GENERAL NOTES:
1. ALL WORK SHALL BE IN ACCORDANCE WITH THESE PLANS AND THE STANDARD SPECIFICATIONS FOR PUEBL_c
WORKS CONSTRUCTION (GREEN BOOK); LATEST EDITION AND LATEST SUPPLEMENT.
2. CONSTRUCTION PERMITS SHALL BE OBTAINED FROM THE CITY OF FONTANA -COMMUNITY DEVELOPMENT
DEPARTMENT, ENGINEERING DIVISION AND THE COUNTY OF SAN BERNARDINO PRIOR TO THE START OF
ANY WORK. INSPECTION COORDINATION SHALL BE REQUESTED AT LEAST TWO WORKING DAYS
PRIOR TO THE START OF ANY WORK IN PUBLIC RIGHT-OF-WAY WITHIN THE CITY LIMITS. CALL (909) 350-7610
3. ADVANCE CONSTRUCTION SIGNING INDICATING DURATION OF PROJECT SHALL BE IN PLACE ONE WEEK PRIOR
TO IMPLEMENTING DETOURS.
4. ALL MATERIALS AND EQUIPMENT SHALL CONFORM TO THE REQUIREMENTS OF THE 1997 STANDARD
SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION, "GREEN BOOK", LATEST EDITION AND THE LATEST
SUPPLEMENT; THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) STANDARD PLANS
AND STANDARD SPECIFICATIONS, DATED 1992; CALTRANS TRAFFIC MANUAL; LATEST EDITION, OR LATEST
NON -METRIC EDITION, UNLESS OTHERWISE DIRECTED BY THE CITY ENGINEER.
5. THE CONTRACTOR SHALL CONFORM TO ALL TRAFFIC CONTROL POLICIES, METHODS AND PROCEDURES DESCRIBED
IN THE CALTRANS TRAFFIC CONTROL MANUAL, CHAPTER 5 - MANUAL OF TRAFFIC CONTROLS FOR
CONSTRUCTION AND MAINTENANCE WORK ZONES, LATEST EDITION, OR LATEST NON -METRIC EDITION, AND THE
W.A.T.C.H. (WORK AREA TRAFFIC CONTROL HANDBOOK), LATEST EDITION. '
6. THE CONTRACTOR SHALL REFER TO THE CITY ENGINEER IN THE EVENT OF A CONFLICT OR POTENTIAL CONFLICT
WITH THE PLANS AND/OR SPECIFICATIONS FOR THIS PROJECT.
7. ALL WORK AND MATERIALS SHALL COMPLY WITH THE CALTRANS MANUAL OF TRAFFIC CONTROLS FOR
CONSTRUCTION AND MAINTENANCE ZONES, LATEST EDITIONS.
8. UPON COMPLETION OF CONSTRUCTION, CONTRACTOR SHALL RESTORE ALL SIGNING, STRIPING, BARRICADES, AND
OTHER TRAFFIC CONTROL DEVICES TO THEIR ORIGINAL CONDITION, OR TO THE SATISFACTION OF THE CITY ENGINEER.
9. ALL STRIPING AND MARKINGS SHALL CONFORM TO THE STATE OF CALIFORNIA, STANDARD PLANS AND
SPECIFICATIONS AND THE STATE TRAFFIC MANUAL.
10. THE CONTRACTOR SHALL NOTIFY THE CITY TRAFFIC SECTION TWO WORKING DAYS PRIOR TO IMPLEMENTING
THE TRAFFIC CONTROL PLAN TO ALLOW CITY STAFF TIME TO ADJUST TRAFFIC SIGNAL DETECTION.
11. THE CONTRACTOR SHALL MAINTAIN TWO WAY TRAFFIC AT ALL TIMES UNLESS OTHERWISE APPROVED BY THE
CITY TRAFFIC ENGINEER. QUALIFIED FLAGGERS SHALL BE USED WHEN THE ROADWAY IS REDUCED TO A
SINGLE LANE OR WHERE TRAFFIC MUST STOP FOR MOVEMENT OF EQUIPMENT.
12. THE CONTRACTOR SHALL MAINTAIN ACCESS FOR LOCAL RESIDENTS AND BUSINESSES AT ALL TIMES. A
MINIMUM 12 FOOT LANE SHALL BE MAINTAINED AT ALL TIMES IN THE CONSTRUCTION AREA FOR RESIDENTS
AND EMERGENCY VEHICLES.
13. CONSTRUCTION OPERATIONS SHALL BE CONDUCTED IN SUCH A MANNER AS TO CAUSE AS LITTLE
INCONVENIENCE AS POSSIBLE TO THE PUBLIC, ABUTTING PROPERTY OWNERS, AND THE TRAVELING PUBLIC.
