1. ALL WORK SHOWN HEREON SHALL BE DONE IN ACCORDANCE WITH THE LASTEST
EDITION OF THE "STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION,
("GREEN BOOK"), INCLUDING ALL SUPPLEMENTS AS WRITTEN AND PROMULGATED
BY THE JOINT COOPERATIVE, COMMITTEE OF THE SOUTHERN CALIFORNIA
CHAPTER OF THE AMERICAN PUBLIC WORKS ASSOCIATION AND THE SOUTHERN
CALIFORNIA DISTRICT OF THE ASSOCIATED GENERAL CONTRACTORS OF CALIFORNIA,
WITH THE CITY OF FONTANA STANDARDS AND SPECIFICATIONS, AND CHAPTER 33
OF THE BUILDING CODE, LATEST EDITION.
2. PRIOR TO THE START OF GRADING, ALL EXISTING VEGETATION AN9
DEBRIS, INCLUDING EXISTING STRUCTURES, FOOTINGS, FOUNDATIONS,
RUBBLE, TREES, AND ROOT SYSTEMS SHALL BE REMOVED FROM THE SITE TO
THE SATISFACTION OF THE GEOTECHNICAL ENGINEER.
3. AFTER REMOVAL OF DEBRIS, ANY EXISTING FILL OR DISTURBED NATURAL SOILS
SHALL BE EXCAVATED TO THE SATISFACTION OF THE GEOTECHNICAL ENGINEER.
4. THE EXPOSED SOILS SHALL THEN BE INSPECTED BY THE SOILS ENGINEER
AND ANY ADDITIONAL OVER -EXCAVATION SHALL THEN BE MADE IN
ACCORDANCE WITH THE GEOTECHNICAL ENGINEER'S RECOMMENDATIONS AND
AS CONTAINED IN THE GEOTECHNICAL REPORT.
5. THE EXPOSED SOILS SHOULD THEN BE SCARIFIED TO A MINIMUM DEPTH OF
12 INCHES, BROUGHT TO PROPER MOISTURE CONTENT AND COMPACTED TO AT
LEAST 95% OF THE MAXIMUM DENSITY AS DETERMINED BY U.B.C. STANDARD
70-1, OR EQUIVALENT COMPACTION SHALL BE OBTAINED BY METHODS SPECIFIED
BY THE GEOTECHNICAL ENGINEER.
6. IF ANY UNKNOWN SUB -SURFACE STRUCTURES ARE ENCOUNTERED DURING
CONSTRUCTION, THEY SHALL BE IMMEDIATELY BROUGHT TO THE ATTENTION
OF THE GEOTECHNICAL ENGINEER BEFORE PROCEEDING FURTHER.
7. PROTECTIVE MEASURES SHALL BE TAKEN BY THE CONTRACTOR SO AS NOT TO
CAUSE ANY MUD, SILT OR DEBRIS TO BE DEPOSITED ONTO PUBLIC OR ADJACENT
PROPERTY AT ALL TIMES DURING CONSTRUCTION. ANY MUD OR DEBRIS ON
PUBLIC PROPERTY SHALL BE REMOVED IMMEDIATELY. DUST SHALL BE CONTROLLED
BY WATERING OR OTHER APPROVED METHOD THROUGHOUT THE GRADING AND
TANK CONSTRUCTION OPERATIONS.
S. PRIOR TO THE START OF ANY TANK CONSTRUCTION, THE CONTRACTOR
SHALL FURNISH THE CITY WITH CERTIFICATIONS FROM THE CIVIL ENGINEER AND
GEOTECHNICAL ENGINEER THAT TANK PAD SUBGRADES ARE WITHIN 0.10 FOOT
OF THE APPROVED PLANS AND THAT THE PROPER COMPAC11ON AND PREPARATION
HAS BEEN OBTAINED.
9. NO GRADING SHALL COMMENCE WITHOUT OBTAINING GRADING PERMIT AND
NOTIFYING GRADING INSPECTOR 24 -HOURS PRIOR TO THE START OF WORK.
10. RESPONSIBILITY FOR GRADING AND INSPECTION SHALL BE ASSUMED BY THE
ENGINEERS OF WORK IN ACCORDANCE WITH SECTION 3317 OF THE UNIFORM
BUILDING CODE.
