SANITARY SEWERS AND APPURTENANCES
SCOPE: THE WORK COVERED BY THESE SPECIFICATIONS INCLUDES ALL
PLANT, LABOR, MATERIALS, EQUIPMENT, EXCAVATION, BACKFILL AND
ALL INCIDENTAL WORK AND SERVICES REQUIRED IN CONNECTION WITH
THE CONSTRUCTION OF SANITARY SEWERS AND APPURTENANCES,
COMPLETE, IN ACCORDANCE WITH THE SPECIFICATIONS AND
APPLICABLE DRAWINGS. THE SEWER SYSTEM SHALL ALSO MEET THE
REQUIREMENTS OF THE LATEST EDITION TO THE UNIFORM PLUMBING
CODE.
PIPE: UNLESS OTHERWISE SPECIFIED, ALL SANITARY SEWERS SHALL
BE CONSTRUCTED OF BELL AND SPIGOT TYPE VITRIFIED CLAY PIPE
EXCEPT FOR THAT PIPE USED FOR MINOR REPAIRS OR ALTERATIONS OR
FOR HOUSE CONNECTION SEWERS FROM AN EXISTING MAIN. ALL
VITRIFIED CLAY PIPE SHALL CONFORM TO THE APPLICABLE
PROVISIONS OF THE AMERICAN SOCIETY OF TESTING MATERIALS
DESIGNATION 278, CURRENTLY IN USE, AND TO THE SPECIFICATIONS
ENTITLED "VITRIFIED CLAY PIPE, MATERIALS SECTION" PUBLISHED -
BY THE CLAY PIPE INSTITUTE. WHERE PROVISIONS OF THESE
SPECIFICATIONS ARE IN CONFLICT, THE MORE RESTRICTIVE
PROVISION SHALL APPLY.
VITRIFIED CLAY PIPE SHALL BE EXTRA STRENGTH CLASS AS
DESIGNATED IN THE AFOREMENTIONED SPECIFICATIONS, AND SHALL BE
FIRST QUALITY, DURABLE, SOUND, WELLBURNED THROUGHOUT ITS
ENTIRE THICKNESS, AND SHALL GIVE A CLEAR METALLIC RING WHEN
STRUCK WITH A HAMMER. PIPE 4" IN DIAMETER SHALL BE CERAMIC
GLAZED ON THE INTERIOR SURFACE OF THE BARREL. PIPE 6" AND
LARGER IN DIAMETER MAY BE GLAZED OR UNGLAZED AT THE
CONTRACTOR'S OPTION.
PRIOR TO STARTING WORK AT ANY TIME 'DURING CONSTRUCTION, THE
MANUFACTURER SUPPLYING THE PIPE, IF REQUESTED BY THE
ENGINEER, SHALL FURNISH CERTIFIED TEST REPORTS THAT ANY AND
ALL PIPE FURNISHED MEETS THE REQUIREMENTS OF THIS SECTION.
EXCAVATION: EXCAVATION SHALL INCLUDE REMOVAL OF ALL
MATERIALS OF WHATEVER NATURE ENCOUNTERED, INCLUDING TREES,
STONES, DEBRIS AND ABANDONED PIPES. WHEN KNOWN BY THE
'ENGINEER, LOCATIONS OF EXISTING UNDERGROUND PIPES AND
IMPROVEMENTS ARE SHOWN ON THE PLANS. HOWEVER, IT IS THE
CONTRACTOR'S RESPONSIBILITY TO VERIFY FROM THE VARIOUS
UTILITY COMPANIES THE EXACT LOCATIONS OF THEIR IMPROVEMENTS.
ALL REASONABLE PRECAUTIONS SHALL BE TAKEN TO PRESERVE AND
PROTECT ANY SUCH IMPROVEMENTS WHETHER SHOWN ON THE PLANS OR
NOT. THE COST OF' DAMAGES DONE FOR UNDERGROUND IMPROVEMENTS
SHALL BE BORNE BY THE CONTRACTOR.
