Gentleman:
This letter responds to your request for information on the above referenced project by letter to
this office dated October 12, 1994. (A copy of the letter is attached).
1. There will be no need for a traffm detour for this project. Washington Avenue west of
the pump station site will be the only access affect~l, only local work area traffic control
will be exercised and local access will be maintained at all times. Should the contractor
need, by unforeseen reasons, to deviate from this schedule, your office and emergency
services will be contacted timely and a copy of a traffic detour plan will be sent to all
concerned, including your office..
2. Fire Department requires notification only if the street is closed to through traffic.
Washington Drive will not be closed to traffic during construction.
3. 1tie sewer service will continue uninterrupted throughout the construction period. We
will also include that statement in the specifications and stress it during the pre-
construction meeting.
4. A copy of the signed plans and specifications is hereby transmitted for your review and
approval. City approved landscape work is included as part of the plans see sheet 2 of
2 and Appendix I of the specifications.

5. ' The City proposed reduced size of the easement is also Uansmitted as an attached exhibit.
The recordation of the easement shall take place after recordafion of notice of completion
for the sewer project and City Council action for vacation of a potion of the easement,
as shown on the attached exhibit referenced above.
The City is anticipating advertising this project for public bidding in the third week of
November. Please contact this office at (909) 350-6641 if any further clarification is required
on the project.

We are in receipt of the specifications for construction of the above referenced project. This
information was submitted for our review and approval. The specifications provided have
been approved subject to the terms and conditions stipulated below.
1. The City of Fontana agrees to provide a copy of the traffic detour plan submitted by
the contractor.
2. All construction activities shall be coordinated with the Fire Department. The City

bedding material shall be included in compensation paid for the respective bid item for
construction and no additional compensation will be allowed. Where additional rock
bedding is required by the Engineer to stabilize unstable subgrade due to existing
ground conditions (not attributable to the Contractor's operation), such rock bedding
shall be considered extra work as provided in Subsection 3-3 of the Standard
Specifications as amended herein. Additional bedding placed in excess of the limits
shown per the Standard Pllan for the convenience of the Contractor shall not be
subject to additional compensation.
306-1.3.4 Compaction Requirements. [Replace with the following]:
All trench backfill shall be densified to 90% minimum relative compaction, as
required per Section 301-1 of these specifications. Placed backfill and the granular
bedding material shall be compacted to 90% minimum relative compaction. Jetting
will not be permitted unless specific, ally approved in advance by the Engineer. Asphalt
Concrete shall not be used for backfill unless it has been crushed to a maximum size
of 3/4". No rocks greater than 6" diameter shall be allowed in the backfill, No
nesting or rocks shall be allowed.
306-1.6 Basis of Payment for Open Trench Installation [Add the following];
Payment for open trench installation of pipe and conduit shall be made at the
contract unit price bid per linear foet, for the respective pipe size, as measured along
the centerline of pipe and shall incllude full compensation for furnishing all materials,
labor, tools and equipment and doing all work involved to provide these items of work,
complete in place, including excavation, furnishing and installing the pipe, bedding,
backfilling, compaction as shown on the plans or as directed by the Engineer and no
additional compensation will be allowed.

· ' The contractorSall in the presence of a city insl~or, dismantle intact the
following pump station equipment and deliver to Mr. Curtis Aaron, at phone number
(909) 350-6685 at the City of Fo~ntana, Public Works Service Center: wet well
covers, frames, floats and assemb, lies, pumps, check valves, control panel, light
w/pole, gates, guide rails for pumps and stainless steel ladder. The contractor may
use the; wash bay and cleaning equipment at the City Yard to clean wet well
equipment.
The contractor shall remove and recycle the pump station's exterior block walls
and foundations, concrete pad, and the top three feet of the wet well and dry well.
These items shall be taken to a recycling center such as Engelauf in Riverside (909)
684-1332. The contractor shall deliver to the City of Fontana, Engineering Division
a copy of recycling receipt from the; recycling center.
Also included in this bid item is the following. The contractor shall remove and
recycle the top 4 (four) feet of the wet and dry wells (See Appendix V,Pump Station
Details). The contractor shall jack Ihammer the entire base of the wet well to permit
drainage, sand fill and compact both wet and dry well to 4 (four) feet below the
natural ground surface. The remainder shall be filled in with native soil with no rock
size greater than 3 inches.

