1.0 Introduction
This Limited Phase II Environmental Site Assessment report has been prepared by
Converse Consultants (Converse), on behalf of RC Homes, Inc., for the sampling
conducted at 7844-7866 Citrus Avenue, San Bernardino County, California, referred to
as the “Site” in this report. Converse was retained by RC Homes, Inc. to conduct this
Limited Phase II Environmental Site Assessment at the Site as outlined in our proposal
dated September 30, 2024.
Converse generally followed the standard practices of the American Society for Testing
Materials (ASTM) Designation: E1903-19 Standard Practice for Environmental Site
Assessments (ESA): Phase II Environmental Site Assessment Process (ASTM, E 1903-
19). The purpose of conducting the assessment in accordance with ASTM E1903-19 is
to acquire and evaluate information sufficient to achieve the objective(s) set forth by the
User and Converse.
The objectives of this assessment were developed based on the findings of a Phase I
Environmental Site Assessment (ESA) report prepared by Converse Consultants, dated
September 27, 2024. Based on the information provided in the Phase I ESA report,
historical agricultural use on the Site was identified as a Recognized Environmental
Conditions (REC). Additionally, Converse noted the presence of undocumented soil
stockpiles in the northwestern portion of the Site to be an environmental concern. Based
on this information, further assessment was recommended.
The objectives of this current assessment by Converse were to:
• Evaluate historical agricultural operations on the Site, including the possible
presence of OCPs and arsenic in shallow subsurface soils.
• Evaluate undocumented soil stockpiles for the presence of possible contaminants
prior to grading activities.
• Identify if potential target analytes are present at concentrations greater than a
threshold criteria.

2.0 Background
Details in the following sections regarding the Site and surrounding areas were obtained
from the Converse Phase I ESA report, or from onsite observations.
2.1 Site Description and Features
2.1.1 Current Uses of the Site
The Subject Property is owned by Mr. Cory M. Brente, and is currently
vacant land.
2.1.2 Location
The Site is located at 7844-7866 Citrus Avenue. The Site is located on the
west side of Citrus Avenue, east of Tokay Avenue, between Malaga Avenue
and Barbee Avenue in the City of Fontana, County of San Bernardino,
California. The Site is located approximately 1.7- miles south of the Foothill
(210) Freeway. The general location of the Site is indicated on Figure 1.
The San Bernardino County Assessor’s Parcel Number for the Site is 1110-
361-10. The legal description of the Site is described as the following:
Lot 96 of THE ETIWANDA VINEYARDS TRACT, in the County of San
Bernardino, State of California, as per plat recorded in Book 17, Page
29, records of said county.
Excepting therefrom that portion conveyed to the City of Fontana for
street purposes by deed recorded August 31, 2006 as Instrument No.
2006-0598604 of Official Records.
2.1.3 Site and Vicinity General Characteristics
The Site is a generally rectangular-shaped parcel containing approximately
4.75-acres. The Site is generally level and is currently vacant. The majority
of the Site consists of bare ground and/or vegetative cover. No structures
are located on the Site.
The Site fronts onto Citrus Avenue to the east, and Tokay Avenue to the
west. Properties in the general area are used for residential and institutional
purposes.

2.2 Physical Setting
2.2.1 Topography
The Site is located approximately 1,325 feet above mean sea level with
surface topography sloping towards the south/southwest (United States
Geological Survey [USGS] Topographic Map, Devore/Fontana, California,
2022).
2.2.2 Geology
The Site is underlain by alluvium, lake, playa, and terrace deposits;
unconsolidated and semi-consolidated. Mostly nonmarine, but includes
marine deposits near the coast (Division of Mines and Geology, Geologic Map
of California, 2010).
2.2.3 Hydrogeology
According to the State Water Resources Control Board's Geotracker
database (https://geotracker.waterboards.ca.gov/), located approximately
0.22-miles south of the Site is a case-closed LUST site. According to the
closure summary, groundwater beneath that site was estimated to be 200
to 275 feet beneath ground surface (bgs).
2.3 Site History and Land Use
The Site was undeveloped land as early as 1896. From as early as 1938 to
at least 1958, the Site appeared developed for agricultural use. By 1966,
multiple partially graded roadways intersected the Site. By 1975, the Site
was vacant and has remained so through the present day.

