Dear Ms. Carpenter:
The City Engineering Division is in receipt of your letter dated November 16, 1992 addressed to the City's Design
Engineer, NBS/Lowry. The City staff direc~y involved with the project have been notified of your eeneems.
This is to assme you that Engineering Staff has made all possible efforts in compiling contract documents to
minimize inconve~ience to the project area residents end businesses. The specific sections in the contract
specifications requires the contractor to provide emergency access available at all times. The street will be
beckfilled at the end of each working day or any open portion of trench will be covered with steel plates for public
safety. The contractor is also required by the contract to pwtect all existing improvements and will be responsible
to replace with equal or better if any properly is damaged or disturbed during construction. The Engineering
Inspection Staff will make ail possible efforts during construction to prevent any necessary inconvenience to any
citizen. The contractor will be required to clean the area as soon as the pipe is laid end trench backfill and
completion work is completed.
City Staff will be taking photographs of the project area before and after construction to ensure that site has been
returned to its original stste or better.
Please notify the City Inspector Mr. Brown at 3506636 two days in advance of your feed delivery so that necessary
arrangements can be made.
Last of all with reference to your past experience on Junlpa it was mainly because other contractors had to pick up
the work from a dofsultsd contractor. The City and Kenko will make every effort to complete this job in efficient
pleasant and timely manner.

Dear Mr. Bueermann:
I live at 11154 Cypress Avenue, Fontana, CA where the new sewer starting at
Jurrupa proceeding North on Cypress Avenue underneath the Freeway and at this time I
have some concerns:
A. Three berms, (2 asphalt berms and 1 lar e dirt) exists in front of my house to
keep surface rain water from entering my property anJgmy house during the rains. This
flooding is caused from the gutter alignment on Juniper and Santa Ana near the Preseley
Homes to take all the water off Juniper. These berms must remain existing during all sewer
construction in case of weather.
B. There are 3 driveways for ingress and egress particularly into my home and a
large dirt driveway at the south propert line which enables large tank feed trucks and my
truck and horse trailer to enter. Both t~e feed company and my rig are 60 feet long. I .get
delivery of feed approximately every 7 days and this large entrance must be kept open m
case of emergency as it is the only one that can handle the footage of both rigs.
C. Kenko Inc. if indicative as the previous project on Jurrupa, does not have a
good track record for efficiency on traffic control, particularl courtesy, not keeping roject
running in a timely manner and carelessly cleaning up after ~t~ey finish with projects F2aving
cones, delinerators and barricades behind.
One of the questions I do have is will Cypress have to be torn u~ the whole time (5-
k
months) the project is going on or will they (Kenko) get street and residences bac into
normal service.
I would appreciate your overseeing my concerns and am appreciative of the progress
involved.
