1. ALL WORK SHALL BE IN ACCORDANCE NTH THE GRADING GUIDELINES OF
THE CITY OF FONTANA AND ANY SPECIAL REQUIREMENTS OF THE PERMIT.
2. NO GRADING SHALL BE COMMENCED WITHOUT FIRST NOTIFYING THE CITY ENGINEER. A PRE -
GRADING MEETING AT THE SITE IS REQUIRED BEFORE START OF GRADING NTH THE FOLLOY"
PEOPLE PRESENT: OWNER, GRADING CONTRACTOR, DESIGN CIWL EN W4M. SOILS
ENGINEER/GEOLOGIST AND CITY INSPECTOR.
3. THE PERMITTEE OR HIS AGENT SHALL NOTIFY THE CITY ENGINEER WHEN
THE GRADING OPERATION IS READY FOR EACH OF THE FOLLOWING INSPECTIONS:
A. INITIAL INSPECTION. WHEN THE PERMITTEE IS READY TO BEGIN WORK, BUT NOT
LESS THAN TWO DAYS BEFORE ANY GRADING OR CLEARING IS STARTED.
B: TOE INSPECTION. AFTER THE NATURAL GROUND OR BEDROCK IS EXPOSED
AND PREPARED TO RECEIVE FILL, BUT BEFORE FILL IS PLACED.
C: EXCAVATION INSPECTION. AFTER THE EXCAVATION OPERATION IS STARTED,
BUT BEFORE THE VERTICAL DEPTH OF THE EXCAVATION EXCEEDS TEN FEET.
D. FILE INSPECTION. AFTER THE FILL PLACEMENT IS STARTED, BUT BEFORE THE V07W.41.
HEIGHT OF THE FILL EXCEEDS TEN FEET.
E. DRAINAGE DEVICE INSPECTION. AFTER FORMING OF TERRACE DRAINS, DOWN DRAINS OR
PLACEMENT OF SUBDRAIN PIPE, BUT BEFORE PLACEMENT OF FILTER MATERIAL OR CONCHM
F. ROUGH GRADING INSPECTION. WHEN ALL ROUGH GRADING OPERATIONS ARE COMPLETE.
G. FINAL INSPECTION. WHEN ALL WORK. INCLUDING INSTALLATION OF ALL DRAINAGE DEVICES
AND OTHER PROTECTIVE DEVICES, HAS BEEN COMPLETED AND THE AS -GRADED PLAN. PAD
CERTIFICATIONS AND REQUIRED REPORTS HAVE BEEN SUBMITTED.
4. CUT SLOPES SHALL BE NO STEEPER THAN 2 HORIZONTAL. TO 1 VERTICAL
5. FILL SLOPES SHALL BE NO STEEPER THAN 2 HORIZONTAL TO 1 VERTICAL.
6. FILLS SHALL BE COMPACTED THROUGHOUT TO A MINIMUM OF 909. RELATIVE DENSITY. MAXMlii
DENSITY WILL BE DETERMINED BY ASTM 1557-70.
7. AREAS TO RECEIVE FILL SHALL BE PROPERLY PREPARED AND APPROVED BY THE CITY ENGINEER
AND SOILS ENGINEER PRIOR TO PLACING FILL
8. THE DESIGN CIVIL ENGINEER SHALL. PRIOR TO ROUGH GRADE APPROVAL. PROVIDE A MINIMUM Of
ONE BLUE TOP PER LOT, SET AT THE HIGHEST POINT IN THE FINISH DRAINAGE SWALE.
THE ELEVATION OF THE FLOOR SHALL ALSO BE PROVIDED TO ENSURE PROPER CLEARANCE
AND FALL TO THE DRAINAGE SWALE. THESE ELEVATIONS SHALL BE NOTED ON THE BUILDING PLAN.
9. ALL TRENCH BACKFILLS SHALL BE TESTED AND CERTIFIED BY THE SITE SOILS ENGINEER PER PUBLIC
WORKS STANDARDS.
1R THE ENGINEERING GEOLOGIST SHALL PERFORM PERIODIC INSPECTIONS AND SUBLWT A COMPiM
REPORT AND MAP UPON COMPLETION OF ROUGH GRADING.
11. THE FINAL COMPACTION REPORT AND APPROVAL FROM THE SOILS ENG94EER SHALL CONTAIN THE
TYPE OF FIELD TESTING PERFORMED. EACH TEST SHALL BE IDENTIFIED NTH THE METHOD OF
OBTAINING THE IN-PLACE DENSITY, WHETHER SAND -CONE OR DRIVE RING AND SHALL BE SO NOTED
FOR EACH TEST. SUFFICIENT MAXIMUM DENSITY DETERMINATIONS SHALL BE PERFORMED TO
VERIFY THE ACCURACY OF THE MAXIMUM DENSITY CURVES USED BY THE FIELD TECHNiaAIMS.