14. ALL WORK AREAS SHALL BE CLEARLY IDENTIFIED AND DELINEATED WITH CONES, PORTABLE DELINEATORS
AND/OR BARRICADES. ALL CONES OR PORTABLE DELINEATORS SHALL BE A MINIMUM OF 28 INCHES IN HEIGHT.
15. THE CONTRACTOR SHALL HAVE ALL SIGNS, DELINEATORS, BARRICADES, ETC., PROPERLY INSTALLED PRIOR TO
CONSTRUCTION.
16. THE CONTRACTOR SHALL MAINTAIN, ON A 24-HOUR BASIS, ALL SIGNS, DELINEATORS, BARRICADES, ETC., TO
ENSURE PROPER FLOW AND SAFETY OF TRAFFIC.
17. THE CONTRACTOR SHALL UTILIZE QUALIFIED FLAGGERS DURING WORK HOURS AS DEEMED NECESSARY TO
ASSIST IN MAINTAINING SAFE TRAFFIC FLOW.
18. QUALIFIED FLAGGERS SHALL BE USED WHERE CONSTRUCTION REDUCES THE ROADWAY TO A SINGLE LANE OR
WHERE TRAFFIC MUST STOP FOR MOVEMENT OF EQUIPMENT.
19. FLASHING ARROW SIGNS (FAS) SHALL BE USED FOR ALL LANE CLOSURES. WHEN PLACED ADJACENT TO
RESIDENTIAL AREAS, THEY SHALL BE SOLAR POWERED.
20. ANY MISCELLANEOUS LANE CLOSURES SHALL BE DONE IN ACCORDANCE WITH THE CALTRANS MANUAL OF
TRAFFIC CONTROLS FOR CONSTRUCTION AND MAINTENANCE ZONES.
21. FLASHING YELLOW BEACONS, TYPE "B", SHALL BE USED ON ALL C18, C19 OR C23 SIGNS AND ON ALL
BARRICADES THAT PROTECT THE WORK AREAS FOR ADVANCE WARNING AND OVERNIGHT LANE CLOSURES.
22. ALL SIGNS SHALL BE REFLECTORIZED OR ILLUMINATED.
23. TRAFFIC SIGN DIMENSIONS, COLOR AND LETTERING SHALL CONFORM TO THE LATEST CALTRANS SIGN
SPECIFICATION SHEETS. SIGN CODES SHOWN HEREON ARE TO CONFORM TO CALTRANS SPECIFICATION SHEET
CODES. TRAFFIC SIGN SIZE SHALL BE STANDARD UNLESS OTHERWISE SHOWN ON THE PLANS.
24. ALL SIGNS SHALL BE MOUNTED ON GALVANIZED STEEL POSTS, UNLESS OTHERWISE SHOWN ON THE PLANS, PER
CITY STANDARD DETAIL 139. THE BOTTOM OF ALL POST MOUNTED SIGNS SHALL BE SEVEN (7) FEET
ABOVE THE FINISHED SURFACE.
25. SIGNS SHALL NOT BE PLACED IN SHADOWS OR OBSTRUCTED LOCATIONS.
26. SIGNS SHALL NOT BE PLACED IN EXCESS OF 15 FEET FROM THE EDGE OF THE TRAVELLED WAY. PORTABLE
SIGN STANDARDS SHALL BE TIED DOWN OR WEIGHTED DOWN WITH SANDBAGS TO PREVENT TOPPLING.
27. ALL EXISTING SIGNS THAT ARE IN CONFLICT AND/OR NO LONGER APPLICABLE WITH THIS PLAN SHALL BE
COVERED OR REMOVED.
28. THE WORK ZONE SHALL BE ROUTINELY INSPECTED AND MAINTAINED TO ENSURE PROPER VISIBILITY AND
OPERATION OF ALL TRAFFIC CONTROL AND ADVANCE WARNING DEVICES.
29. ALL FLASHING YELLOW WARNING LIGHTS SHALL BE IN ACCORDANCE WITH W.A.T.C.H. LATEST EDITION.
30. ALL DELINEATORS SHALL BE 36" MINIMUM PORTABLE, REFLECTORIZED TRAFFIC DELINEATORS, ORANGE IN
COLOR, WITH WEIGHTED BASES OR SANDBAG RINGS AND SHALL BE KEPT IN THEIR PROPER POSITION AT ALL
TIMES, AND SHALL BE REPAIRED, REPLACED, OR CLEANED AS NECESSARY TO PRESERVE THEIR APPEARANCE
AND CONTINUITY.