RE: Removal of Existing Sewer Pump Station on Washington Drive

As you know, the City is proposing to remove the existing pump station located at the
southwest corner of the Inland Empire Center just north of Washington Drive. An 8" gravity
sewer main will be constructed from the existing manhole in front of the pump station then
west to Cypress Avenue. The plans are finished and will be signed soon.
For your review, two copies of the plans and specifications of the proposed project are

Dear San Bernardino County Resident/Homeowner:
The City of Fontana is the sewerin<,] agency for the collection of domestic/sanitary
sewage within its city limits and the unincorporated area of San Bernardino County
within its sphere of influence .. The connection of county residences to the sewer main
requires processing and approval from LAFCO (Local Agency Formation Commission)
as well as the City of Fontana for out of city sewer connections.
For accommodation of future growth and the relief of an existing pump station, a new
sewer line will be installed in the near future on the south side of Washington Street,
from Cypress Avenue on the west, to the existing sewer pump station approximately
800 feet to the east. The construction is expected to commence in the fall of 1994.
All existing residences will be provided a sewer house lateral stub-out to three feet
north of pavement. It is requested that the attached form be returned to the attention
of the Engineering Division, City of Fontana, 8353 Sierra Avenue, Fontaria, CA
92335 by June 24, 1994. Details for homeowners interested in connecting to the
sewer system are attached.
It is 'the City's desire to accomplish this construction with a minimum of
inconvenience to the area residents. Your indulgence and cooperation are
appreciated. City staff will work c'losely with residents and the contractor to reduce
both the occurrence and the duration of any unpleasant conditions. Please recognize
that construction sites can be dangerous. Parents should take special care to keep
children away from the construction activity at all times.

CONNECTING UNICORPORATED PROPERTIES TO THE CITY SEWER SYSTEM
The City project will install a sewer house lateral stub-out to three feet north of
pavement. The following will be required of the homeowner.
1. An application and LAFCO'S filing fees of 82600 collected in advance from
unincorporated county residences, submitted by the city to LAFCO for
approval. LAFCO may waive 'the appropriate filing fees (per LAFCO, this could
be a 45 day process).
2. An irrevocable agreement to annex to the city (if located in unincorporated
county area).
3. Construction of necessary sewer lateral pipe in public right of way and the
piping within your property t:o connect your house to the end of the sewer
lateral constructed by the City. You will need to hire a contractor for that
portion of the work and obtain the necessary public works and building permits.
4. Payment of applicable fees at the time of connection. The current fees are the
following:
eSEWER CONNECTION FEE (~600 PER EQUIVALENT DWELLING UNIT).
eSEWER EXPANSION FEE (~3350 PER E.D.U. EFFECTIVE 7/1/94 APPLICABLE
TO HOMES CONSTRUCTED AFTER NOVEMBER 1978).
~eSEWER CONSTRUCTION PERMIT FEE (925 PER CONNECTION).
~eMONTHLY SEWER FEE (815.06 CITY RESIDENTS/~22.59 COUNTY
AREA RESIDENTS, FOUR MONTH DEPOSIT REQUIRED).
,eREIMBURSEMENT TO THE CITY, FOR THE PORTION OF SEWER LATERAL

asking about our plans to retire this temporary sewer pump station.