11. THE GEOTECHNICAL ENGINEER SHALL ALSO BE RESPONSIBLE TO VERIFY AND
REPORT THAT PROPER COMPACTION HAS BEEN OBTAINED BY SUBCONTRACTORS
AND AGENCIES CONCERNING UTILITY LINE BACKFILL INCLUDING, BUT NOT
LIMITED TO SEWERS, WATER LINES, ELECTRICAL LINES, GAS AND LANDSCAPE
IRRIGATION LINES.
12. AN AS -GRADED GRADING PLAN AND CERTIFICATION OF COMPLIANCE WITH SAID
GRADING PLAN IS TO BE SUBMITTED TO THE BUILDING AND SAFETY DIVISION
PRIOR TO RELEASE OF GRADING BOND AND PRIOR TO FINAL GRADING
INSPECTION.
13. ALL SLOPES EXCEEDING 5 FEET IN VERTICAL HEIGHT AND EXCEEDING 5:1
SLOPE ARE TO BE PLANTED WITH APPROVED PLANT MATERIAL AND PROVIDED
WITH APPROVED WATERING SYSTEM.
16. ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE GEOTECHNICAL ENGINEER'S
RECOMMENDATIONS AND CONTRACT SPECIFICATIONS, AS PER SOILS REPORT
PREPARED BY GEOLASS - WESTLAKE AND ANY AMENDMENTS THERETO,
ARE HEREBY MADE A PART HEREOF.
17. THE UNDERSIGNED CIVIL ENGINEER WILL BE RESPONSIBLE FOR PROFESSIONAL
INSPEC11ONS IN ACCORDANCE WITH SECTION 3317 OF THE UNIFORM BUILDING
CODE.
18. CONSTRUCTION PERMITS SHALL BE OBTAINED FROM THE FONTANA PUBLIC WORKS
DEPARTMENT PRIOR TO THE START OF ANY WORK WITHIN THE CITY LIMITS.
19. IT SHALL BE THE CONTRACTORS RESPONSIBILITY TO NOTIFY ALL AGENCIES
CONCERNED BEFORE CONSTRUCTION BEGINS.
20. ADEQUATE STAKES SHALL BE SET BY THE ENGINEER TO ENABLE THE CONTRACTOR
TO CONSTRUCT THE WORK TO THE PLAN GRADES.
21. ALL UTILITY COMPANIES SHALL BE GIVEN 48 HOURS N0110E PRIOR TO WORK
AROUND THEIR FACILITIES.
22. ALL MATERIALS AND METHODS TO BE SUBJECT TO THE APPROVAL OF THE CITY
ENGINEER.
23. ALL WORK SHALL CONFORM WITH THE REQUIREMENTS OF CHAPTER 33 OF UBC 1994.
24. WATER SHALL BE APPLIED TO THE SITE TWICE DAILY IN COMPLIANCE WITH SCAQMI
RULE 403 (FUGITIVE DUST EMISSIONS) TO MITIGATE THE IMPACT OF CONSTRUCTION
GENERATED DUST PARTICULATES.
25. THE APPLICANT MUST SUBMIT A FUGITIVE DUST CONTROL PLAN TO THE CITY
CONCURRENTLY WITH THE PRELIMINARY GRADING PLAN TO REDUCE THE AMOUNT OF
DUST GENERATED DURING GRADING AND COMPACTION. THE PLAN MUST BE APPROVED
BY THE PUBLIC WORKS DEPARTMENT.
26. NO GRADING SHALL TAKE PLACE ONSITE WHEN WIND VELOCITY ONSITE EXCEEDS 15 MILES
PER HOUR WITHOUT ADEQUATE WATERING. THE CITY'S CODE ENFORCEMENT DIVISION
SHALL ENFORCE COMPLIANCE.
27. OBTAIN PERMIT FROM THE SAN BERNARDINO COUNTY AGRICULTURAL COMMISSIONER FOR
THE DUST CONTROL MEASURES. PROVIDE A COPY TO THE CITY OF FONTANA BUILDING
AND SAFETY DIVISION.
28. SHOULD THE GRADING WORK BE DISCONTINUED PRIOR TO COMPLETION, APPLICANT
SHALL BE RESPONSIBLE FOR STABILIZING SOIL WITH A HYDROSEED MIX.
