EDISON NOTES
SOUTHERN CALIFORNIA EDISON COMPANY SPECIFICATIONS AND SUBDIVIDER - BUILDER
RESPONSIBILITIES FOR THE INSTALLATION OF UNDERGROUND RESIDENTIAL
DISTRIBUTION SYSTEM. DWO=6530-1994 0-1937 DWG=UGO-91-5036-2.
Unless otherwise specified on the drawing which forms a part of this specification, the subdivider -builder
shall furnish the following items at no cost to the Edison Company and in accordance with the procedures
and schedules which shall be mutually agreed upon by field representatives of the subdivider -builder, the
Edison Company, and any other utilities that may be involved in the project.
1. RIGHTS OF WAY:
Rights-of-way along the line and service extension routes shown on the drawing shall have the following
widths:
a. Along rear property lines - six feet.
b. Along side property lines - four feet.
c. For a service on private property other than the property that it serves - three feet. (No right-of-way is
required for a service line on the property that it serves.)
2. SURVEY:
Surveying of street improvements, property corners, lot lines, meter locations, finished grade, etc.,
necessary for the installation of underground facilities must be completed and markers or stakes placed
prior to the start of installation. Grade and property line stakes must show any offset measurements. In
addition, all markers must be maintairied during the installation.
3. PERMITS:
All permits necessary for excavation shall be provided by the subdivider -builder. Permits not available to
the subdivider -builder will be obtained by Edison at the subdivider's expense.
4. EXCAVATION AND BACKFILL:
a. Work area shall be cleared and rough graded to within four inches of final grade prior to installation of
Edison Structures.
b. All excavations shall be in accordance with the California state Construction Safety Orders and Edison
specifications.
c. The minimum trench width is 18 inches.
d. Each trench shall be to a uniform depth below finished grade as specified on the working drawing. Finish
grade to include all cuts for drainage and landscaping.
e. Sufficient help shall be provided during cable installation to maintain a clean trench, free of rocks and
other debris.
f. The locations of excavations shall be as shown on the working drawing. No trench shall be duck on the
property line except for street crossings. No deviation from the planned locations will be permitted unless
approved by the Edison representative.
g. Contractor shall coordinate CIC trench excavation with District Service Center before digging.
h. Street crossings must be installed at right angles to the front property lines.
i. Backfill shall be provided by the subdivider -builder for ail excavQtions and shall include crushed rock.
concrete and imported material where required.
j. Backfill, per Edison specifications, shall immediately follow cable, CIC or substructure installation. At
no time shall cable be left exposed over 24 hours.
k. No rocks are allowed within 12 inches of direct -buried cables or any duct without concrete encasement.
Native backfill capable of passing through a one-half inch mesh screen shall be considered to be "Mock
free. If existing backfill does not pass through a 1/2screen, place imported sand 3 below and 6 above
Edison cables.
I. All backfill shall be compacted to meet or exceed local ordinances or other requirements. It shall be
placed in a manner that will not damage the cables, conduit, or substructures or allow future subsidence of
the trench or structures.
5. RETAINING WALLS:
When required retaining walls shall be provided by the subdivider -builder to protect transformers.
pedestals, and other equipment. Walls are required whenever grade rises more than 24 inches above the
structure or pad surface at a distance of five (5) feet from the same; or in areas subject to erosion. Design
and installation must comply with local building ordinances. Refer to US 175 for typical space
requirements.
6. CONDUIT:
a. Type of conduit for this A. (See UGS 110.1)
"EB" (Type 1) "DB (Type II)
b. Minimum cover in street or parkway is 30 below gutter grade.
c. Minimum cover on private property is 30" below finished grade.
d. Only Edison approved materials shall be used. They shall be installed per Edison specification UGS-
100.1 and UGS-120.
e. Termination at substructures shall be in accordance with Edison specifications.
f. All conduit must be mandrelled with an approved mandrel. (UGS-197)
g. An approved 1/4 to polypropylene or polyethylene pull rope (per UGS-40) shall be installed in all conduit
runs.
7. PAVING:
All paving, where required, shall be provided by the subdivider -builder and installed to the requirements of
the local governing agency.