THE EXCAVATION SHALL BE MADE TRUE TO LINE AND GRADE, AND
SHALL BE MADE A SUFFICIENT DISTANCE BELOW THE FLOW LINE OF
THE SEWER TO ALLOW FOR THE PLACING OF THE SEWER INVERT..
ALL TRENCHES SHALL BE /-,,T LEAST TWELVE (12) INCHES WIDER THAN
THE OUTSIDE DIAMETER OF THE PIPE,.BUT NO WIDER THAN THE WIDTH
SPECIFIED ON THE PLANS OR IN THE PROVISIONS. EXCEPT AS
ALLOWED BY THE ENGINEER, THE TRENCH AT THE END OF EACH DAY
SHALL NOT BE EXCAVATED MORE THAN ONE HUNDRED (100) FEET IN
ADVANCE OF THE PIPE LAYING, NOR LEFT UNFILLED FOR MORE THAN
ONE HUNDRED (100) FEET WHERE THE PIPE HAS BEEN LAID.
THE SUBGRADE ON WHICH THE PIPE OR STRUCTURE IS TO BE PLACED
SHALL BE FIRM, UNIFORM, ACCURATELY GRADED FOUNDATION. WHEN
SOFT, WET, SPONGY OR ROCKY SUBGRADE IS ENCOUNTERED THE
CONTRACTOR, AT HIS OWN EXPENSE, SHALL REMOVE THE UNSUITABLE
MATERIAL AS DIRECTED BY THE ENGINEER AND SHALL REPLACE THE
MATERIAL SO REMOVED WITH DRY, SANDY MATERIAL.
ALL EXCAVATION SHALL BE MADE, PROTECTED AND SUPPORTED AS
REQUIRED FOR SAFETY AND IN THE MANNER SET FORTH IN THE
OPERATION RULES, ORDERS AND REGULATIONS PRESCRIBED BY THE
CALIFORNIA DIVISION OF INDUSTRIAL SAFETY, BARRIERS SHALL BE
PLACED AND MAINTAINED AT EACH END AND AT INTERVALS ALONG THE
EXCAVATIONS AS REQUIRED TO WARN PEDESTRIAN AND VEHICULAR
TRAFFIC OF THE OPEN TRENCH OR OTHER 'OBSTRUCTIONS OR HAZARDS.
WARNING LIGHTS SHALL ALSO BE PLACED AND MAINTAINED ALONG THE
EXCAVATION OR AT OTHER OBSTRUCTIONS OR HAZARDS FROM SUNSET TO
SUNRISE EACH NIGHT.
THE CONTRACTOR SHALL FURNISH, INSTALL AND OPERATE SUCH PUMPS
OR OTHER DEVICES AS MAY BE NECESSARY TO REMOVE ANY SEEPAGE,
STORM WATER OR SEWAGE THAT MAY BE ENCOUNTERED DURING
CONSTRUCTION. THE TRENCHES AND OTHER EXCAVATIONS SHALL BE
KEPT ENTIRELY FREE FROM WATER WHILE CONCRETE IS BEING PLACED
OR WHILE PIPE IS BEING LAID. WATER SHALL- BE DISPOSED OF IN
SUCH A MANNER AS NOT TO CAUSE INJURY TO PUBLIC OR PRIVATE
PROPERTY OR BE A MENACE TO PUBLIC HEALTH.
DURING EXCAVATION AND CONSTRUCTION OF THE SEWER, THE
CONTRACTOR SHALL BEAR THE RESPONSIBILITY FOR DUST AND SAND
CONTROL. WHENEVER THE ENGINEER DETERMINES THAT DUST OR SAND
IS A NUISANCE TO THE PUBLIC THE CONTRACTOR SHALL APPLY WATER
OVER THE NECESSARY AREA AND IN SUFFICIENT AMOUNTS TO
ALLEVIATE THE NUISANCE. FULL COMPENSATION FOR DUST CONTROL
SHALL BE CONSIDERED AS INCLUDED IN THE PRICES PAID FOR THE
VARIOUS CONTRACT ITEMS OF WORK AND NO SEPARATE PAYMENT WILL BE
MADE THEREFOR.
