The total project area is 13.2 ac of which 5.7 ac being parcel 2 will be dedicated to the City of Fontana. This area will remain undeveloped except for a graded rock fall protection slope. The project is located southeast of Village Drive and the Declez Channel in the City of Fontana. The current site is vacant and barren with large rocks. The existing site is located within the Declez Channel drainage area and tributary to an existing 24” Storm Drain System in Village Drive. Both of these storm drain systems both have an existing CMP risers that extend into the site. We have continued the existing drainage pattern by draining the developed 7.5 ac storage facility to a detention basin and then into the Village Drive storm drain. The offsite water from the rock slope behind the project will continue to drain to Declez Channel via a storm drain connection to the existing riser that joins the Declez Channel. The current land use for the site was to be zoned for a park. We are proposing an infiltration/ detention basin to reduce the storm flow to 90% of the predeveloped runoff. Purpose The purpose of this preliminary drainage report is to determine storm water runoff for the existing and developed site. The report will also demonstrate and quantity the storm water mitigation for the 100-yr storm event. Criteria The criteria utilized for hydrologic analysis is the San Bernardino County Hydrology Manual and San Bernardino County Detention Basin Policy. AES software was used for the Rational Method Hydrology and CivilDesign software for unit-hydrograph analysis & basin routing analysis. Findings The existing 100-yr hydrology for the 7.5 ac is 13.3 cfs of runoff. In the proposed condition, the storage facilities developed 100-yr hydrology will generate 25.7 cfs. The proposed detention basin will reduce the developed flows down to 10.9 cfs being less that 90% of the pre-developed flow rate. The lower 4.8’ of basin water will be infiltrated for WQMP requirements and the top 3.2ft will be used for detention. The detention basin outlet pipe will be a 18” RCP that will join the Village Drive system. The existing Village CMP riser will be removed at the proposed detention basin outlet pipe. The onsite storm drain will be onsite of 4 36”x 36” grate inlets near the detention basin. The grate inlets will to a 24” storm drain pipe that will be the detention basin inlet pipe. The final drainage report will have the routing for the 25-yr, 10-yr and 2-yr storm events.
