CASE: Design Review 493-10 Date: March 22, 1993
PROJECT: Design review of site and architectural plans for the San
Sevaine Park and Hunter's Ridge Park located within the
Hunter's Ridge Specific Plan area.

qO&M-4 REQUIREMENTS 1
1. Prior to the construction of any modifications, all structural
and aesthetic changes to the project design must be requested
and approved in writing by a Case Planner, Manager of Planning
and the Community Development Director. All minor changes to
approved construction plans must be required and approved as --
above with the additional authorization from the City
Engineer, Manaqer of Building and Safety and Public Works
Director. Major structural and aesthetic changes exceeding
the codified parameters of administrative policy shall be
presented to the Planning Commission for approval. Changes
made without approval as stated herein, will prevent the
issuance of a Certificate of Occupancy until corrections are
approved in writing by all appropriate staff.
2. The following conditions of approval sha_11 be incorporated
into all applicable final construction plans and a copy of
these plans shall be placed onto the first sheet of the final
building plans prior to issuance of building permits.

expire on April 26, 1995 unless building permits have been

7. Shall comply with the latest adopted edition of the following
codes:
A. Uniform Building Code and its appendices and standards.
a. Uniform Plumbing Code and its appendices and standards.
C. Uniform Mechanical Code and its appendices and standards.
D. Uniform Building Security Code.
E. National Electrical Code.
F. Title 24, California Code of Regulations.
G. Uniform Fire Code and its appendices and standards.
8. Automatic fire sprinkler systems shall be installed in all new
construction per Article XII, Chapter 11 of the Code of the
City of Fontana. -Design and type of system shall be based
upon the requirements of the Uniform Building Code, Uniform
Fire Code and the requirements of the Division of Fire
protection, Planning & Engineering of the San Bernardino
County Fire Agency.
9. Permits are required prior to the removal and/or demolition of
structures.
10. The requirements of the Department of. Environmental Health
Services and the Air Quality Management District shall be
satisfied prior to the issuance of any permit if hazardous
materials are stored and/or used. .
11. Any temporary building, trailer, commercial coach, etc.
installed and/or used in connection with a construction
project shall comply with Fontana City Ordinance No. 1007.
12. All perimeter/boundary walls shall be designed and constructed
so that the outer/exterior face of the wall is as close as
possible to the property line. In any case, the
outer/exterior face of the wall shall be within two ( 2 ) inches
of the property line. Distances greater than two (2) inches
may be approved by the Building official on a case by case
basis for extenuating circumstances.
13. Roof requirements:
A. All new industrial and commercial development, including
multi -family development in commercial zones, with roofs
or parts thereof that are not flat, with a minimum slope
of 3:12, shall be required to have concrete, or clay
tile, or metal roofs which are architecturally compatible
with the building.
14. The following -items shall be completed and/or submitted to
Building & Safety -- as applicable -- prior to the issuance of
builditlg permits for this project:
A. Precise grading plans shall be approved
B. Rough grading completed
C Compaction certification
D. Pad elevation certification
E. Rough grade inspection signed off by a City Building
Inspector
15. Grading Requirements:
A. Grading plans shall be submitted to, and approved by the
Building & safety/Planning Division. The grading plans
shall indicate all site improvements, and shall indicate
complete drainage paths of all drainage water run-off.
B. All drainage water shall drain via approved methods, to
an approved location --public street, public drainage
system, etc..
C. Drainage water shall not cross over a public sidewalk.
Drainage water may however, cross under a sidewalk if an
approved drainage structure is used.
D. No water course or natural drainage shall be obstructed.
E. Minimum slope or grade for ALL drainage structures shall
be one half (0.50) percent for concrete and one (1.0)
percent for all other.
F. Drainage water shall not pass from an "improved" type of
drainage structure to an "unimproved" type of drainage
structure. (ie; concrete Swale to slag or dirt swale.)
RESTROOM
G. A complete hydrology study using the latest edition of
the San Bernardino County Flood Control Hydrology Manual,
and complete hydraulic calculations justifying the size,
slope, capacity, etc. of any and all drainage structures
being utilized, shall be submitted to, and approved by
the wilding & Safety Division.
The on-site drainage system shall, as a minimum, be
designed to handle the run-off generated by a ten (10)
year --Ten (10) minute storm. Check for flooding of all
on-site structures (buildings) and all adjacent
properties during a hundred (100) year storm.
H. The grading plans shall, as a minimum, contain sections
at all property lines and/or permit boundary lines.
These sections shall clearly indicate:
1. The relationship between the proposed finished on-
site grade elevations and the existing adjacent
property grade elevations, (Indicate any additional
drainage water that may come from an adjacent
property.); and
2. The ground cover/finished surface material being
proposed, (ie; type of pavement, plant material,
etc.