HOUSE CONNECTION SEWERS: "HOUSE CONNECTION SEWER" AS USED
IN THESE SPECIFICATIONS SHALL MEAN A BRANCH SEWER LAID
BETWEEN THE SEWER MAIN AND THE BUILDING.
HOUSE CONNECTION SEWER SHALL BE LAID ON A STANDARD GRADE OF
NOT LESS THAN 2 PERCENT NOR MORE THAN 10 PERCENT. A MINIMUM
GRADE OF 1 PERCENT MAY BE USED WHERE SHOWN ON THE PLANS OR
WHEN SPECIFICALLY AUTHORIZED BY THE ENGINEER.
THE Y BRANCHES ON THE SEWER MAIN SHALL BE INCLINED UPWARD AT
AN ANGLE NOT GREATER THAN 45 DEGREES FROM A HORIZONTAL LIN E-
A VITRIFIED CLAY STOPPER SHALL BE SECURELY SEALED INTO THE
SOCKET OF THE LAST JOINT ON EACH HOUSE CONNECTION SEWER.
WHERE A HOUSE CONNECTION SEWER IS TO BE JOINED TO AN EXISTING
SEWER BY BREAKING INTO THE PIPE AND PLACING A STANDARD
SADDLE, THIS SADDLE TO BE MADE OF THE SAME MATERIAL AND FOR
THE PARTICULAR SIZE OF MAIN ON WHICH IT IS TO BE PLACED,
BOUND IN PLACE WITH NO.. 10 (B.W.G.) GALVANIZED IRON WIRE AND.
THE PIPE AND SADDLE JOINT SHALL THEN BE BANDED WITH MINIMUM
2" THICK CLASS "B" PORTLAND CEMENT CONCRETE. THE CONCRETE
SHALL EXTEND A MINIMUM OF 3 INCHES FROM THE EDGE OF SADDLE.
WHERE THE HOUSE CONNECTION SEWER WILL SERVE OTHER THAN SINGLE
FAMILY PROPERTY THE SERVICE SHALL BE 6" DIAMETER UNLESS
OTHERWISE PROVIDED. THE INVERT DEPTH AT PROPERTY LINE SHALL
BE THE MAXIMUM DEPTH OBTAINED AT THE STANDARD GRADE OF 2%
FROM THE MAIN EXCEPT THAT THE MAXIMUM REQUIRED DEPTH SHALL BE
TEN (10) FEET BELOW THE CENTER LINE OF THE STREET OPPOSITE
THE POINT OF SERVICE.
UNLESS OTHERWISE PROVIDED, ALL HOUSE CONNECTION SEWERS SHALL
BE CONSTRUCTED AT RIGHT ANGLES TO THE SEWER MAIN.
PIPE LAYING AND JOINTING: ALL SEWERS SHALL BE LAID TRUE TO
LINE AND GRADE, WITH BELLS UPGRADE. THE SECTIONS OF PIPE
SHALL BE SO LAID AND JOINTED THAT, WHEN COMPLETE THE SEWER
WILL HAVE A SMOOTH AND UNIFORM INVERT.
VITRIFIED CLAY PIPE JOINTS SHALL BE OF THE MECHANICAL
COMPRESSION TYPE EXCEPT FOR MINOR REPAIRS AND ALTERATIONS AND
FOR HOUSE CONNECTION SEWERS FROM AN EXISTING MAIN.
MECHANICAL COMPRESSION JOINTS SHALL BE TYPE I, II OR III AS
SPECIFIED IN THE A.S.T.M., DESIGNATION C-425 IN CURRENT USE.
EXCEPT FOR THE METHOD OF FIELD EX -FILTRATION TESTING, THE
JOINTS SHALL CONFORM IN ALL RESPECTS TO A.S.T.M. DESIGNATION
C-4251 OR 594-66T.
