HomeMy WebLinkAboutAppendix E - Cultural Records Search 14010 Poway Road, Suite A, Poway, California 92064; Phone (858) 484-0915 April 17, 2024 Norah Jaffan EPD Solutions, Inc. 3333 Michelson Drive, Suite 500 Irvine, California 92612 RE: Cultural Resources Records Search Results for the 14970 Jurupa Avenue Project, APNs 0237-122-07 and 0237-121-03, Fontana, San Bernardino County, California Dear Ms. Jaffan: At the request of EPD Solutions, Inc., BFSA Environmental Services, a Perennial Company (BFSA), has prepared a cultural resources records search for the 14970 Jurupa Avenue Project located at 14970 Jurupa Avenue (Assessor’s Parcel Numbers [APNs] 0237-122-07 and 0237-121-03) in the city of Fontana, San Bernardino County, California. As part of the environmental review process, BFSA conducted a cultural resources records search at the South Central Coastal Information Center (SCCIC) at California State University, Fullerton on March 25, 2024. The records search encompassed the project and a one-half-mile radius surrounding the project. The records search identified one previously recorded resource within the subject property, Site SBR-7426H, the historic Declezville Branch Line of the Southern Pacific Railroad. This portion of the line was recorded in 1993 by Archaeological Advisory Group during a cultural resources assessment of the Santa Ana and Live Oak railroad crossing. As the site record form does not indicate if the resource has been evaluated for inclusion on the California Register of Historical Resources or the National Register of Historic Places, it would need to be evaluated as part of any proposed development. An additional five resources are recorded within one-half mile of the project, including Declez Ranch, two historic transmission lines, a historic sewage treatment plant, and historic concrete footings with an associated trash scatter. The records search results also indicate that 18 previous studies were conducted within one-half mile of the project, none of which cross the subject property. AlO.Environmental Setting:(Describe vegetation,fauna,soils,geology,landform,slope,aspect,exposure,etc.): The site is located on level terrain,in a formerly agricultural area known as South Fontana.Vegetation in the area includes native sunflower,wild mustard,tumbleweed,foxtail,and eucalyptus. All.Historical Information:Archival records show that the property was part of the Semi-Tropic Land and Water Company’s 1887 land purchase that was acquired for development by A.B.Miller et al.as the Fontana Farms Company in the early l900s.The Fontana Farms hog ranch,a branch of the conglomerate,was spread across the landholdings.The Declezville portion of the swine—raising operation,where the site is located,was started in 1920.The following year,the company contracted with the City of Los Angeles to receive “wet garbage”that arrived by rail and was dumped directly into the pens.Longtime San Bernardino resident Peggy Hambly,whose husband worked at the Kaiser Steel Mill in Fontana,recalled that local residential trash service also routinely included pick-up of a separate container for organic refuse that was delivered to the hog farm.By 1925,the company’s hog population numbered 44,244, making it the largest swine farm in the world at the time.Fontana Farms Company remained the owner of the property until 1945 before deeding it to M. H.and Sidney Lerner and A.A.Spiegle,who in turn deeded it to Riverside Grain and Milling around 1948.The Lerner family apparently had grain, milling,and other agriculturally—oriented enterprises in Fontana.By 1959,all of the hogs and almost all of the attending structures had been removed from the site area and elsewhere in the vicinity,but the remnant footings marking the boundaries between hog pens,the pairs of risers along the walls between adjacent pens,and what appeared to be concrete pads for a small structure in each pen remained until sometime after 2011,when the pads were evidently removed. A13.Interpretations:(Discuss scientific,interpretive,ethnic,and other values of site,if known)Among the features and artifacts recorded at the site,the footing segments evidently once supported walls and/or other structures between two adjacent rows of hog pens.The refuse scatter may represent residual items imported along with the “wet garbage”used to feed the pigs,but no exact depositional context could be established from field observations.The precise use for the concreteriserscouldnotbeestablishedempirically,although they likely served tofacilitatewateringthepigsasauser—end device connected to a subsurface pipeline. A14.Remarks:The hog ranch that once occupied the site area was among the manyagriculturalenterprisesstartedbyA.B.Miller and the Fontana Farms Company in the early l900s.The features and artifacts recorded at the site hail from the agricultural heyday of the South Fontana area before its gradualtransitiontoamoresuburbanandincreasinglyindustrialrole.While an association to this important theme in local history is easily established, these fragmented relics from the area’s rural past do not demonstrate a unique,important,or particularly close association this historic theme or with any other pattern of historic events. Similarly,the site does not demonstrate a particularly close association with the productive life or accomplishments of A. B.Miller or any other persons of recognized historic significance,nor do the features exhibit any special or notable merits in terms of design,construction,engineering, or aesthetics.In terms of information potential,the common refuse items and fragmented,minor features at the site contribute very little archaeological data for the study of history,and certainly not important data.What little data potential the site retains,in fact,has been exhausted through its recordation into the California Historical Resources Inventory. Based on these considerations,this site does not appear eligible forlistingintheNationalRegisterofHistoricPlacesortheCaliforniaRegister of Historical Resources. Feature 1 is a dispersed 1930s refuse scatter featuring broken restaurant plateware of heavy porcelain coffee cups, bowls, plates, tiny butter dishes, and fluted tumblers. Most of the ceramics are decorated with plain colors or have colored bands. Some decal and transfer wares are also present, as are some Japanese porcelain bowls. Few glass bottles other than Clorox and condiment bottles are represented, with the latest type dating to 1938. Feature 2 is a line of 22 weathered concrete risers for flood irrigation that cross the property in an east-west orientation. The risers stand at a height of 2.5’ and have an internal diameter of 24”. They were originally paired, with two risers at each spot. Feature 3 is a linear concrete alignment to the south of the risers. This impacted “footing” consists of two raised, curb-like alignments spaced approximately 7’ apart, and each footing has a width of 5” and a height of 10”-12”. The feature is now broken into 13 segments. It may have been associated with early agricultural activities, perhaps sheds, and local gravels and rocks were used in the poured concrete. A5. The site measures approximately 450x280 feet in size. The sewage treatment plant consists of a large concrete settling tank, an above-ground sludge digestion tank, a small concrete tank, and two small buildings. The settling tank has a diameter of approx. 72 feet with a depth of over 8 feet. A small portion of the settling tank has been filled with some soil and debris. The sludge digestion tank has a diameter of approx. 50 feet and stands over 8 feet high. The small concrete tank is located between the settling tank and the sludge digestion tank. It has a diameter of approximately 20 feet and stands over 6 feet tall. The two buildings measures approximately 35 x 30 feet and approximately 40 x 30 feet in size.