Pipe bedding for~e~derground conduits shall conforn~eif the plans and Section
306-1.2.1 of the Standard Specifications. The cost of providing and installing said
bedding material shall be included in compensation paid for the respective bid item for
construction and no additional compensation will be allowed. Where additional rock
bedding is required by the Engineer to stabilize unstable subgrade due to existing
ground conditions (not attributable to the Contractor's operation), such rock bedding
shall be considered extra work as provided in Subsection 3-3 of the Standard
Specifications as amended herein. Additional bedding placed in excess of the limits
shown per the Standard Plan for 'the convenience of the Contractor shall not be
subject to additional compensation.
306-1.3.4 Compaction Requirements. [Replace with the following]:
All trench backfill shall be densified to 90% minimum relative compaction, as v'/
required per Section 301-1 of these specifications. Placed backfill and the granular
bedding material shall be compacted to 90% minimum relative compaction. Jetting
will not be permitted unless specifically approved in advance by the Engineer, Asphalt
Concrete shall not be used for backfill unless it has been crushed to a maximum size
of 3/4", No rocks greater than 6"' diameter shall be allowed in the backfill. No
nesting or rocks shall be allowed.
306-1.6 Basis of Payment for Open Trench Installation [Add the following]: L/,/
Payment for open trench installation of pipe and conduit shall be made at the
contract unit price bid per linear foot, for the respective pipe size, as measured along
the centerline of pipe and shall include full compensation for furnishing all materials,
labor, tools and equipment and doing all work involved to provide these items of work,
complete in place, including excavation, furnishing and installing the pipe, bedding,
backfilling, compaction as shown on the plans or as directed by the Engineer and no
additional compensation will be allowed.

The contractor, shall in the presence of a city inspector, dismantle mtac~ u~u
following pump station equipment and deliver to Mr. Curtis Aaron, at phone number
(909) 350-6685 at the City of Fontana, Public Works Service Center: wet well
covers, frames, floats and asseml:>lies, pumps, check valves, control panel, light
w/pole, gates, guide ~'ails for pump,,; and stainless steel ladder.
The contractor shall remove and recycle the pump station's exterior block walls
and foundations, concrete pad, and the top three feet of the wet well and dry well.
These items shall be taken to a recycling center such as Agua Mansa in Riverside
(909) 784-2510. The contractor shall deliver to the City of Fontana, Engineering
Division a copy of recycling receipt from the recycling center.
Also included in this bid item is the following. The contractor shall core the
base of the wet well to permit drainage and sand fill both wet and dry well to 3 feet
below the natural ground surface. The remainder shall be filled in with native soil with
no rock size greater than 2 inches.

Section 27-13.4. Penal Provisions.
A/l~ person or 'persons, firl, corporation or
association who shall violate any of the provisions of
tail article or who shall maintain, p~sce, or attempt to
place upon any public, street, road or highway within the
City of Fort=ann any of tam things, ~tructures or
contrivances set forth in ~his article without firs=
having obtained a written permit so to do from the street
superintendent of the City of Fort=ann, shall be deemed
guilty o= a m~sdemeanor and upon · conviction thereof,
sAall be punished by · fine not exceeding one thousand
dollars {$1,000) or by imprisonment in the San Bernardino
County Jail for a period not exceeding six (6) months, or
by both the f~ne and imprisonment.

Section 3. Ef~ective Date and Publication. Th is
ordinance shell ta~ke effect thirty (30) days after the data of
its adoption, and prior to the expiration of fifteen (15) days

tam City Clerk at least once in the Herald News, a newspaper
of general circulation published and circulated in the City of
Fon~ana.

A'ITAC~MENT TO ALL PERMITS FOR WORK WITHIN PUBLIC RIGHTS-OF-WAY
The "State of California Manual of Traffic Control" provides information necessary to carry out
proper and safe traffic control. Should a contractor not provide proper traffic control a~r the first
advisory warning, the City may cite the contractor or other contracting agency under City Ordinance
997. The penalty for not providing for the required proper traffic safety in the public right-of-way
is a misdemeanor with .a free of up to $1,000 or up to 6 months in jail or both.
We request that you provide strict traffic control at all times using the signs, barricades, delineations,
warning lights, fiagger control and flashing arrow signs, as required. The normal lane to be
maintained is 12 feet wide. Any deviation from this may require temporary pavement markings.
Consult with the City Public Works Inspector if you require assistance.