REPAIRS, ALTERATIONS, ETC.: FOR MINOR REPAIRS, ALTERATIONS
OR FOR HOUSE CONNECTION SEWERS FROM EXISTING SEWER MAINS, THE
TYPE OF PIPE, TYPE OF JOINT AND THE DETAILS OF CONSTRUCTION,
SHALL BE DIRECTED BY THE ENGINEER.
BACKFILLING: BACKFILL MATERIAL PLACED IN THE AREA AROUND`
AND TO WITHIN 12" ABOVE THE PIPE AND FROM STREET SUBGRADE TO -
WITHIN 6" BELOW STREET SUBGRADE SHALL BE TERMED "SELECT.
BACKFILL". SELECT BACKFILL SHALL BE FREE FROM BROKEN
PAVEMENT OR CONCRETE, STONES OR LUMPS EXCEEDING I" IN'
GREATEST DIMENSION, AND FROM VEGETABLE MATTER.. EXCEPT WHERE
OTHERWISE SPECIFIED, BEDDING MATERIAL SHALL BE SAND, GRAVEL,
CRUSHED AGGREGATE, OR NATIVE FREE -DRAINING GRANULAR MATERIAL.
HAVING A SAND EQUIVALENT OF NOT LESS THAN 301, AND SHALL HAVE
A PERCENTAGE COMPOSITION BY WEIGHT WHICH CONFORMS TO THE
FOLLOWING GRADING:

BACKFILL MATERIAL WHICH IS NOT "SELECT BACKFILL" SHALL BE
TERMED " COMMON BACKFILL". COMMON BACKFILL SHALL BE FREE
FROM BROKEN PAVEMENT OR CONCRETE, STONES OR LUMPS EXCEEDING
6 INCHES IN GREATEST DIMENSION, VEGETABLE_ MATTER, OR OTHER
UNSATISFACTORY MATERIAL.
THE SELECT BACKFILL PLACED AROUND AND OVER THE PIPE SHALL BE
PLACED EVENLY ON EACH SIDE OF THE PIPE FOR THE FULL WIDTH OF
THE TRENCH IN LAYERS OF ABOUT 12 INCHES IN DEPTH. EACH LAYER
SHALL BE THROUGHLY COMPACTED TO A RELATIVE DENSITY OF NINETY
PERCENT (90%) BY THE USE OF VIBRATORY OR OTHER APPROVED
COMPACTION EQUIPMENT.
IN LIEU OF USING NATIVE EXCAVATED MATERIAL, THE CONTRACTOR
HAS THE OPTION OF IMPORTING SLURRY TYPE PRE -MOISTENED SAND AS
APPROVED BY THE ENGINEER WHICH WOULD NOT REQUIRE PLACEMENT IN
12 INCH LAYERS. THE COMPACTION REQUIREMENTS FOR SLURRY SAND
BACKFILLING WILL BE THE SAME AS FOR NATIVE MATERIAL. THE
EXCAVATED MATERIAL SHALL BE DISPOSED OF BY THE CONTRACTOR AWAY
FROM THE JOB SITE IF IMPORTED SAND IS USED FOR BACKFILLING.
PARTICULAR ATTENTION IS TO BE GIVEN THE THE UNDERSIDE OF THE
PIPE AND FITTINGS TO PROVIDE A FIRM BEDDING SUPPORT ALONG THE
FULL LENGTH 'OF THE PIPE. CARE SHALL BE EXERCISED IN
BACKFILLING TO AVOID DAMAGE TO THE PIPE,
IN ALL CASES, AFTER THE BACKFILL HAS BEEN SHAPED TO LINE AND
GRADE THE PAVEMENT SUBGRADE SHALL BE MECHANICALLY COMPACTED
UNTIL THE UPPER SIX (6) INCHES IS THOROUGHLY COMPACTED TO NOT
LESS THAN NINETY-FIVE (95) PERCENT OF STANDARD DENSITY.
(A.A.S.H.O. METHOD T99 MODIFIED) THIS OPERATION SHALL
INCLUDE ANY SCARIFYING, RESHAPING, ROLLING, WETTING OR DRYING
OF SUBGRADE REQUIRED TO OBTAIN PROPER COMPACTION.