3. All proposed drain ..je structures; and
4. Any proposed and/or required walls or fencing.

FIRE .AGENCY ALSOSEE GENERAL REQUIREMEN 9
13. The Fire Agency is required to set aminimum fire flow for the
addition to, or the construction of buildings using the San
_
Bernard i.no.-County "Guide for Determining Required Fire Flow".
This formula has established the required fire flow to be
1,250 GPM for a 2 -hour duration at 20 PSI residual operating
pressure. The water system and hydrants shall be in operating
condition before any combustible material is placed on the job
site.
14. The above referenced project is protected by the San
Bernardino. County Fire Agency. Prior to any construction
occ4rring on -any parcel, the applicant shall contact the Fire
Agency for, verification of current fire protection
requirements. . All new construction shall comply with the
existing Uniform Fire Code requirements and all applicable
codes, ordinances or standards of the Fire Agency.
15. Prior to framing construction, approved fire hydrants and fire
hydrant pavement markers shall be installed. Fire hydrants
shall be six (6) inches in diameter with a minimum of one four
(4) inch and one 2 1/2 inch connection as specified by fire
staff. The design of the fire hydrant and hydrant markers
shall be approved by the Fire Agency. In areas where snow
removal occurs or non -paved roads exist, the blue reflective
hydrant marker shall be posted on an approved post three (3)
feet from hydrant. All fire hydrant spacing shall be 7h ree
hundred (300) feet with the exception of single family '.rich
may be increased to six hundred (600) feet maximum unless
otherwise approved by the Fire Chief.
16. Prior to Fire Agency clearance for occupancy, an automatic
fire sprinkler system shall be installed. This system shall
comply with NFPA Pamphlet 413 and Fire Agency Guideline
110.507. The applicant shall submit hydraulic calculations
and detailed plans showing type of storage and use with the
applicable protection system. Consultant fee for plan review
shall be paid directly to the consultant and shall include two
field inspections.
17. Prior to any framing construction occurring, the
applicant/developer is required to provide Fire staff with a
letter from the water company having jurisdiction, verifying
financial arrangements have been made for the required water
improvements or that existing fire hydrants and water system
will meet distance and fire flow requirements. Fire flow
water supply shall be in place prior -to placing combustible
materials on the jab -site.
18. The following Fire Protection Guidelines shall apply to this
project. Please have the Engineer and/or Architect contact
our office for specific standard requirements prior to design:

19. If the development is located in an area indicated by the
National Flood Insurance Program as subject to flooding, the
project site shall be subject to the provisions of said
program.
20. Prepare and' submit a final hydrology and hydraulic study
showing the tributary area, layout of storm drains and
downstream impacts to a point on a master storm drain line of
existing facility as approved by the City Engineer. The study
shall identify .off-site and on-site runoff impacts resulting
from build -out of permitted General Plan uses, the project's
contribution, locations and sizes of catchments and systems
connection points plus all downstream drainage mitigation
measures. All mitigation/recommendations resulting from the
final approved study shall be included in the improvement
design submittals.
21. Prepare and submit a final grading plan showing building
.footprints, pad elevations, finishing grades, drainage routes,
drainage acceptance approvals, retaining walls/non-retaining
walls and elevations, erosion control, slope easements and
other pertinent information in accordance with Chapter 70 of
the U.B. C.
NOTE: A report on the disposition of trees and shrubs in
accordance with Chapter 30 of the Fontana Municipal Code may
be required by the Pla nin _ Division.
22. All drainage easements necessary to accommodate the final
approved grading and drainage plan shall be offered For
dedication but maintained by the applicant until all public
improvements are completed and accepted for operation and
maintenance.
23. Provide and record a reciprocal use agreement to assure common
ingress and egress and joint maintenance of all common access,
parking areas, drives and a drainage acceptance between GTE
Facility and park use.
24. The proposed public right-of-way width(s) at the location of
the proposed commercial/ industrial driveway approach(es)
need(s) to be modified to include the sidewalk and disabled
ramps associated with said approach(es).
25. The project shall be served by the City's sanitary sewer
system and all sewer facilities shall be constructed in
accordance with the Sanitary Sewer Master Plan and as approved
by the City Engineer. (Projects located outside of the City
will be required to execute an Annexation Agreement with the
City) .
26. Applicant shall have engineered improvement plans prepared by
a professional engineer registered in the State of California.
All required public improvements, including but not limited
to: streets, alleys, utilities, traffic signals, street
lights, striping, signs and markings (including any required
traffic control and/or detour plans) shall conform to City
Standards and Specifications, and as approved by the City
Engineer and/or City Traffic Engineer, as required.