31. TYPE I AND II BARRICADES MAY BE USED, IN ADDITION TO TRAFFIC DELINEATORS, WITH TRAFFIC ENGINEER'S
APPROVAL, WHEN THEY ARE INTENDED TO PROVIDE ADDITIONAL EMPHASIS

3.5. WHEN A STREET CLOSURE IS APPROVED BY THE CITY TRAFFIC ENGINEER, THE CONTRACTOR SHALL NOTIFY THE

AND AFFECTED -BUSINESSES AT LEAST (5) WORKING DAYS IN ADVANCE. ACCESS FOR LOCAL TRAFFIC SHALL BE
MAINTAINED- AT ALL TIMES.
36. -ALL TRENCHES FOR OPEN -CUT PIPE INSTALLATION SHALL BE BACKFILLED OR PLATED AT THE END OF CONSTRUCTION

37. WHEN A TEMPORARY "NO STOPPING" ZONE ON THE STREET IS APPROVED BY THE CITY TRAFFIC ENGINEER, THE CONTRACTOR
SHALL NOTIFY THE -POLICE DEPARTMENT AT LEAST THREE (3) WORKING DAYS IN ADVANCE AND POST "TOW AWAY,
TEMPORARY NO STOPPING" SIGNS AT LEAST 48 HOURS IN ADVANCE. THE DURATION OF THE TEMPORARY PARKING
RESTRICTION SHALL BE INDICATED ON THE SIGNS.
38. ANY SIGNAL TIMING AND/OR SIGNAL MODIFICATIONS SHALL HAVE WRITTEN APPROVAL BY THE CITY TRAFFIC ENGINEER, AND THE
CONTRACTOR SHALL NOTIFY THE TRAFFIC ENGINEER AT LEAST FIVE (5) WORKING DAYS IN ADVANCE OF THE WORK TO BE
DONE IN ORDER TO COORDINATE THE CHANGES. CITY SHALL MAKE ANY SUCH SIGNAL TIMING CHANGES AT THE EXPENSE
OF THE CONTRACTOR.
39. CONTRACTOR SHALL REPLACE ANY AND ALL TRAFFIC DETECTOR LOOPS DAMAGED DURING CONSTRUCTION PER CITY
STANDARDS.
40. THESE PLANS INDICATE VEHICULAR TRAFFIC CONTROL IN THE WORK AREA DURING CONSTRUCTION ACTIVITIES. ADDITIONAL
TRAFFIC CONTROLS, TRAFFIC SIGNS, AND/OR BARRICADES MAY BE NECESSARY OR REQUIRED IN THE FIELD AS DIRECTED BY THE
CITY TRAFFIC ENGINEER. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PLACEMENT OF ANY ADDITIONAL DEVICES NECESSARY
TO ASSURE SAFETY TO THE PUBLIC AT ALL TIMES DURING CONSTRUCTION.
41. EXACT LOCATION OF ALL EQUIPMENT AND CONTROL DEVICES SHALL BE DTERMINED BY THE CITY ENGINEER. ADDITIONAL WARNING
CONSTRUCTION SIGNS AND/OR TRAFFIC SAFETY EQUIPMENT MAY BE REQUIRED BY THE CITY ENGINEER. LOCATION OF ALL EQUIPMENT IS
SUBJECT TO FINAL APPROVAL AND MAY BE MODIFIED BY THE CITY ENGINEER.
42. THE INTERSECTION OF CITRUS AND VALLEY IS CONTROLLED BY A MASTER TRAFFIC CONTROLLER. TRAFFIC DETECTION
SHALL BE MAINTAINED AT ALL TIMES.
43. THE CITY TRAFFIC SECTION SHALL BE NOTIFIED 5 WORKING DAYS PRIOR TO ANY CHANGE IN THE TRAFFIC CONTROL.
TRAFFIC CONTROL PHASING SHALL BE COORDINATED WITH THE TRAFFIC SECTION SO THAT SIGNAL HEADS CAN BE REALIGNED.
44. ALL ADVANCE WARNING SIGN SHALL BE ILLUMINATED. ALL OTHER SIGNS SHALL BE ILLUMINATED OR REFLECTORIZED.
45. ALL EXISTING STRIPING AND PAVEMENT MARKINGS THAT ARE IN CONFLICT AND/ OR ARE NO LONGER APPLICABLE WITH
THIS PLAN SHALL BE REMOVED OR COVERED TO THE SATISFACTION OF THE CITY TRAFFIC ENGINEER PRIOR TO ANY CHANGE
IN THE TRAFFIC PATTERN.
46. ALL LANE TAPERS SHALL BE PRE -MARKED FOR DELINEATOR ALIGNMENT TO THE SATISFACTION OF THE CITY TRAFFIC
ENGINEER PRIOR TO ANY CHANGE IN THE TRAFFIC PATTERN.
