The amount of funds expended during Fiscal Year 91/92 account for engineering design consultant services, staff time, and other charges for a total of approximately $10,000 to date (Pages 7-9). This project was also approved pursuant to the approval of the 1991-1996 Capital Improvement Program (CIP), (Pages 9-10). The funds for this project are from the Sewer Capital Fund and were derived from fees paid by any development or project which connects to the City sewer system. The fees are presently $600 per equivalent dwelling unit, except the North Fontana area is $1,772 per equivalent dwelling unit. On March 17, 1992 (Page 11), the City Council approved an appropriation increase of $58,560 from $21,310 to Account No. 071-7236-4200 to cover consultant servi ces for the fi na 1 i zat i on of p1 ans and permi ts and to provi de construction surveying services, design soils report and environmental impact document preparation. Since the project was not constructed during FY 91/92, tt was rebudgeted for FY 92/93 for a total amount of $2,263,162 (Page ]2). This amount reflects the estimated total cost to construct the project including license, inspection and easement fees from permitting agencies. Therefore, a California Fish and Game De Mintmts Impact Finding report has been prepared on this project (Pages 13-27). The Cypress Avenue sewer project (approximately ]0,560 feet long) will connect to the City's Jurupa Avenue sewer trunk 11ne and construct a 27 and 30-inch diameter sewer llne tn Cypress Avenue from Jurupa Avenue to Valley Boulevard and a 24-1rich diameter sewer in Cypress Avenue from Valley Boulevard to San Bernardtrio (see Location and Vicinity Map, Page 28). The project also includes "boring" or tunneling a large steel carrier pipe (54 - inch diameter) under the railroad and I-]0 Freeway for the sewer line to be installed within this carrier pipe. ANALYSlSNI)~qJSTIFICATIOIh The project will provide the additional capacity for the Kaiser Hospital Primary Care Unit expansion project as well as reduce deficiencies tn other City sewer lines. The engineering work for this project is now complete and the project ts ready to bid. Once awarded the project ts expected to take approximately five months to complete. Since the proposed sewer main will cross untncorporated areas of San Bernardlno County, Caltrans, Southern Pactflc Transportation Company, and Santa Fe Pacific Ptpeltne right-of-ways, the following ts required for the construction of this project: ]. Encroachment Permtt (Caltrans) Issuance depends solely on Environmental Nottce of Determination (Plans have preliminary approval); 2. License Agreement (Southern Pacific Transportation Company) and 3. Pipeline Inspection Agreement (Santa Fe Pacific Pipeline Partners The agreements with the permitting agencies are being finaltied wtth the assistance of the City Attorney, and they reflect the minimum legal provisions acceptable to the agencies, wtthout risking the dental of the permits. The ftnal Agreements wtll be presented to the Fontana City Council for approval prior to the award of a bid for this project. A permanent easement with Southern Pacific Transportation Company w~11 also be obtained during the course of the project. As originally contemplated, thts project was to provide teltel to peripheral sewer collection lines and was ~ncluded tn conditions of approval for the Birtcher-Trachman project. Additionally, slnce the original ~nception of the project concept as a relief trunk sewer, several related events have taken place which further Justtry the importance of the construction of the proposed sewer ma~n= An update ts near completion of the C~ty-w~de sewer master plan. A teller 11ne on Valley Boulevard (a separate project) w111 be constructed as part of the Katser Hospital F. xpans~on Project. That main wtll connect to the proposed Cypress Avenue sewer matn. The sewer l~nes have to be operational by Nay 1993 tn order for the Prtmary Care Unit to open tn June 1993. 3. Site definition has been accomplished for the future Fontaria/Kaiser Wastewater Treatment Plant. The proposed Cypress Avenue sewer matn will be compatible wtth the proposed locatlon for the future Fontana/Ka~ser Hastewater Treatment Plant or tts alternate locatton (RP-3)and associated conveyance systems. In summation, the proposed ma~n will alleviate extsttng deficiencies/overload tn the Ctty's sewer system and ts part of the updated master sewer plan. The main ts necessary for the expansion of Katser Hospital, and wtll be compatible wtth e~ther of the proposed wastewater plant locations.