27. Applicant shall have the City's original mylar drawings
revised by a professional Engineer registered in the State of
California --to reflect any improvements to be constructed
within the public; right-of-way. If the City does not have in
its possession any original mylar drawings, the applicant
shall have engineered improvement plans prepared by
aforementioned professional engineer to reflect any existing
improvements as well as the proposed improvements within the
public right-of-way.
28. All drawings submitted to the City shall have correct scaled
dimensions. Engineering plans shall be submitted on City
standard 24 inch x 36 inch sheets with a 1 inch - 40 feet
scale.
29. All plan check fees shall be paid with the first complete
submittal for plan checking. Final determination of all plan
check fees will be made prior to issuance of permits and must
- be paid in full before permits are issued.
30. Obtain design and plan approval from appropriate utility
companies for undergrounding all existing overhead utility
service lines adjoining and interior to the project site.
This includes power lines of 35 kv or less in accordance with
Fontana Municipal Code Section 27-13.1. Written approval from
each serving utility stating that binding arrangements have
been completed between the utility company and the applicant
for providing and paying for these services must be provided
to the City Engineer's office.
31. A landscape plan and installation schedule, in accordance with
City Guidelines and Specifications for all areas between any
curb and right-of-way line or perimeter wall shall be
submitted to and approved by the City. The plans shall show
that safe sight distance standards are met and indicate
topographical information, plan species, sizes and locations,
and also show the related irrigation systems/controls and
water meter service points.
32. Applicant must have an approved set of public improvement
plans on file with the City Engineer's office.
33. All permits required in order to accomplish planned
construction must be obtained prior to constructing new or
joining existing improvements.
34. Pay all applicable service and impact fees pursuant to the
Fontana Municipal Code.
35. Owner/Developer shall submit to the State Water Resources
Control Board a Notice of Intent (NOI) to comply with the
terms of the General Construction Activity Storm Water Permit
to discharge storm water associated with construction activity
which includes clearing, grading or excavation that results in
the disturbance of at least five acres of total land area.
Construction activity on sites of less than five acres
requires a permit if the construction is part of a larger
common plan of development or sale. Owner/Developer shall
submit to the City a copy of the State's Approved General
Kermit issued for this project.
PRIOR TO Z$SOANCE or OCCUPANCY PERMITS
36. Applicant shall provide, but not limited to, the following
underground utility services to each lot: sanitary sewers,
water, electric power, gas, telephone, and cable television.
37. The applicant shall fully construct public improvements per
approved plans, the City Standards and Specifications, and the
satisfaction of the City Engineer.
38. The applicant shall provide "copies of record" of the complete
public improvement construction plans for the entire project.
39. Provide a certificate from the engineer of record attesting to
the completed of finish grading, in accordance with the City
approved -grading plan.
40. Provide locations and identification numbers of all City paid
utility meters in the public right-of-way.
41. It is the Applicant's responsibility to maintain all
improvements and utilities within public right-of-way,
including street sweeping, prior to final acceptance by the
City. Where applicable, the applicant must provide
provisional street sweeping schedules to the City.
42. The applicant shall fully construct landscape improvements
onsite and offsite per approved plans, the City Standards and
Specifications, and shall obtain the City Inspector's final
inspection sign -off after verification of safe sight distance
standards are met. Landscape improvements shall also include
completion of landscape elements within and abutting lettered
lots dedicated for open spaces as well as landscape easements.
43. Owner/Developer shall submit to the City a copy of the Notice
of Completion approved by the State Water Resource Control
Board for the project's cancellation of its General
Construction Activity Storm Water Permit.
THE FOLLOWING SCOPE OF WORK IS A SUMMARY (INCLUDING BUT NOT LIMITED
TO) OF THE WORK ITEMS TO BE PROVIDED BY THE CONTRACTOR PER THE
ATTACHED CONSTRUCTION DOCUMENT SHEETS.,
1. THE CONTRACTOR SHALL CAREFULLY EXAMINE THE PARK SITE AND PROPOSED
RESTROOM LOCATION FOR CONSTRUCTION ACCESS OF EQUIPMENT & MATERIALS
TO DETERMINE A "RESTROOM CONSTRUCTION ZONE" RESULTING IN THE LEAST
POSSIBLE AMOUNT OF DISTURBANCE AND DAMAGE TO THE PARK.
2. A TEMPORARY FENCE WILL BE CONSTRUCTED FOR SECURITY PURPOSES AROUND
THE "RESTROOM CONSTRUCTION ZONE."
3. CONTRACTOR SHALL LOCATE RESTROOM BUILDING PER THE DIMENSION
CONTROL PLANS. SURVEYING OF BUILDING CORNERS WILL BE PROVIDED BY
THE AGENCY.
4. CONTRACTOR SHALL GRADE TO PAD ELEVATIONS, SPOT ELEVATIONS AND
CONTOURS SHOWN ON THE GRADING PLANS WITHIN EACH CONSTRUCTION ZONE.
