COUNCIL GOALS: To improve and upgrade the City's existing infrastructure. DISCUSSION: On May 16, 1995 the City Council awarded the construction contract to the lowest bidder, Castillo Contractors. The execution of the contract was delayed due to the contractor failing to meet the insurance requirements. On September 25, 1995 Castillo Contractors informed the City in writing that they are no longer in the financial position to undertake this contract and requested to be excused. The City Engineering staff in consultation with the City Attorney's office recomm,snds the City Council excuse Castillo Contractors from it's obligation in the best interest of the City. The second lowest bidder, R & L Sewers, Inc., when contacted by the Engineering staff informed in the written response dated November 9, 1995 that R & L Sewers, Inc. can no longer construct the project at the original bid price. R & L S,swers, Inc. has shown interest in doing the project at a higher price. The Engineering staff recommends that due to considerable delay the project should be readvertised 1:o receive new bids. The work of improvement consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications and Contract Documents for the above stated project. The general items of work to be done hereunder consist of installing a total of approximately 275' of 10" Extra Strength Vitrified Clay Pipe (V.C.P.), removing and replacing street improvements as required for pipe installation, and all appurtenant related work. Approximately 95 ' of the 10" V.C.P. must be installed by the "open trenching" method, and the remaining 180' must be installed within a 21" Steel Pipe encasement by the "Dry Bore & Jacking" method. The project will require traffic control for temporary lane closures on Locust Avenue. Copies of Plans, Specifications, and Contract Documents are available from the Engineering Division of the Community Development Department of the City of Fontana, 8353 Sierra Avenue, Fontana, CA 92335 upon payrnent of a Twenty Five Dollar (925.00) non-refundable fee ($30.00 if mailed). Proposals must be accompanied by a proposal guarantee in the form of cash, cashier's check, a certified check or bid bond available to the CITY in the amount of at least ten percent (10%) of the total amount bid. Any proposal not accompanied by such a guarantee will not be considered. A payment bond and a performance bond, each in an amount equal to 1 O0 % of the total contract amount, shall be required concurrently with the execution of the contract and shall be in the form set forth in the contract documents. DISCUSSION: The construction of the Locust Avenue Sewer is necessary for the extension of sewer service north of Foothill Boulevard. The Sunrise Ford car dealership has also deposited their fair share with the City towards the construction of this sewer line. The Locust Avenue Sewer Project consists of the construction of 280 feet of 1 O-inch extra strength Vitrified Clay Pipe (VCP), sewer main and manholes. The portion of sewer line under Foothill Boulevard will be inside a jacked steel pipe casing. This project is essential to provide much needed sewer service to commercial and residential properties located north of Foothill Boulevard. This project is statutorily exempt pursuant to Section 3.11 of the City of Fontana's Local Guidelines for Implementing CEQA.
