SUBJECT: ALMOND AVENUE TRAILER YARD (MCN25-0059) TRIP
GENERATION ASSESSMENT
Urban Crossroads, Inc. is pleased to submit the following Trip Generation Assessment for the Almond
Avenue Trailer Yard development (referred to as Project), which is located at 9882 Almond Avenue
(west of Almond Avenue and approximately 1,220 feet south of San Bernardino Avenue) within the
Southwest Industrial Park Specific Plan (SWIP) in the City of Fontana. Specifically, the Project is
located within the Speedway Industrial District (SID) of the SWIP. This trip generation letter describes
the proposed Project trip generation and follows the City’s Traffic Impact Analysis (TIA) Guidelines
for Vehicle Miles Traveled (VMT) and Level of Service Assessment (City Guidelines) dated October
21, 2020. Specifically, the purpose of the following trip generation assessment is to describe the
proposed Project trip generation methodology and determine whether any traffic operations
analysis is required per the City Guidelines.
PROJECT DESCRIPTION
It is our understanding that the Project is to consist of a 9.49-acre trailer yard with a 1,248 square
foot pre-fabricated office building and 294 12-foot by 53-foot trailer stalls. It is anticipated that the
project will be processed as a CEQA Addendum to the SWIP Environmental Impact Report (EIR), as
such, a comparative assessment of what is allowed under the SWIP EIR for the subject site will be
included, as applicable. Exhibit 1 shows the preliminary site plan. Although there are existing uses
on the site, no credit will be taken for the existing uses for the purposes of this assessment.
The Project proposes a single access point on Almond Avenue. The Project’s anticipated Opening
Year is 2027.

TRIP GENERATION
Trip generation represents the amount of traffic that is attracted and produced by a development
and is based upon the specific land uses planned for a given project.
PROPOSED PROJECT
In order to develop the traffic characteristics of the proposed project, trip-generation statistics
published in the Institute of Transportation Engineers (ITE) Trip Generation Manual (12th Edition,
2025) were used to estimate the trip generation based on the Truck and Trailer Parking (ITE Land Use
Code 035) land use category (see Table 1). Since the ITE Trip Generation Manual does not provide a
truck mix for 2-axle, 3-axle, and 4+-axle trucks, the truck trip generation is categorized as 2-4+-axle
trucks.
The trip generation summary illustrating daily, and peak hour trip generation estimates for the
proposed Project are shown in Table 2. The proposed Project is anticipated to generate 238 two-way
trip-ends per day with 15 AM peak hour trips and 18 PM peak hour trips.

Passenger Car Equivalent (PCE) factors were applied to the trip generation rates for heavy trucks
(large 2-axles, 3-axles, 4+-axles). PCEs allow the typical “real-world” mix of vehicle types to be
represented as a single, standardized unit, such as the passenger car, to be used for the purposes of
capacity and level of service analyses. The PCE factors are consistent with the recommended PCE
factors in City Guidelines. The proposed Project is anticipated to generate 33 PCE AM peak hour trips
and 38 PCE PM peak hour trips. Since the Project is speculative, this trip generation assessment
conservatively assumes these trucks are all 4+-axles (for the purposes of applying the PCE factor).

The City Guidelines indicate that any use which contributes less than 50 peak hour trips to any off-
site intersections and generates fewer than 250 two-way peak hour trips, are exempt from Traffic
Analysis requirements. The Proposed Project is anticipated to generate fewer than 50 peak hour trips
in both actual vehicles and PCE (see Table 1). Similarly, the proposed Project is anticipated to fall
below the 50 peak hour trip threshold as the highest trip generation for the PM peak hour is 36 PCE
trips. As such, additional traffic analysis is not required for this Project based on the City Guidelines.

APPROVED SOUTHWEST INDUSTRIAL PARK (SWIP)
The following section pertaining to the SWIP is provided for informational purposes only in order to
be utilized as part of the overall Environmental Impact Report (EIR) Addendum, but is not
substantive to the findings disclosed above with the Project’s anticipated trip generation. The
Project site is located within the SID of the SWIP. The SID is “proposed to include uses that promote
the continued use and expansion of industrial, distribution and logistics-based, and warehousing
developments in conjunction with service-related commercial uses.” The SID area is proposed to
include a mixture of warehousing and light industrial related uses. The SID is bounded by Calabash
Avenue to the west, the I-10 Freeway to the south, Cherry Avenue to the east, and just south of San
Bernardino Avenue. As discussed in the SWIP Project Traffic Analysis (prepared by RBF Consulting,
September 29, 2011), the SWIP included a net increase of 930,121 SF of light industrial use, 762,191
SF of warehousing use, and 13,264 SF of service commercial use within the SID area, for a total of
1,705,576 SF on 126.2 acres. Reductions of 20 residential dwelling units, 9,355 SF of institutional use,
and 64,729 SF of commercial/office use have also been accounted for. The SWIP allows for a
maximum floor-to-area-ratio (FAR) of 0.55 for industrial uses. As shown in Table 2, the SWIP Project
Traffic Analysis concluded that the SID area would generate 8,358 two-way trips per day, with 987
trips generated during the AM peak hour and 1,046 trips generated during the PM peak hour. A trip
generation rate for uses within the SID has been developed by dividing the trip generation by the
proposed 126.2 acres of future warehousing and light industrial development. The Project site
acreage is 9.49 acres. As such, based on the trip generation rates for the currently approved use
within the SID the proposed Project is anticipated to generate 630 two-way trips per day, with 74
trips generated during the AM peak hour and 79 trips generated during the PM peak hour (see Table
2).

As shown in Table 3, the development of the Proposed Project is anticipated to generate 116 fewer
two-way PCE trips per day with a net reduction of 41 PCE AM peak hour trips and 41 PCE PM peak
hour trips as compared to the currently approved uses within the SID. Note that the SWIP Project
Traffic Analysis did not include any PCE trip generation information. As such, actual vehicle trip
generation has been used in Table 3 below.

FINDINGS

In order to support the EIR Addendum, the comparison of the Project’s trip generation to the uses
approved as part of the SWIP for the SID area indicates that the Proposed Project would result in a
net reduction in trips. As such, the impacts are anticipated to be the same or less than those
previously identified in the SWIP Traffic Study at off-site study area intersections.