12. THE SOILS ENGINEER AND ENGINEERING GEOLOGIST SHALL EXERCISE SUFFICIENT SUPERVISORY
CONTROL DURING GRADING TO INSURE COMPLIANCE VAIN THE PLANS, SPECIFICATIONS AND CODE
WITHIN THEIR PURVIEW.
13. THE DESIGN CIVIL ENGINEER SHALL EXERCISE SUFFICIENT CONTROL DURING GRADING TO INSURE
COMPLIANCE WITH THE PLANS, SPECIFICATIONS AND CODE WATHIN FNS PURVIEW.
14. DUST SHALL BE CONTROLLED BY WATERING.
15. SANITARY FACILITIES SHALL BE MAINTAINED ON THE SITE.
16. THE LOCATION AND PROTECTION OF ALL UTILITIES IS THE RESPONSIBILITY OF THE PERMITTEE.
17. APPROVED PROTECTIVE MEASURES AND TEMPORARY DRAINAGE PROVISIONS MUST BE USED 70
PROTECT ADJACENT PROPERTIES DURING THE GRADING PROJECT.
18. SEPARATE PERMITS SHALL BE REQUIRED FOR ANY IMPROVEMENT IN THE PUBLIC RMT -OF -WAY.

1. ALL SLOPES SHOWN ON THIS WERE DESIGNED AT OR BELOW MAXWJMS
ALLOWED BY THE AMERICANS WITH DISABILITY ACT ACCESS GUIDE (A.D.A.A.G.) IN
ORDER TO ALLOW FOR CONSTRUCTION TOLERANCES. IT IS CONTRACTORS'
RESPONSIBILITY TO FAMILIARIZE THEMSELVES WITH A.D.A.A.G. AND IN THE EVENT
THAT A DESIGN QUESTION SHOULD ARISE, OR A FIELD CONDITION PRESENT ITSELF

1. A CERTIFICATE OF COMPLIANCE FOR LOT UNE ADJUSTMENT SHALL BE REQUIRED TO REVISE THE LOT CONFIGURATIONS,

SATISFACTION OF THE CITY ENGINEER, PRIOR TO THE ISSUANCE OF THE BUILDING PERMIT. THE APPROVED ALIGNMENT
STUDY WILL ESTABLISH THE ULTIMATE AND INTERIM ALIGNMENT AND CURB LOCATIONS FOR BOTH STREETS. THE APPROVED
ALIGNMENT STUDY SHALL CONSIDER THE DESIGN REQUIREMENTS FOR THE TRAFFIC SIGNAL RELOCATION, STRIPING,
TRANSITIONS, JOINS, AND DRIVEWAY LOCATIONS. APPLICANT SHALL DESIGN, AND FULLY CONSTRUCT THE REQUIRED STREET
IMPROVEMENTS IN CONFORMANCE TO THE REQUIRED ALIGNMENT STUDY.
4. APPLICANT SHALL IMPROVE THE ULTIMATE STREET RIGHT OF WAY DESIGNATION IN CONFORMANCE TO THE INTERSECTKIIM
ALIGNMENT STUDY FOR CITRUS/FOOTHILL INTERSECTION AND AS REQUIRED BY THE CITY ENGINEER PRIOR TO OCCUPANCY.
ALL REQUIRED PUBLIC IMPROVEMENTS, INCLUDING BUT NOT LIMITED TO: STREETS, DRAINAGE SYSTEMS, UTILITIES, TRAFFIC
SIGNALS, STREET LIGHTS, STRIPING, SIGNS AND MARKINGS (INCLUDING ANY REQUIRED TRAFFIC CONTROL AND/OR DETOUR
PLANS) SHALL CONFIRM TO CITY STANDARDS AND SPECIFICATIONS, AND AS APPROVED BY THE CITY ENGINEER AND/OR CITY
TRAFFIC ENGINEER, AS REQUIRED. STREET PAVEMENT DESIGN SHALL TAKE INTO ACCOUNT THE SUBGRADE SON. STRENGTH,
THE PROJECTED TRAFFIC LOADING, AND HAVE A DESIGN LIFE OF 20 YEARS.
5. CALTRANS PERMITS SHALL BE REQUIRED FOR CONSTRUCTION WITHIN FOOTHILL BOULEVARD.
6. THE PROJECTS DOWNSTREAM DRAINAGE IMPACTS TO FOOTHILL BOULEVARD AND CITRUS AVENUE SHALL BE REVIEWED
AND ANALYZED. THE OPERATION AND/OR MODIFICATIONS TO THE EXISTING STORM DRAIN SYSTEM WITHIN CITRUS AVENUE
SHALL BE REVIEWED. THE APPLICANT SHALL PREPARE A FINAL HYDROLOGY/HYDRAULIC STUDY WHICH WILL IDENTIFY ALL.