The following Recognized Environmental Conditions (REC) was identified during
this Phase I ESA:
• The historical agricultural uses on the Site.
The following environmental concern was identified during the course of the Phase
I ESA:
• The presence of undocumented soil stockpiles in the northwestern portion of
the Site.
Based on the information presented in the above referenced reports Converse
recommended additional assessment including the following:
• Assessment of shallow soils across the Site for the presence of arsenic and
organochlorine pesticides (OCPs) due to historical agricultural operations.
• Undocumented soil stockpiles should be profiled to determine whether any
contaminants may be present prior to the start of grading activities.

3.0 Work Performed and Rationale
3.1 Scope of Assessment
A conceptual model was developed based on data presented regarding the historic
use of the Site.
3.1.1 Target Analytes
Data obtained during the Phase I ESA indicated that OCPs and arsenic may
be present in shallow soils due to potential pesticide application during
historical agricultural operations. Additionally, undocumented soil
stockpiles will be profiled for the presence of total petroleum hydrocarbons
(TPH), volatile organic compounds (VOCs), and metals.
3.1.2 Target Analytes First Entered the Environment
The RECs at the Site are historical onsite agricultural uses, and
undocumented soil stockpiles. The data indicate that the target analytes
(OCPs and arsenic) would have first entered the environment by spray
application during historical agricultural operations. Target analytes
associated with the undocumented soil piles (TPH, VOCs, and metals)
could be present from soils based on potential uses at the source location
from which they originated.
3.1.3 Environmental Media and Locations Most Likely to Have the Highest
Concentrations of Target Analytes
The data suggests the potential of shallow subsurface soil contamination
due to historical agricultural uses, and potential contamination in
undocumented soil stockpiles.
The Agricultural Soil Screening consisted of the following primary elements:
• Soil sampling – On October 10, 2024 soil borings were advanced at 10
locations (B1 through B10) to a depth of 2-feet bgs. Samples were collected at
depths of 0.5, 1.0, 1.5, and 2.0-feet bgs. Approximate boring locations are
indicated on Figure 2.
Soil borings were advanced using a direct push (Geoprobe) rig, with samples
collected in acetate sleeves. Portions of the soil samples were field screened
for the presence of VOCs using a photo ionization detector (PID).

• Soil samples were submitted to Jones Environmental under chain of custody
control. The laboratory was requested to prepare composite samples using a
portion of the soil from each 0.5-foot samples from each of the 10 borings
advanced at the Site. Each composite sample was comprised of two (2) or
three (3) discrete samples, for a total of four (4) composite samples. The four
(4) composite samples were analyzed for OCPs utilizing EPA Methods 8081.
One (1) discrete sample from each composite group (4 samples total) was
analyzed for arsenic in accordance with EPA Method 6010B.
The Undocumented Stockpile Screening consisted of the following primary elements:
• Stockpile sampling – Prior to collecting the samples, the soil was observed for
miscellaneous material, such as crushed concrete, asphalt, construction
debris, or other potential deleterious materials. A total of three (3) evenly
spaced discrete samples (SP-A, SP-B, and SP-C) were collected from varying
locations and depths (top, middle, and bottom of the stockpiles) for one (1)
composite sample (Comp SP).
Prior to collecting samples, soils at various locations in the stockpiles were
evaluated visually for signs of contamination (staining) and were screened for
the presence of Volatile Organic Compounds (VOCs) using a Photo-ionization
Detector (PID). No PID readings above 0.0 parts per million (ppm) were
reported. A shovel or trowel was used to dig into the stockpiles at various
locations and it was determined that soil types near the center of the stockpiles
were consistent with soils present at the surface of the stockpile. A portion of
soil from a minimum of three (3) screening locations at varying depths was
collected into sealable plastic bags and evaluated in the field.
Soils that may have come into contact with the shovel or trowel used to clear
away soil at selected screening locations were cleared away using a new nitrile
glove at each location to reduce the potential for cross contamination. Soil for
laboratory analyses was collected from the exposed portion of the stockpiles
directly into a laboratory-supplied 8 oz. glass jar. A sub-sample was also
collected at one (1) discrete location (SP-A) in accordance with EPA Method
5035 using Encore sample containers.
• Soil samples were submitted to Jones Environmental under chain of custody
control. The laboratory was requested to prepare one (1) composite sample
using the three (3) discrete samples. The laboratory was requested to analyze
the composite sample (Comp SP) for the following:
− EPA Method 8015M – Total Petroleum Hydrocarbon carbon chain
analysis (TPHcc; diesel and oil ranges)
− EPA Method 6010b/7470A – Title 22 (CAM 17) Metals