8. SUBSTRUCTURES:
All substructures shall be constructed or installed to Edison specifications.
9. TELEPHONE AND OTHER UTILITY REQUIREMENTS:
The drawing prepared for this job may also cover the facilities to be installed for the telephone company
and/or other utility. Any questions concerning details of their installation should be referred to the company
concerned.
10. COORDINATION AND SUPERVISION:
The subdivider -builder shall provide supervision over, and coordination among the various contractors
working within the subdivision in order to prevent damage to Edison facilities. He shall insure that all
facilities are installed in the locations shown on the construction drawings. He is responsible for the cost of
repairs, replacement, relocation, or other corrections to Edison facilities made necessary by his failure to
provide the required supervision or to otherwise comply with these specifications.
11. INSPECTION AND INFORMATION:
Inspection is required during the construction period. Notify the Edison Company, Dick Mueller (714) 799-
1241 48 hours in advance of the start of the job. Standards of Edison construction requirements ore
available upon request.
12. OWNERSHIP:
Customer is to deed to the Edison Company ALL structures shown hereon, except shown as "customer
owned.
13. STREET LIGHTS:
Street Light per UGS 175.1 and 175.2 to include small protective Handhole to be removed by Street Light
Contractor at time of Street Light Base installation.
14. EXCAVATION:
The excavator must take alt steps necessary to avoid contact with underground facilities which may result in
injury to persons or damage to facilities in the area. The indicated locations of Edison underground
facilities, as provided, are believed to be accurate, however, the final determination of exact locations and
the cost of repair to damaged facilities is the responsibility of the excavator.
15. Applicants expressly represent and warrant that all work performed and all materials used in
meeting Applicant's obligations herein are free from defects in workmanship and are in conformity with
Southern California Edison Company's requirements. This warranty shall commence upon receipt by
Applicants of Company s final acceptance and shall expire one year from that date. Applicants agree to
promptly correct to the Edison Company's satisfaction and that of any governmental agency having
jurisdiction and at Applicant's expense any breach of this warranty which may become apparent through
inspection, or operation of underground electric system by the Edison Company during this warranty
period.
COMCAIST CATV NOTES
1. Comcast CATV will supply street sleeving conduit for contractor installation (labor, only). Notify
Comcast CATV at [(714) 988-2999, Mr. Lewis McDonald] 48 hours in advance of trenching start to
coordinate drop shipment of crossing conduits.
2. Comcast CATV will furnish and install their system within contractor (City) supplied joint main or sole
CATV trench behind curb.
3. CATV conduits shall have 30 inches of cover to gutter grade/flow line.
GENERAL -TELEPHONE NOTES
GTE CALIFORNIA SPECIFICATIONS AND SUBDIVIDER -BUILDER RESPONSIBILITIES FOR THE
INSTALLATION OF UNDERGROUND DISTRIBUTION SYSTEM.
1. Developer will provide all trenching, backfilling and placement of this system.
2. Unless specified on drawing, a minimum of 30" cover below gutter grade flow line will be maintained.
3. Where telephone conduit and electrical power are installed in the same trench, there shall be 12"
minimum separation of well placed earth or 3" of concrete between the telephone and electrical power
ducts.
4. Telephone conduit shall clear all other utilities (water, gas, sewer) as required by and directed by
governmental agencies concerned.
5. Developer or developer's contractor shall be responsible for obtaining necessary excavation permits and
inspection fees.
6. Developer will furnish ties for conduit, pull -boxes, manholes, wall to wall to pole. All measurements will
be verified by General Telephone Company Facilities Inspector prior to backfilling.
7. All conduit sweeps and bends with radii of less than 50' will be encased in concrete.
8. Conduit terminating in a manhole must be encased in concrete for at least 15" outside of manhole wall to
minimize shearing action from backfill settlement.
9. All ducts must be quality checked by drawing a mandrel of proper size through all ducts prior to
acceptance of the conduit system in the presence of a General Telephone Company Facilities Inspector.
Developer to plane 3/8" pull rope.