29. THE PERMITTEE SHALL NOTIFY THE ENGINEERING DEPARTMENT AND THE BUILDING
DEPARTMENT WHEN THE GRADING OPERATION IS READY FOR ROUGH GRADE INSPECTION
WHEN ALL WORK INCLUDING INSTALLATION OF ALL DRAINAGE STRUCTURES AND PROTECTIVE
DEVICES HAVE BEEN COMPLETED AND REQUIRED REPORTS HAVE BEEN SUBMITTED.
30. ALL FILLS SHALL BE COMPACTED TO 95! OF THE MAXIMUM DRY DENSITY AS DETERMINED BY
A.S.T.M. METHOD D 1557-78 OR APPROVED EQUIVALENT METHOD. CERTIFICATES FROM AN
APPROVED SOIL TESTING. AGENCY SHOWING THE DEGREE OF COMPACTION SHALL BE PROVIDED
TO THE CITY OF FONTANA BUILDING SUPERINTENDENT, TOGETHER WITH A TABULATION OF
THE PERCENT COMPACTION OBTAINED IN THEIR VARIOUS TESTS AND A PLAN SHOWING THE
LOCATION OF THE TESTS AND A STATEMENT AS TO THE OVERALL STABILITY OF THE GRADING
FOR ITS INTENDED USE.
31. EXISTING U71UTIES ARE SHOWN FROM ALL AVAILABLE INFORMATION. IT SHALL BE THE
CONTRACTOR'S RESPONSIBILITY FOR THE LOCATION, PROTECTION, REMOVAL OR RELOCATION
OF ALL UTILITIES ABOVE OR BELOW GROUND WITHIN THE LIMITS OF GRADING AND ALONG ANY
ROUTE OF TRAVEL OF EQUIPMENT.
32. APPROVED PROTECTIVE MEASURES AND TEMPORARY DRAINAGE PROVISIONS MUST BE USED
TO PROTECT ADJOINING PROPERTIES DURING THE GRADING PROJECT.
33. ' CUT AND FILL SLOPES SHALL NOT EXCEED A STEEPNESS OF 2:1, UNLESS OTHERWISE
SPECIFIED, ON THE PLAN AND VERIFIED BY SOILS ENGINEER.
34. CUT AND FILL SLOPES AND ALL BRUSHED AREAS SHALL BE PLANTED WITH APPROVED
PLANTING AND AN IRRIGATION SYSTEM SHALL BE INSTALLED IN ACCORDANCE WITH PROPOSED
LANDSCAPE AND IRRIGATION PLANS.

A) PRECISE GRADING PLANS.
B) GRADING INSPEC1ION BY A BUILDING AND SAFETY INSPECTOR.
C) FINAL COMPACTION REPORT/CERTIFICATION FROM THE SOIL ENGINEER.
D) GRADE VERIFICATION BY THE CIVIL ENGINEER.
36. NO BUILDING PERMIT SHALL BE ISSUED UNTIL A PRECISE GRADW PLAN HAS BEEN
SUBMITTED AND APPROVED.
37. A SOILS ENGINEER APPROVED BY THE CITY AT DEVELOPER'S EXPENSE SHALL SUPERVISE ALL
GRADING OPERATIONS. THIS SUPERVISION SHALL BE SUCH THAT THE SOILS ENGINEER CAN
DETERMINE THE NATURE OF THE EXCAVATIONS AND FILLS AND KEEP THE WORK UNDER CONTROL.
38. APPROVED EROSION PREVENTATIVE DEVICES SHALL BE INSTALLED PRIOR TO NOVEMBER 1ST AND
SHALL BE MAINTAINED ON THE SITE THROUGH APRIL 15TH OF THE YEAR FOLLOWING.
39. THE LOCATION AND PROTECTION OF ALL UTILITIES IS THE RESPONSIBILITY OF THE PERMITTEE.
40. SANITARY FACILITIES SHALL BE MAINTAINED ON THE SITE FROM THE BEGINNING TO COMPLETION
OF GRADING OPERATIONS.
41. THE PERMITTEE OR HIS/HER AGENT SHALL NOTIFY THE CITY WHEN THE GRADING OPERATION IS
READY FOR FINAL INSPECTION. WHEN ALL WORK INCLUDING INSTALLATION OF ALL DRAINAGE
STRUCTURES AND THEIR PROTECTIVE DEVICES HAVE BEEN COMPLETED AND THE AS -GRADED
PLAN AND REQUIRED REPORTS HAVE BEEN SUBMITTED.
