HomeMy WebLinkAbout3007-1TRAFFIC CONTROL -GENERAL NOTES CITY RIGHT OF WAY 1. ADVANCE CONSTRUCTION SIGNING INDICATING DURATION OF PROJECT SHALL BE IN PLACE ONE WEEK PRIOR TO IMPLEMENTING DETOURS. 2. CONSTRUCTION PERMITS SHALL BE OBTAINED FROM THE CITY OF FONTANA COMMUNITY DEVELOPMENT DEPARTMENT, ENGINEERING DIVISION PRIOR TO THE START OF ANY WORK. INSPECTION COORDINATION SHALL BE REQUESTED AT LEAST TWO WORKING DAYS PRIOR TO THE START OF ANY WORK IN PUBLIC RIGHT- OF-WAY WITHIN THE CITY LIMITS. CALL (909) 350-7610. 3. THE CONTRACTOR SHALL CONFORM TO ALL TRAFFIC CONTROL POLICIES, METHODS AND PROCEDURES DESCRIBED IN THE STATE OF CALIFORNIA MANUAL OF TRAFFIC CONTROLS, LATEST NON -METRIC EDITION UNLESS OTHERWISE DIRECTED BY THE CITY TRAFFIC ENGINEER. 4. THE CONTRACTOR SHALL NOTIFY THE CITY TRAFFIC SECTION TWO WORKING DAYS PRIOR TO IMPLEMENTING THE TRAFFIC CONTROL PLAN TO ALLOW CITY STAFF 11ME TO ADJUST TRAFFIC SIGNAL DETECTION. 5. THE CONTRACTOR SHALL MAINTAIN TWO WAY TRAFFIC AT ALL TIMES UNLESS OTHERWISE APPROVED BY THE CITY TRAFFIC ENGINEER. QUALIFIED FLAGGERS SHALL BE USED WHEN THE ROADWAY IS REDUCED TO A SINGLE LANE OR WHERE TRAFFIC MUST STOP FOR MOVEMENT OF EQUIPMENT. 6. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO MAINTAIN BARRICADES, DELINEATORS OR OTHER TRAFFIC CONTROL DEVICES AT ALL TIMES. 7. THE WORK ZONE SHALL BE ROUTINELY INSPECTED AND MAINTAINED TO ENSURE PROPER VISIBILITY AND OPERATION OF ALL TRAFFIC CONTROL AND ADVANCE WARNING DEVICES. 8. ALL EXISTING SIGNS, STRIPING OR PAVEMENT MARKINGS THAT ARE IN CONFLICT AND/OR NO LONGER APPLICABLE SHALL BE REMOVED AS DIRECTED BY THE CITY TRAFFIC ENGINEER. 9. SIGNS SHALL NOT BE PLACED IN EXCESS OF 15 FEET FROM THE EDGE OF THE TRAVELED WAY. PORTABLE SIGN STANDARDS SHALL BE 11ED DOWN OR WEIGHTED TO PREVENT TOPPLING. 10. THE EXACT LOCATION OF ALL TRAFFIC CONTROL DEVICES IS SUBJECT TO APPROVAL OF THE CITY TRAFFIC ENGINEER. ADDITIONAL WARNING, CONSTRUCTION SIGNS OR TRAFFIC SAFETY EQUIPMENT MAY BE REQUIRED BY THE CITY TRAFFIC ENGINEER. 11. ALL WORK AREAS SHALL BE CLEARLY IDENTIFIED AND DELINEATED WITH CONES, PORTABLE DELINEATORS AND/OR BARRICADES. ALL CONES OR PORTABLE DELINEATORS SHALL BE A MINIMUM OF 28 INCHES IN HEIGHT. 12. ALL SIGNS SHALL BE REFLECTORIZED OR ILLUMINATED. 13. TRAFFIC SIGN DIMENSIONS, COLOR AND LETTERING SHALL CONFORM TO THE LATEST CALTRANS SIGN SPECIFICATION SHEETS. SIGN CODES SHOWN HEREON ARE TO CONFORM TO CALTRANS SPECIFICATION SHEET CODES. TRAFFIC SIGN SIZE SHALL BE STANDARD UNLESS OTHERWISE SHOWN ON THE PLANS. 14. ALL SIGNS SHALL BE MOUNTED ON GALVANIZED STEEL POSTS, UNLESS OTHERWISE SHOWN ON THE PLANS, PER CITY STANDARD DETAIL 139. 15. ALL FLASHING YELLOW WARNING LIGHTS SHALL BE TYPE "A" PORTABLE, LENS DIRECTED, ENCLOSED AND MOUNTED AT A MINIMUM HEIGHT OF 3 FEET, MEASURED FROM THE BOTTOM OF THE LENS TO THE UNDERLYING SURFACE. 16. THE CONTRACTOR SHALL MAINTAIN ACCESS FOR LOCAL RESIDENTS AND BUSINESSES AT ALL TIMES. A MINIMUM 12 FOOT LANE SHALL BE MAINTAINED AT ALL TIMES IN THE CONSTRUCTION AREA FOR RESIDENTS AND EMERGENCY VEHICLES. 