10. Any deviation from General Telephone Company specifications of construction drawings must have
prior approval of General Telephone Company's Facilities Inspector.
11. Shade ducts with select material (no rocks over 3/8" diameter).
12. Conduit bends in a trench line that is to be provided and placed by the developer will not have less than
12'-6" radius (unless otherwise specified). Conduit which enters a building will not have a radius of less
than 36'
13. Service laterals shall not have more than the equivalent of 180 degrees in bends from the manhole, pull
box, or riser pole, and shall not exceed 350 in length. Where the runs exceed 350', pull box shall be
installed in such a way that no section containing one or more bends exceed 350'. The conduit end shall be
stubbed up the riser pole a minimum of 12".
14. Place ground rod provided by General Telephone Company at riser pole.
15. It is GTE's earnest desire to assist you in planning for adequate useable conduit system at a minimum
cost to you; however, GTE cannot be responsible for deviation from these specifications which are not
specifically approved by the GTE Facilities Inspector. Should you require information to any special
problems that you encounter, please call Cecil Edwards at (714)949-1080.
16. Please call General Telephone company Facilities Inspector Mark Rush at (714)865-6541 30 days prior
to start of construction of conduit system. Developer will be reimbursed at the telephone company's current
cost for material specified.
17. Vacant PVC, schedule 40 riser to be capped with schedule 40 riser caps (U -Tel Supply or equivalent).
18. All plastic conduit and fittings are to meet the requirements of General System Specifications GT -42.
Schedule 40 or Schedule 80 as indicated on working drawings.
GENERAL NOTES.
1 . The construction of all public improvements shell conform to these plans and to the requirements of the
City Standard Specifications, Public Works Department, City of Fontana.
2. Construction permits shall be obtained from Fontana Public Works Department prior to start of any work
within the city limits.
3. Stationing refers to the centerlines of streets except where otherwise noted.
4. All underground street sleeving work for Edison, GTE, CATV, irrigation and control wires shall be
completed prior to paving of streets.
5. The contractor shall be responsible for verifying the actual location and elevation of existing
underground facilities in the field.
6. The walls and faces of all excavations greater than five (5) feet in depth shall be effective) guarded by a
shoring system, sloping of the ground or other equivalent means. Trenches less than five (5� feet in depth
shall also be guarded when examination indicates hazardous ground movement may be expected.
7. The contractor shall also obtain a permit to perform excavation or trench work as described in note 6
above from CAL/OSHA.
8. All conduit installations and connections shall be made per manufacturer's suggested method unless
otherwise specified on the plans.
9. If during construction around water is encountered a system approved by the City Engineer shall be
installed to dewater said area at the direction of the Soils Engineer.
10. Street compaction shall be 90% to within 12 inches of finished grade, and 95% for the remaining 12
inches to finished grade. Parkway compaction behind the curb shall be 90% to finished grade.
11. No trench backfill shall take place without prior approval of the City's Inspector.
12. A complete set of "Record Drawings" shall be maintained by contractor and shall be provided to the
city within tern (10) days after final inspection.
13. Any conflict or deviation to work task must be approved by the appropriate utility representative and
city representative.
14. Contractor is responsible for all advance inspection notifications to the various agencies, inspectors,
and utility companies.
15. The contractor shall be responsible for hauling away and disposal of excess spoils and debris generated
by his work to a legal off-site refuse area.
16. All landscape, irrigation, curt and gutter, pavement, and all other existing improvements damaged
during construction by contractor shall be returned to original condition at the contractor's expense prior to
final acceptance of improvement construction.
17. Contractor shall notify Underground Service Alert (USA) 1-800-422-4133 a minimum of 48 hours in
advance of trenching start and furnish a copy of the Cable alert Ticket Number to the city field
representative.
18. Contractor is responsible to include tunneling and/or adjustments to trench, trench depth, or alignment
due to existing wet or dry utilities in the scope of his work. Contractor shall maintain minimum utility
clearances as specified by the appropriateutility. These costs are included within contractor's trenching unit
prices, and no additional charges shall be directed to the City of Fontana.
19. Any backfill under existing concrete (curb, gutter, walks, etc.) shall be slurry backfill.
