ALL WORK SHALL BE DONE IN ACCORDANCE WITH THESE PLANS AND THE CITY OF FONTANA ENGINEERING DIVISION STANDARD SPECIFICATIONS, DATED 1975, AND ANY REVISION THEREAFTER. 2. ALL WORK, MATERIALS AND EQUIPMENT SHALL CONFORM TO THE REQUIREMENTS OF THE 1994 STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION, "GREENBOOK" AND THE 1995 SUPPLEMENT; THE STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION (CALTRANS) STANDARD PLANS AND STANDARD SPECIFICATIONS. DATED 1994; AND THE CALTRANS TRAFFIC MANUAL, LATEST EDITION. 3. THE CONTRACTOR SHALL CONFORM TO ALL TRAFFIC CONTROL POLICIES, METHODS AND PROCEDURES DESCRIBED IN THE CALTRANS TRAFFIC MANUAL_, CHAPTER 5- MANUAL OF TRAFFIC CONTROLS FOR CONSTRUCTI.ON AND MAINTENANCE WORK ZONES, LATEST EDITION. 4. THE CONTRACTOR SHALL REFER TO THE CITY ENGINEER IN THE EVENT OF A CONFLICT OF POTENTIAL CONFLICT WITH THE PLANS AND/OR SPECIFICATIONS FOR THIS PROJECT. 5. ALL REQUIRED CONSTRUCTION PERMITS SHALL BE OBTAINED FROM THE CITY OF FONTANA ENGINEERING DIVISION PRIOR TO CONSTRUCTION BEGINNING. 6. TRAFFIC SIGN DIMENSIONS, COLOR, AND LETTERING SHALL CONFORM TO THE LATEST CALTRANS SIGN SPECIFICATION SHEETS. 7. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO MAINTAIN BARRICADES. DELINEATORS, OR OTHER TRAFFIC CONTROL AT ALL TIMES. 8. UPON COMPLETION OF CONSTRUCTION, CONTRACTOR SHALL RESTORE ALL SIGNING, STRIPING, BARRICADES, AND OTHER TRAFFIC CONTROL DEVICES TO THEIR ORIGINAL CONDITION, OR TO THE SATISFACTION OF THE CITY ENGINEER. 9. EXACT LOCATION OF ALL EQUIPMENT AND CONTROL DEVICES TO BE DETERMINED BY THE CITY ENGINEER. ADDITIONAL WARNING AND/OR CONSTRUCTION SIGNS MAY BE REQUIRED BY THE CITY ENGINEER. 10. THE CONTRACTOR SHALL NOTIFY THE CITY TRAFFIC ENGINEER A MINIMUM OF 2 WORKING DAYS BEFORE IMPLEMENTING TRAFFIC CONTROL PLAN. 11. THIS PLAN SHALL ONLY BE IMPLEMENTED DURING HOURS OF DAYLIGHT. ALL TRAFFIC CONTROL DEVICES ASSOCIATED WITH THIS PLAN SHALL BE COVERED DURING NON -WORK HOURS, EXCEPT AS NOTED ABOVE. 12. ALL TRAFFIC SIGNS SHALL BE A MINIMUM SIZE OF 48 INCHES BY 48 INCHES. -- 13. ALL CONES AND PORTABLE DELINEATORS SHALL BE A MINIMUM OF 28 INCHES IN HEIGHT. 14. SIGNS SHALL NOT BE PLACED IN SHADOWS OR IN OBSTRUCTED LOCATIONS. 15. SIGNS SHALL NOT BE PLACED IN EXCESS OF 15 FEET FROM THE EDGE OF TRAVELED WAY. PORTABLE SIGN STANDARDS SHALL BE TIED DOWN OR WEIGHTED TO PREVENT TOPPLING. 16. THE BOTTOM OF ALL SIGNS SHALL BE PLACED A MINIMUM OF 48 INCHES ABOVE THE TRAVELED SURFACE AND, WHENEVER POSSIBLE, 7 FEET IS A PREFERABLE HEIGHT. 17. ALL EXISTING SIGNS THAT ARE IN CONFLICT AND/OR ARE NO LONGER APPLICABLE WITH THIS PLAN, SHALL BE COVERED OR REMOVED DURING WORK HOURS, AND REPLACED IN KIND DURING NON -WORK HOURS. 18. ALL EXISTING STRIPING AND PAVEMENT MARKINGS THAT ARE IN CONFLICT AND/OR ARE NO LONGER APPLICABLE WITH THIS PLAN, SHALL BE COVERED OR REMOVED, AND REPLACED IN KIND DURING NON -WORK HOURS. 