The discrete subsample collected in accordance with EPA Method 5035 (SP-A)
was analyzed for the following:
− EPA Method 8015M – TPH gasoline
− EPA Method 8260B – Volatile Organic Compounds (VOCs)
3.2 Field Quality Assurance/Quality Control
The following are some of the quality assurance and quality control measures that
were taken to evaluate the quality of the data generated:
• Standard EPA sample handling protocol, including chain-of-custody control
was followed.
• New, dedicated sampling equipment (acetate sleeves, jars) was used for the
collection of each sample.
• Samples were extracted and analyzed by the laboratory within 48 hours of
being collected.
3.3 Chemical Analytical Methods
The four (4) composite agricultural soil samples were analyzed for OCPs by EPA
Method 8081. The four (4) discrete agricultural soil samples were analyzed for
arsenic by EPA Method 6010B. Soil samples collected from deeper depths (1.0,
1.5, and 2.0-feet bgs) were archived by the lab pending results of initial analyses.
The one (1) composite stockpile sample was analyzed for TPH (TPHcc; diesel and
oil ranges) by EPA Method 8015M, and Title 22 (CAM 17) Metals by EPA Method
6010B/7470A. The discrete subsample collected in accordance with EPA Method
5035 was analyzed for TPH gasoline using EPA Method 8015M and VOCs using
EPA Method 8260B.

4.0 Presentation and Evaluation of Results
4.1 Analytical Results
A summary of the results is provided below. Analytical results were compared to
the Regional Water Quality Control Board’s (RWQCB’s) Environmental Screening
Levels (ESLs), and screening levels (SLs) based on the Department of Toxic
Substances Control (DTSC) Human Health Risk Assessment (HHRA) Notes 3 and
11, and/or EPA Regional Screening Levels (RSLs). Copies of the laboratory
analytical reports are included in Appendix A.
Agricultural Soil Sample Results
Arsenic was reported in one (1) discrete sample, sample B9-0.5, at a concentration
of 8.6 milligrams per kilogram (mg/kg), which is less than the upper-bound arsenic
background screening concentration of 12 mg/kg.
No OCPs were reported in the four (4) composite samples.
Stockpile Soil Sample Results
Nine (9) metals were reported in the sample as indicated in the following table:

No VOCs or TPH were reported in the samples.

4.2 Data Quality Assurance/Quality Control
4.2.1 Hold Times
The soil samples were transported to the laboratory under chain-of-custody
documentation, or were collected for onsite analysis, and were extracted
and processed within the appropriate hold time.
4.2.2 Laboratory Quality Assurance
The laboratory provided data to estimate precision, accuracy, and bias. The
laboratory report indicates that the method blanks and matrix spikes met
quality assurance objectives. Overall, the presented data are reliable and
useable for project decision making. Laboratory Quality Assurance data
are included in the analytical report in Appendix A.
4.2.3 Reporting Limits (RLs)
The RLs for OCPs in soil range from 10.0 to 20.0 micrograms per kilogram
(ug/kg).
The RL for Arsenic in soil was 5.0 mg/kg.
The RLs for all other metals ranged from 0.5 to 5.0 mg/kg.
The RLs for VOCs in soil range from 1.0 to 50 ug/kg.
The RLs for TPH in soil range from 0.2 to 10 mg/kg.