GENERAL WATER NOTES:
1. THE ENTIRE WATER SYSTEM SHALL CONFORM TO THE SPECIFICATIONS AND
REQUIREMENTS OF THE CITY OF FONTANA.
2. ALL WATER MAINS SHALL BE INSTALLED WITH 42" MINIMUM COVER.
3. WATER CONTRACTOR SHALL ADJUST GATE VALVE COVERS TO GRADE AFTER
COMPLETION OF PAVING.
4. ALL WATER LINES SHALL BE CEMENT MORTAR LINED AND COATED WITH LINING, COATING,
AND STEEL CYLINDER AS SPECIFIED HEREIN.
5. SAND BEDDING AND SAND BACKFILL IN PIPE ZONE IS REQUIRED UNLESS NATIVE
MATERIAL IS SUITABLE AS DETERMINED BY THE DISTRICT.
6. SEPARATION BETWEEN MAINS SHALL CONFORM TO THE STATE OF CALIFORNIA
ENVIRONMENTAL HEALTH CODE, TITLE 22, SECTION 64630-C.
7. PRIOR TO THE ACTIVATION OF ANY NEWLY CONTRUCTED WATER LINE, TESTING AND
DISINFECTION SHALL BE PERFORMED TO COMPLY WITH CITY STANDARDS.
8, THE CONTRACTOR SHALL FAMILIARIZE HIMSELF WITH THE SITE AND SHALL BE SOLELY
RESPONSIBLE FOR ANY DAMAGE TO EXISTING FACILITIES RESULTING DIRECTLY OR
INDIRECTLY FROM HIS OPERATION, WHETHER OR NOT SUCH FACILITIES ARE SHOWN ON
THESE PLANS.
9. DEVELOPER, PIPELINE CONTRACTOR, AND SUPERINTENDENT SHALL ATTEND A
PRE -CONSTRUCTION MEETING WITH CITY A MINIMUM OF TWO WEEKS PRIOR TO
BEGINNING CONSTRUCTION.
10. CONTRACTOR SHALL NOTIFY CITY (714-350-6631) AT LEAST 48 HOURS PRIOR TO THE
COMMENCEMENT OF CONSTRUCTION.
11. CUT SHEETS SHALL BE PREPARED SHOWING FLOWLINE ELEVATION 1" X 2" HUB WITH
WITNESS LATHE SHALL BE SET ALONG PIPELINE ALIGNMENT. DEVELOPER SHALL FURNISH
CITY WITH FOUR SETS OF CUT SHEETS FURNISHED A MINIMUM OF TWO WORKING DAYS
PRIOR TO CONSTRUCTION. CONTRACTOR SHALL NOT BEGIN EXCAVATION UNTIL CITY
HAS APPROVED SAID CUT SHEETS. CONSTRUCTION STAKING SHALL BE AT 50 FOOT
MINIMUM INTERVALS, VALVES, FIRE HYDRANTS, AIR VALVES, BLOWOFFS, FITTINGS, AND
CONNECTION LOCATIONS. CONTRACTOR SHALL USE THE CONSTRUCTION STAKES AND
CUT SHEETS FOR CONSTRUCTION. CITY WILL USE THEM FOR INSPECTION OF THE WORK.
CONTRACTOR SHALL PROTECT ALL SURVEY MONUMENTS AND STAKES DURING CONSTRUCTION.
12• ALL CONSTRUCTION REQUIRING CITY INSPECTION SHALL OCCUR 7:00 A.M. TO 5:00 P.M.
MONDAY THROUGH FRIDAY, EXCEPT HOLIDAYS. DEVELOPER SHALL REIMBURSE CITY FOR
ALL INSPEC11ON EXPENSES. ALL MATERIALS AND EQUIPMENT FURNISHED AND ALL
WORK PERFORMED SHALL BE SUBJECT TO RIGID INSPECTION BY THE CITY. WORK
PERFORMED IN THE ABSENCE OF THE INSPECTION MAY BE REQUIRED TO BE REMOVED
AND REPLACED UNDER PROPER INSPECTION, WITH ENTIRE COST OF REMOVAL AND
REPLACEMENT BEING BORNE BY THE CONTRACTOR, EVEN IF SUCH WORK IS NOT DEFECTIVE.