19. THE WORK ZONE SHALL BE ROUTINELY INSPECTED AND MAINTAINED TO ENSURE PROPER VISIBILITY AND OPERATION OF ALL TRAFFIC CONTROL AND ADVANCE WARNING DEVICES. ALL FLASHING YELLOW BEACONS SHALL BE INSPECTED DAILY TO ENSURE PROPER OPERATIONS. 20. SOUTH HIGHLAND AVENUE SHALL REMAIN OPEN TO TRAFFIC AT ALL TIMES SUBJECT TO FLAGGER CONTROL DURING WORK HOURS. ALL EXISTING TRAFFIC CONTROL DEVICES AND MARKINGS DISTURBED BY THE WORK SHALL BE REPLACED IN KIND AT THE END OF EACH WORK DAY. 21. FLAGGERS SHALL CONFORM TO ALL METHODS AND PROCEDURES DESCRIBED IN THE CALTRANS TRAFFIC MANUAL, SECTION 5-07, DATED JANUARY 1990, OR SECTION 5-04, DATED JANUARY 1996. 22. FLAGGERS SHALL COORDINATE THEIR EFFORTS AND STAY IN CONSTANT COMMUNICATION, VIA TWO-WAY RADIOS, TO PREVENT EXCESSIVE QUEUING OF TRAFFIC AND TO PROVIDE SAFE AND SMOOTH OPERATION THROUGHOUT THE WORK ZONE. 23. IN THE EVENT THAT THIS TRAFFIC CONTROL PLAN MUST BE USED DURING HOURS OF DARKNESS; ADEQUATE LIGHTING SHALL BE PROVIDED AT ALL FLAGGER STATIONS, AND ALL SIGNS, CONES, OR DELINEATORS SHALL BE ILLUMINATED OR REFLECTORIZED, AND FLASHING YELLOW BEACONS SHALL BE INSTALLED ON ALL BARRICADES. 24. ANY ROADSIDE OBSTACLE ASSOCIATED WITH THE WORK THAT MUST REMAIN DURING NON -WORK HOURS SHALL BE, AT A MINIMUM, DELINEATED WITH ILLUMINATED OR REFLECTORIZED CONES OR DELINEATORS AND BARRICADES WITH FLASHING YELLOW BEACONS. IN ADDITION, ADVANCE C18 "ROAD CONSTRUCTION AHEAD" SIGNS SHALL REMAIN IN OPERATION WITH FLASHING YELLOW BEACONS. 25. ALL CONES OR PORTABLE DELINEATORS SHALL BE INTERNALLY ILLUMINATED OR FITTED WITH REFLECTIVE SLEEVES, WHEN USED TO DELINEATE ROADSIDE OBSTACLES DURING NON -WORK HOURS. 26. ALL FLASHING YELLOW WARNING LIGHTS SHALL BE PORTABLE, LENS DIRECTED, ENCLOSED AND MOUNTED AT A MINIMUM HEIGHT OF THREE FEET, MEASURED FROM THE BOTTOM OF THE LENS TO UNDERLYING SURFACE. 27. TYPE "A" (LOW INTENSITY) FLASHING YELLOW WARNING LIGHTS SHALL BE USED ON ALL BARRICADES USED AT NIGHT AND THEY SHALL BE IN OPERATION FROM DUSK TO DAWN (REFER TO THE TABLE BELOW FOR OTHER SPECIFICATIONS AND DETAILS). 28. TYPE "B" (HIGH INTENSITY) FLASHING YELLOW WARNING LIGHTS SHALL BE USED WITH INDICATED SIGNS AND SHALL BE IN OPERATION AT ALL TIMES (24 HOUR/DAY) (REFER TO THE TABLE BELOW FOR OTHER SPECIFICATIONS AND DETAILS). 29. STEEL PLATE COVERS SHALL BE INSTALLED PER WORK AREA TRAFFIC CONTROL HANDBOOK (PLATE BRIDGING) OVER ALL OPEN TRENCHES AT THE CLOSE OF CONSTRUCTION EACH DAY SO THAT A MINIMUM OF ONE (1) TRAVEL LANE IN EACH DIRECTION CAN BE MAINTAINED DURING NON -CONSTRUCTION HOURS. 30. TYPE P "STEEL PLATES AHEAD" WARNING SIGNS SHALL BE USED IN ACCORDANCE WITH THE WORK AREA TRAFFIC CONTROL HANDBOOK ( W. A. T. C. H.) IN ADVANCE OF ALL TEMPORARY PLATE BRIDGING LOCATED WITHIN THE TRAVELED WAY. ■ O
