HomeMy WebLinkAboutAppendix L - Queuing Analysis MemoThis Queuing Analysis evaluates the proposed residential project situated southeast of the intersection of Baseline Avenue and Orlando Drive in Fontana, identified by Assessor’s Parcel Number (APN) 1110-171- 02.The Project site encompasses 3.33 acres, and the Project proposes the development of 54 attached residential dwellings, resulting in a net density of 16.22 dwelling units per acre (du/ac). The current site is vacant and undeveloped. The purpose of this analysis is to determine whether sufficient queuing can be accommodated with the addition of the proposed Project. The proposed Project site plan is shown in Figure 1, Project Site Plan. Project Trip Generation A project trip generation analysis was prepared to determine the trip generation of the proposed Project. The analysis is based on trip rates from the Institute of Transportation Engineers (ITE), Trip Generation Manual, 11th Edition. As shown in Table 1, Project Trip Generation, the proposed Project is forecast to generate 364 daily trips including 21 trips during the AM peak hour and 27 trips during the PM peak hour. Table 1: Project Trip Generation Project Access and On-Site Circulation Local access to the site is available through two ingress and egress points: one on Orlando Drive and another on Lime Avenue. The driveway on Orlando Drive is 35 feet wide and the driveway on Lime Avenue is 39.5 feet wide. Internal circulation is provided via one main 35-foot-wide drive aisle and 26-foot-wide drive aisles branching off of the main drive aisle which provides access to the individual units. There is approximately 105 feet of space between the intersection of Baseline Avenue at Orlando Drive and the main proposed driveway on Orlando Drive. To: From: Date: Site: Subject: City of Fontana Maryam Javanmardi, Chad Karns, EPD Solutions, Inc. 9/6/2024 Southeast of the intersection of Orlando Dr at Baseline Ave in City of Fontana Queuing Analysis Memo Baseline Residential Project Queuing Analysis Regional access to the Project site is supported by Interstate 15 (Ontario Freeway), Baseline Avenue, Orlando Drive, and Lime Avenue. The intersection of Baseline Avenue at Lime Avenue currently is right- in/right-out. Existing Traffic Volumes Traffic volumes were collected at the intersection of Baseline Avenue at Orlando Drive on Tuesday, August 20th, 2024, during the AM (7-9 AM) and PM (4-6 PM) peak periods. It should be noted that 55 westbound U-turns were observed during the AM peak hour (between 7:15 and 8:15 AM). Opening Year 2026 To forecast Opening Year 2026 Background Volumes, a growth rate of 2% was applied to the existing counts. Additionally, AM and PM peak hour trips as described in the Project Trip Generation section, above, were added to the study intersection to analyze Opening Year 2026 Plus Project conditions. For a more “conservative” scenario, 70% of outbound trips were distributed to the northbound left turn movement at the Baseline at Orlando intersection, with 10% making a northbound right turn; the remaining 20% would exit the site via Lime Avenue. Similarly, 70% would enter the site utilizing the eastbound right turn movement and 30% would enter the site utilizing the westbound left turn movement at Orlando Drive at Baseline Avenue. It should be noted that the Lime Avenue/Baseline Avenue intersection is right in/right out only, which is why 80 percent are expected to exit and 100 percent will enter the site using the Orlando Drive intersection. Signal timing plans for Lime Avenue/Baseline Avenue were obtained from the City and utilized specifically for this analysis. Queuing Analysis Queue lengths were evaluated as a metric of geometric requirements. Particularly for turning movements, as a queue forms, the lane can become blocked. When a queue length exceeds the storage length provided, additional turn lanes and adjacent through lanes can become blocked. The result is a shockwave that sends queues upstream and deteriorates intersection operations. 95th percentile queues were performed at the signalized study intersection using the PTV Vistro 2024 software. Currently, there is a striped 160-foot westbound left turn (WBL) lane at Baseline Ave. As shown in Table 2, Queuing Analysis, sufficient storage for the WBL movement is anticipated as the 95th percentile queue is forecast to be 149 feet during the AM peak hour and 147 feet during the PM peak hour in the Background Plus Project conditions, which would not exceed the 160-foot storage length. Although Table 2 shows the queues in all directions at the intersection, this analysis is focused on the south leg of the intersection to ensure that driveway operations are not impeded by intersection queuing. The northbound approach at Orlando Drive provides a shared lane for both left and right-turning movements. The northbound approach 2-lane approach at the intersection is 19 feet wide and therefore considered a de facto right-turn lane (25 feet). Based on the 95th percentile shown below for the northbound approach at Orlando Drive, 132 feet and 129 feet of queuing would be required for the northbound left-turn movement in the Year 2026 Background Plus Project AM and PM peak hour conditions respectively. When the signal timing is optimized under Year 2026 Background Plus Project condition, the 95th percentile queue would be 67 feet during the AM peak hour and 38 feet during the PM peak hour, well within the 105 feet spacing between the signalized intersection and the proposed driveway as shown on the site plan. It should be noted that the worst level of service and delay at the study intersection under all study conditions is 11.84 seconds (LOS B) under Background Plus Project AM peak hour conditions. Turning movement counts are included as Appendix A, and Vistro queuing analysis worksheets are included in Appendix B. To ensure that adequate queuing is maintained on the northbound approach at Orlando Drive and Baseline Avenue and that queues to not block the project driveway, the following measures are recommended: Page | 2 Baseline Residential Project Queuing Analysis Page | 3 - Parking shall be restricted on the east side of Orlando Drive between Baseline Avenue and the project driveway. - The project applicant shall provide a payment as part of the project mitigation fees to ensure that the signal timing at the intersection of Orlando Drive and Baseline Avenue is monitored and optimized after project opening to ensure queues on the northbound approach are minimized.