APPURTENANCES: ALL MANHOLES AND CLEANOUTS SHALL BE FITTED
WITH STANDARD FRAMES AND COVERS AS SPECIFIED ON THE DRAWINGS.
MANHOLES SHALL BE OF THE TYPE SPECIFIED ON THE DRAWINGS OR IN
THE SPECIAL PROVISIONS EXCEPT THAT WHERE NO TYPE IS
SPECI-FIED,' MANHOLES MAY BE EITHER OF BRICK OR PRECAST
CONCRETE. NO BRICKS SHALL BE LAID NOR SHALL ANY PRECAST
UNITS BE PLACED UPON THE CONCRETE FOUNDATION WITHIN 24 HOURS
OF THE TIME OF THE POURING OF THE FOUNDATION.

PLACEMENT OF SELECT BACKFILL BUT BEFORE PAVEMENT REPLACEMENT.
THE METHOD OF TESTING SHALL BE DETERMINED BY THE ENGINEER.
THE SECTION OF MAIN TESTED SHALL SUSTAIN A MAXIMUM LEAKAGE OF
500 GALLONS PER INCH OF DIAMETER PER DAY, PER MILE, EXCEPT
THAT AN ALLOWANCE OF AN ADDITIONAL 5 PERCENT OF GALLONAGE
SHALL BE PERMITTED FOR EACH ADDITIONAL ONE FOOT OF HEAD OVER
A BASIC 2 FOOT MINIMUM INTERNAL HEAD. NO ADDITIONAL
ALLOWANCE SHALL BE MADE FOR LEAKAGE FROM HOUSE CONNECTION
SEWERS.
THE CONTRACTOR SHALL, AT HIS OWN EXPENSE, FURNISH ALL WATER,
MATERIALS AND LABOR FOR MAKING THE TEST REQUIRED. ALL TESTS
SHALL BE MADE UNDER DIRECTION OF THE ENGINEER.
PAVEMENT REMOVAL AND REPLACEMENT: CONCRETE PAVEMENT, CURBS,
GUTTERS, DRIVEWAYS AND SIDEWALKS WHICH ARE TO BE REMOVED
SHALL BE REMOVED TO A SAW CUT OF NOT LESS THAN ON'E ( 1) INCH
IN DEPTH OR TO AN EXISTING EXPANSION JOINT. ALL BITUMINOUS
PAVEMENT TO BE REMOVED SHALL BE CUT SO AS TO LEAVE A
STRAIGHT, UNIFORM EDGE WITH A VERTICAL FACE. BITUMINOUS
PAVEMENT SHALL BE SAW CUT WHERE INDICATED ON THE PLANS.
UNDER NO CIRCUMSTANCES WILL CONCRETE OR BITUMINOUS MATERIAL
THAT HAS BEEN REMOVED BE USED AS BACKFILL. ALL SUCH MATERIAL
SHALL BE DISPOSED OF BY THE CONTRACTOR AWAY FROM THE SITE OF
THE WORK AND OUTSIDE THE LIMITS OF THE RIGHT—OF—WAY.
UNLESS OTHERWISE SPECIFIED, THE FINAL REPLACEMENT OF PAVING
SHALL BE MADE WITH THE SAME KIND OF MATERIAL AS THE ORIGINAL
PAVING. THE THICKNESS OF REPLACEMENT SHALL BE THE SAME AS
THE ORIGINAL PAVING EXCEPT THAT THE MINIMUM THICKNESS OF
REPLACEMENT SHALL BE THE SAME AS THE ORIGINAL PAVING EXCEPT
THAT THE MINIMUM THICKNESS OF CONCRETE SHALL BE FOUR (4)
INCHES AND THE MINIMUM THICKNESS OF BITUMINOUS PAVEMENT SHALL
BE THREE (3) INCHES. THE MAXIMUM THICKNESS REQUIRED SHALL BE
EIGHT (8) INCHES FOR CONCRETE AND SIX (6) INCHES FOR

PRECAST MANHOLES SHALL BE CONSTRUCTED IN ACCORDANCE WITH THE
APPLICABLE STANDARD DRAWINGS.