DRAINAGE IMPACTS AND MIGRATION MEASURES. ALL STORM DRAINAGE SYSTEM MODIFICATIONS AND MIGRATIONS SHALL
BE SUBJECT TO FINAL APPROVAL BY THE CITY ENGINEER AND ALL AFFECTED AGENCIES.
7. EXISTING OVERHEAD UTILITY LINES LOCATED WITHIN FOOTHILL BOULEVARD LESS THAN 35 KV SHALL BE UNDERGROUNDED
PURSUANT TO THE CITY'S UNDERGROUND ORDINANCE. PROVISIONS FOR FAIR SHARE FEE BY THE APPLICANT IN LIEU OF
UNDERGROUDING REQUIREMENTS MAY BE CONSIDERED FOR APPROVAL BY THE COMMUNITY DEVELOPMENT DIRECTOR
PURSUANT TO THE CITY'S UNDERGROUND ORDINANCE AND/OR AN IMPLEMENTATION SCHEDULE MAY BE INCLUDED IN A
DEVELOPER/CITY PAYMENT OF SUMS IN LIEU OF AGREEMENT.
8. APPLICANT SHALL HAVE ENGINEERED IMPROVEMENT PLANS PREPARED BY A PROFESSIONAL ENGINEER REGISTERED IN THE
STATE OF CALIFORNIA. ALL REQUIRED PUBLIC IMPROVEMENTS, INCLUDING BUT NOT LIMITED TO: STREETS, STORM DRAIN
SYSTEMS, UTILITIES, TRAFFIC SIGNALS, STREET LIGHTS, STRIPING, SIGNS AND MARKINGS (INCLUDING ANY REQUIRED TRAFFIC
CONTROL AND/OR DETOUR PLANS) SHALL CONFORM TO CITY STANDARDS AND SPECIFICATIONS, AND AS APPROVED BY THE
CITY ENGINEER AND/OR CITY TRAFFIC ENGINEER, AS REQUIRED. STREET PAVEMENT DESIGN SHALL TAKE INTO ACCOUNT THE
SUBGRADE SOIL STRENGTH, THE PROJECTED TRAFFIC LOADING AND HAVE A DESIGN LIFE OF 20 YEARS.
9. PRIOR TO CITY ISSUANCE OF THE BUILDING PERMIT, APPLICANT SHALL PROVIDE A FULLY EXECUTED LAND IMPROVEMENT
AGREEMENT WITH ACCOMPANYING SECURITY FOR ALL PROPOSED PUBLIC IMPROVEMENTS INCLUDING BUT NOT LIMITED TO:
STREETS, STORM DRAIN SYSTEMS, UTILITIES, TRAFFIC SIGNALS, STREET LIGHTS, STRIPING, SIGNS AND MARKINGS (INCLUDING
ANY REQUIRED TRAFFIC CONTROL AND/OR DETOURS).
10. THE PROJECT SHALL BE SERVED BY THE CITY PUBLIC SEWER SYSTEM. ALL SEWER FACILITIES SHALL BE CONSTRUCTED AS
APPROVED BY THE CITY ENGINEER.
11. APPLICANT SHALL PAY ALL APPLICABLE SERVICE AND IMPACT FEES PURSUANT TO THE CITY OF FONTANA MUNICIPAL
CODE. THE ESTIMATED FEES ARE AS FOLLOWS:
A. MASTER STORM DRAINAGE FEE SHALL NOT 13E REQUIRED. MASTER STORM DRAINAGE FEE WAS PAID PER A PRIOR CITY
APPROVAL
B. FLOOD CONTROL FEE IS ESTIMATED TO BE #10,968 (54,405 PER GROSS ACRE *2.49 GROSS ACRES). THE IMPACT FEE SHALL BE
PAID PRIOR TO CERTIFICATE OF OCCUPANCY.
C. SEWER CONNECTION FEE SHALL BE 5600 PER EQUIVALENT DWELLING UNIT (EDU). EDU'S SHALL BE CALCULATED BASED ON
THE PLUMBING FIXTURES BEING INSTALLED AND CONVERTED TO EDU USING THE APPROPRIATE USE FACTOR. THE IMPACT FEE
SHALL BE PAID PRIOR TO CERTIFICATE OF OCCUPANCY.
D. CHINO BASIN MUNICIPAL WATER DISTRICT SEWER EXPANSION FEES SHALL BE 53,350 PE EQUIVALENT DWELLING UNIT