GRADING WITHIN CONSTRUCTION ZONE SHALL MATCH AND BLEND WITH GRADES
OUTSIDE OF CONSTRUCTION ZONE.
5. EXTENSIONS OF EXISTING UTILITIES, I.E. ELECTRICAL, SEWER, WATER,
TELEPHONE, ETC., WILL BE MADE FROM POINT OF CONNECTION LOCATIONS
SHOWN ON THE PLANS TO RESTROOM LOCATION.
6. CONTRACTOR SHALL INSTALL RESTROOM BUILDING PER THE ARCHITECTURAL
PLANS, DETAILS AND SPECIFICATIONS.
7. CONCRETE REMOVAL, REPLACEMENT AND INSTALLATION WILL BE COMPLETED
IMMEDIATELY ADJACENT TO RESTROOM BUILDING WITHIN CONSTRUCTION
ZONE.
8. LANDSCAPE IRRIGATION REFURBISHMENT WILL BE COMPLETED IMMEDIATELY
ADJACENT TO RESTROOM BUILDING WITHIN CONSTRUCTION ZONE.
9. LANDSCAPE PLANTING REFURBISHMENT WILL BE COMPLETED IMMEDIATELY
ADJACENT TO RESTROOM BUILDING WITHIN CONSTRUCTION ZONE.
10. CONTRACTOR SHALL MAINTAIN RESTROOM BUILDING AND LANDSCAPE
CONSTRUCTION AREA FOR A PERIOD OF 30 DAYS.
GENERAL NOTES
1. CONTRACTOR SHALL PROTECT ALL EXISTING PLANT MATERIAL IMPROVEMENTS
ADJACENT TO THE RESTROOM CONSTRUCTION AREA. IN THE EVENT THAT
DAMAGE DOES OCCUR, CONTRACTOR SHALL REPLACE ALL PLANTINGS DAMAGED
DURING CONSTRUCTION WITH PLANT MATERIAL OF EQUAL OR LARGER SIZE
AND BETTER QUALITY.

CONTRACTOR SHALL REPLACE ALL TURF GRASS DAMAGED DURING
CONSTRUCTION OF THE RESTROOM WITH SOD.
CONTRACTOR SHALL PROTECT ALL EXISTING HARDSCAPE AND IRRIGATION
IMPROVEMENTS ADJACENT TO THE RESTROOM CONSTRUCTION AREA. IN THE
EVENT THAT HARDSCAPE IS DAMAGED, CONTRACTOR SHALL REPLACE IT AT NO
COST TO THE AGENCY.
CONTRACTOR SHALL VERIFY LOCATION AND PROTECT ALL UNDERGROUND
UTILITIES.
LOCATION OF RESTROOM SHALL BE VERIFIED IN THE FIELD WITH THE CITY
ENGINEER AND THE AGENCY'S REPRESENTATIVE PRIOR TO CONSTRUCTION.
ANY DISCREPANCIES BETWEEN THE PLANS AND THE EXISTING CONDITIONS IN
THE FIELD SHALL IMMEDIATELY BE BROUGHT TO THE ATTENTION OF THE
CITY ENGINEER AND THE AGENCY'S REPRESENTATIVE IN WRITING.
THE CONTRACTOR SHALL PROVIDE THE ARTICLES, EQUIPMENT, MATERIALS OR
PROCESSES SPECIFIED BY NAME IN THE CONSTRUCTION DRAWINGS AND
SPECIFICATIONS. NO SUBSTITUTION WILL BE ALLOWED WITHOUT PRIOR
WRITTEN ACCEPTANCE BY THE CITY ENGINEER AND THE AGENCY'S
REPRESENTATIVE.
8. APPROVAL OF ANY ITEM, ALTERNATE OR SUBSTITUTE INDICATES THAT THE
PRODUCT OR PRODUCTS APPARENTLY MEET THE REQUIREMENTS OF THE
DRAWINGS AND SPECIFICATIONS ON THE BASIS OR SAMPLES SUBMITTED.
9. THE SUPERINTENDENT SHALL BE AUTHORIZED TO REPRESENT THE
CONTRACTOR.
10. ALL WORK SHOWN ON THE DRAWINGS AND SPECIFICATIONS SHALL BE
PERFORMED IN ACCORDANCE TO THE CITY OF FONTANA STANDARDS AND THE
LATEST EDITION OF THE UNIFORM BUILDING CODE AND TITLE 24.
11. CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTENANCE OF THE LANDSCAPE
PLANTING AND IRRIGATION SYSTEM ON ALL AREAS DISTURBED DUE TO
CONSTRUCTION FOR A THIRTY (30" DAY MAINTENANCE PERIOD AFTER THE
PLANTING AREAS HAVE BEEN ESTABLISHED.