WHERE ASPHALT CONCRETE SURFACING IS TO BE CONSTRUCTED AFTER
COMPLETI.ON OF THE SEWER, MANHOLE RINGS, AND COVERS SHALL BE
TEMPORARILY INSTALLED 4" BELOW THE PROPOSED FINISHED GRADE OF
PAVEMENT. UNLESS OTHERWISE SPECIFIED, AFTER THE PAVING OR
RESURFACING OPERATION, TH-E COVER AND RING SHALL BE RAISED TO
FINISHED GRADE BY THE PAVING CONTRACTOR.
TEST FOR LEAKAGE: WHEN DIRECTED BY THE ENGINEER, THE MAIN
SHALL BE TESTED FOR EXFILTRATION. TESTS SHALL BE MADE AFTER
PLACEMENT OF SELECT BACKFILL BUT BEFORE PAVEMENT REPLACEMENT.
THE METHOD OF TESTING SHALL BE DETERMINED BY THE ENGINEER.
THE SECTION OF MAIN TESTED SHALL SUSTAIN A MAXIMUM LEAKAGE OF
500 GALLONS PER INCH OF DIAMETER PER DAY, PER MILE, EXCEPT
THAT AN ALLOWANCE OF AN ADDITIONAL 5 PERCENT OF GALLONAGE
SHALL BE PERMITTED FOR EACH ADDITIONAL ONE FOOT OF HEAD OVER
A BASIC 2 FOOT MINIMUM INTERNAL HEAD. NO ADDITIONAL
ALLOWANCE SHALL BE MADE FOR LEAKAGE FROM HOUSE CONNECTION
SEWERS.
THE CONTRACTOR SHALL, AT HIS OWN EXPENSE, FURNISH ALL WATER,
MATERIALS AND LABOR FOR MAKING THE TEST REQUIRED. ALL TESTS
SHALL BE MADE UNDER DIRECTION OF THE ENGINEER.
PAVEMENT REMOVAL AND REPLACEMENT: CONCRETE PAVEMENT, CURBS,
GUTTERS, DRIVEWAYS AND SIDEWALKS WHICH ARE TO BE REMOVED
SHALL BE REMOVED TO A SAW CUT OF NOT LESS THAN ON'E ( 1) INCH
IN DEPTH OR TO AN EXISTING EXPANSION JOINT. ALL BITUMINOUS
PAVEMENT TO BE REMOVED SHALL BE CUT SO AS TO LEAVE A
STRAIGHT, UNIFORM EDGE WITH A VERTICAL FACE. BITUMINOUS
PAVEMENT SHALL BE SAW CUT WHERE INDICATED ON THE PLANS.
UNDER NO CIRCUMSTANCES WILL CONCRETE OR BITUMINOUS MATERIAL
THAT HAS BEEN REMOVED BE USED AS BACKFILL. ALL SUCH MATERIAL
SHALL BE DISPOSED OF BY THE CONTRACTOR AWAY FROM THE SITE OF
THE WORK AND OUTSIDE THE LIMITS OF THE RIGHT—OF—WAY.
UNLESS OTHERWISE SPECIFIED, THE FINAL REPLACEMENT OF PAVING
SHALL BE MADE WITH THE SAME KIND OF MATERIAL AS THE ORIGINAL
PAVING. THE THICKNESS OF REPLACEMENT SHALL BE THE SAME AS
THE ORIGINAL PAVING EXCEPT THAT THE MINIMUM THICKNESS OF
REPLACEMENT SHALL BE THE SAME AS THE ORIGINAL PAVING EXCEPT
THAT THE MINIMUM THICKNESS OF CONCRETE SHALL BE FOUR (4)
INCHES AND THE MINIMUM THICKNESS OF BITUMINOUS PAVEMENT SHALL
BE THREE (3) INCHES. THE MAXIMUM THICKNESS REQUIRED SHALL BE
EIGHT (8) INCHES FOR CONCRETE AND SIX (6) INCHES FOR
BITUMINOUS PAVING.