WORK COVERED UP WITHOUT AUTHORITY OF THE CITY SHALL, UPON ORDER OF THE CITY,
SHALL BE UNCOVERED TO THE EXTENT REQUIRED TO PERMIT INSPECTION, REPAIR, OR
REPLACEMENT AND THEREAFTER SHALL BE RECOVERED.
13. DURING CONSTRUCTION OF THE WATERLINE, CONTRACTOR SHALL PROVIDE A PIPELINE
CAP AND TEMPORARY THRUST PROTECTION FOR TESTING AND DISINFECTION AT A DISTANCE
OF 5 FEET FROM CONNECTION TO EXISTING WATER SYSTEM AFTER NEW PIPELINE
AND APPURTENANCES HAVE DISINFECTED, TESTED, AND ACCEPTED BY CITY,
CONTRACTOR SHALL REMOVE PIPELINE CAP AND TEMPORARY THRUST PROTECTION
AND INSTALL CONNECTION PIPING. THE CONNECTION PIPING SHALL BE SWABBED
WITH A CHLORINE SOLUTION.
14. PIPELINES SHALL BE CONSTRUCTED SO THAT ACTUAL FLOW LINE ELEVATIONS ARE
"THIN 0.1 FOOT OF DESIGN FLOW LINE ELEVATIONS. PIPELINES, WHEN INSTALLED, SHALL
HAVE CONTINUOUS UPGRADE OR DOWNGRADE, CORRESPONDING WITH DESIGN SLOPE,
WITHOUT HIGH OR LOW SPOTS. PIPELINES SHALL BE CONSTRUCTED SO THAT
ACTUAL PIPELINE CENTERLINES ARE WITHIN 0.1 FOOT OF DESIGN PIPELINE
CENTERLINES. CONTRACTOR SHALL ASSIST CITY AS REQUIRED TO CONFORM
COMPLIANCE WITH CONSTRUCTION TOLERANCES.
15. CONTRACTOR IS ADVISED THAT ROCK OR UNACCEPTABLE TRENCH BACKFILL MATERIAL
MAY BE ENCOUNTERED DURING TRENCHING OPERATIONS. WHERE SUCH MATERIAL IS
ENCOUNTERED, CONTRACTOR SHALL FURNISH AND INSTALL SUITABLE BEDDING AND
BACKFILL MATERIAL IN ACCORDANCE WITH STANDARD DRAWING W 101. BEDDING
AND BACKFILL MATERIAL SHALL BE EITHER COMMERCIAL IMPORTED MATERIAL OR
SELECT NATIVE MATERIAL (SCREENED OR WASHED). ALL ROCK OR UNACCEPTABLE
TRENCH MATERIAL SHALL BE DISCARDED AT A LEGAL DISPOSAL SITE.
16. A SOILS ENGINEER, APPROVED BY THE CITY, WILL TAKE COMPACTION TESTS AS
NECESSARY. COMPAC11ON TESTS SHALL BE MADE IN THE PIPE ZONE, THE BACKFILL
ABOVE THE PIPE ZONE, AND IN THE SUBGRADE, ALL AT INTERVALS SELECTED BY
CITY. COMPACTION TESTS WILL BE TAKEN AS TRENCH BACKFILL PROGRESSES OR AFTER
TRENCH BACKFILL HAS BEEN COMPLETED, AS DETERMINED BY CITY, CONTRACTOR SHALL
PROVIDE TEST HOLES AS DIRECTED BY CITY WHERE BACKFILL HAS BEEN COMPLETED TO
ALLOW COMPACTION TESTS. CONTRACTOR SHALL FURNISH ALL EQUIPMENT (INCLUDING
SHORING), LABOR AND MATERIALS TO ASSIST SOILS ENGINEER IN MAKING ALL THE
COMPACTION TESTS. WATER FACILITY TESTING CANNOT BEGIN UNTIL CONTRACTOR
HAS COMPLETED COMPACTION EFFORTS AND CITY HAS ACCEPTED COMPACTION TEST
RESULTS. DEVELOPER SHALL PAY ALL COSTS FOR COMPACTION TESTS.
