL THE FOLLOWING ITEMS ARE
COMPLETED TO THE SATISFACTION OF THE CITY BUILDING & SAFETY DIVISION.
A PRECISE GRADING PLANS.
B GRADING INSPECTION BY A BUILDING AND SAFETY INSPECTOR.
C FINAL COMPACTION REPORT/CERTIFICATION FROM THE SOIL ENGINEER.

39) A UNIFORM BLANKET OF COMPACTED FILL SHALL BE CREATED FOR SUPPORT
OF STRUCTURAL FOOTINGS FOR TRANSITION BUILDING PADS CREATED BY PROPOSED
CUT AND FILL, OR A TRANSITION LINE CREATED BY THE BOUNDARY OF THE
EXISTING FILL. THE FILL CAP SHOULD EXTEND TO AT LEAST TWO FEET BELOW THE
BASE OF PROPOSED FOOTINGS AND FIVE FEET BEYOND THEIR PERIMETER.
40) HATCHED AREAS INDICATE THE LIMITS OF PREVIOUSLY PLACED ENGINEERED

BELOW THE EXISTING GROUND SURFACE (OR WHERE DENSE GRAVELY ALLUVIUM IS
ENCOUNTERED) DO NOT REQUIRE ADDITIONAL OVEREXCAVATION FOR RESIDENTIAL
FOUNDATION SUPPORT.

COMPLETION OF THE ROUGH GRADING.
48) THE ENGINEERING GEOLOGIST, AT THE COMPLETION OF GRADING, SHALL SUBMIT
TO THE CITY OFFICIAL A CERTIFIED REPORT OF HIS/HER FINAL INSPECTION ALONG
WITH A STATEMENT TO THE EFFECT THAT HE/SHE HAS INSPECTED ALL FILLS.
49) APPROVED EROSION PREVENTATIVE DEVICES SHALL BE INSTALLED PRIOR TO
NOVEMBER 1st AND SHALL BE MAINTAINED ON THE SITE THROUGH APRIL 15th OF
THE YEAR FOLLOWING.