5.0 Interpretation and Conclusions
5.1 RECs and Potential Release Area(s)
The Converse Consultants Phase I ESA report identified historical agriculture
operations at the Site as a REC, and the presence of unidentified soil stockpiles
as an environmental concern.
5.2 Conceptual Model Validation/Adequacy of Investigations
It is our opinion that the field and analytical data validated the conceptual model,
and the investigation adequately evaluated the identified objectives of the Limited
Phase II Environmental Site Assessment Report.
5.3 Absence, Presence, Degree, Extent of Target Analytes
Agricultural Soil Samples
Arsenic was reported in one (1) discrete agricultural sample at a concentration less
than upper-bound arsenic background screening concentration of 12 mg/kg.
OCPs were not reported in any of the samples analyzed.
Stockpile Soil Sample
Nine (9) metals were reported in the composite stockpile sample. All reported
metals concentrations were less than their respective screening levels.
No TPH or VOCs were reported in the samples analyzed.
5.4 Other Concerns
5.4.1 Significant Assumptions
No significant assumptions were encountered during this assessment.

5.4.2 Limitations and Exceptions
At agricultural sample boring location B6, a sample from 2.0-feet bgs was
not able to be collected due to poor sample recovery.
No other limitations or exceptions were encountered during the completion
of this Limited Phase II Environmental Site Assessment Report.
5.4.3 Special Terms and Conditions
No special terms or conditions need to be noted in this Limited Phase II
Environmental Site Assessment Report.
5.5 Conclusions/Objectives Met
Converse has performed a Limited Phase II Environmental Site Assessment at
7844-7866 Citrus Avenue, Fontana, California, in general conformance with the
scope and limitations of ASTM E1903-19 and the following objectives:
• Evaluate the REC and environmental concern in connection with the Site that
were identified during the Phase I ESA conducted by Converse Consultants.
• Identify if potential target analytes are present at concentrations greater than
a threshold criteria.
Converse presented the following findings from this assessment:
Agricultural Soil Samples
Arsenic was reported in one (1) discrete agricultural sample at a concentration
less than upper-bound arsenic background screening concentration of 12
mg/kg.
OCPs were not reported in any of the samples analyzed.
Stockpile Soil Sample
Nine (9) metals were reported in the composite stockpile sample. All reported
metals concentrations were less than their respective screening levels.
No TPH or VOCs were reported in the samples analyzed.

Based on the findings of this assessment, the objectives of this Limited Phase II
Environmental Site Assessment Report were completed.

6.0 Recommendations
No OCPs were reported in the agricultural samples collected at the Site, and arsenic was
reported in only one (1) sample at a concentration less than the upper-bound arsenic
background screening concentration of 12 mg/kg; therefore, the Site does not appear to
be significantly impacted by historical onsite agricultural use.
Results of stockpile sample analyses indicated the presence of nine (9) metals at
concentrations less than their respective screening levels. No VOCs or TPH were
reported in the samples. Therefore, the stockpiled material appears to be suitable for
reuse onsite. Should the stockpiled material be removed for disposal, prior to removal
the analytical data should be presented for acceptance to the location that will take the
soil because the acceptance criteria for metals concentrations may vary.

This report is for the sole benefit and exclusive use of RC Homes, Inc. in accordance with
the terms and conditions under which these services have been provided. The
preparation of this report has been in accordance with generally accepted environmental
practices. No other warranty, either express or implied, is made. This report should not
be regarded as a guarantee that no further contamination beyond that which could be
detected within the scope of this assessment is present at the Site.

Converse makes no warranties or guarantees as to the accuracy or completeness of
information provided or compiled by others. It is possible that information exists beyond
the scope of this assessment. It is not possible to absolutely confirm that no hazardous
materials and/or substances exist at the Site. If none are identified as part of a limited
scope of work, such a conclusion should not be construed as a guaranteed absence of
such materials, but merely the results of the evaluation of the Site at the time of the
assessment. Also, events may occur after the Site visit, which may result in
contamination of the Site. Additional information, which was not found or available to
Converse at the time of report preparation, may result in a modification of the conclusions
and recommendations presented.
Any reliance on this report by Third Parties shall be at the Third Party’s sole risk. Should
the User wish to identify any additional relying parties not previously identified, a
completed Application of Authorization to Use (see following page) must be submitted to
