The S.J. Burkhardt, Inc. has the construction contract with the City of Fontana. The City can meet or exceed other Jurisdictions or Agency Permit Requirements. The City requirements exceeds the County's permit requirements. In accordance with the Special Provisions, Section 7-5 PERMITS, "If the permit or license of any agency or public utility iS more restrictive than the standard specifications, standard drawings or special provisions, the requirements of the permit or license shall take precedence of that portion of the work in the agency or public utility right-of-way." The City geotechnical consultants have the responsibility to make reasonable determinations for the frequency of the tests to be made and at what intervals. According to Project Geotechnical ConsUltant, the test frequency will be reduced when the contractor obtains better compaction testing results. The Project Geotechnical Consultant has already been instructed to perform additional maximum density curves as warranted in the field[. The STANDARD SPECIFICATIONS FOR PUBLIC WORKS (GREENBOOK) states the following under SECTION 5 --UTILITIES: 5-1 LOCATION "The California Department of Transportation is not required by Section 4216 to become a member of the regional notification center. The Contractor shall contact it for location of its subsurface installations." 5-2 PROTECTION "The Contractor shall bear the costs of repair or replacement of any utility damaged if located as noted in 5-1." The contractor shall provide adequate detours to the satisfaction of the City Traffic Engineer. A detailed plan of such detours shall be submitted to the City Traffic Engineer at least five (S) days prior to the time the contractor wishes to close off the street or in any way restrict the traffic flow. In actual street closures, the submitted plan shall indicate the route of the detour, the character of the temporary pavement where required, and a layout of the locations of signs and lighting. In all other cases, the contractor shall provide adequate traffic flow in both directions. If traffic cannot be maintained the contractor shall provide flagmen whose sole duties consist of directing traffic through and around the work. In all cases, the approval of a suitable plan shall be granted to the 'contractor prior to the beginning of construction.