17. UPON COMPLETION OF CONSTRUCTION, CONTRACTOR SHALL RESTORE ALL SIGNING, STRIPING, BARRICADES, AND OTHER TRAFFIC CONTROL DEVICES TO THE SATISFACTION OF THE CITY TRAFFIC ENGINEER. INDEX TRAFFIC CONTROL -GENERAL NOTES STATE RIGHT OF WAY 1. All work within the State right of way shall conform to the latest State Standard Plans do Specifications or as directed by the State's representative (Standards other than State Standards must be pre -approved and Justified). 2. No equipment or materials may be stored on the State right of way. 3. All disturbed areas in the State right of way must be treated for erosion control (hydroseeding or equivalent or as directed by the State's representative). The responsibility for maintaining erosion control will not be released until the seeding is wall established. The contractor will be responsible for the cost of Caltrans cleaning any drainage structures/channels which have become cluttered with debris and/or silt as a result of, the construction project. 4. The structural section shown within the State, right of way is for estimating purposes only. The actual section will be designed by a Soil Engineer after native soil testing has been completed. a traffic index (TI) of 7 shall be used in the design of the traveled way, and a TI shall be used for the shoulder design. The laboratory reports and the design calculations shall be submitted to the state's representative for approval prior to construction of the structural section. 5. All State drainage structures/channels must first be completely cleaned of debris and/or silt by the contractor prior to making the connection. 6. The contractor shall be responsible for ensuring that any State drainage facility which Is connected to or directly affected by the contractors operation shall be clean and operational prior to final acceptance of the permit work by the State. Adequate clean -outs and access openings shall be provided in any construction within the State's right of way for future maintenance and repair work as needed. This work shall be furnished at no cost to the State. 7. Where survey monuments exist, such monuments shall be protected or shall be referenced and reset pursuant to Business and Professions Code, Sections 8700 to 8805 (Land Surveyor's Act). 8. The pavement shall be saw -cut 2' (51mm) minimum from the edge of pavement. The saw -cuts must be perpendicular or parallel to the State highway centerline. 9. All signing, striping and pavement markings shall be in conformance with the current edition of the Traffic Manual, published by the State of California, Department of Transportation, and the Special Provisions. All pavement markings shall be thermoplastic unless otherwise noted on the plans. 10. The exact location of all signs shall be determined in the field by the State's representative. 11. All conflicting striping and pavement markings not shown on the plans shall be removed from the pavement by sandblasting by the contractor. 12 All conflicting signs shall be either removed or relocated by the contractor. Relocatable signs shall be Installed as specified on the plans or as determined in the field be the State's representative. 13. All signs, roadside markers, electroliers, etc., shall be protected and/or replaced in-kind according to the current State standard Plans and the current Traffic Manual, at no cost to the State.
