1 Introduction
Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15164, an addendum to the Program
Environmental Impact Report for the Southwest Industrial Park Specific Plan Update and Annexation Project (State
Clearinghouse No. 2009091089) (herein referred to as the PEIR) was prepared for the Banana Avenue and Rose
Avenue Warehouse Project (project). Pursuant to CEQA Guidelines Section 15168(c)(3), when preparing an
addendum to a program environmental impact report (EIR) an agency shall incorporate feasible mitigation
measures and alternatives developed in the program EIR into later activities in the program. Pursuant to CEQA
Guidelines Section 15168(c)(3), the addendum to the PEIR for the Santa Ana Avenue and Almond Avenue
Warehouse Project incorporates the mitigation measures included in the PEIR.
CEQA requires that a public agency adopting an Environmental Impact Report (EIR) take affirmative steps to
determine that approved mitigation measures are implemented after project approval. The lead or responsible
agency must adopt a reporting and monitoring program for the mitigation measures incorporated into a project or
included as conditions of approval. The program must be designed to ensure compliance with the EIR during project
implementation (California Public Resources Code, Section 21081.6(a)(1)).
This Mitigation Monitoring and Reporting Program (MMRP) will be used by the City of Fontana (City) to ensure
compliance with adopted mitigation measures identified in the addendum to the PEIR for the project when
construction begins. The City, as the lead agency, will be responsible for ensuring that all mitigation measures are
carried out.
The remainder of this MMRP consists of a table that identifies the mitigation measures by resource for each project
component. Table 1 identifies the mitigation monitoring and reporting requirements, list of mitigation measures,
party responsible for implementing mitigation measures, timing for implementation of mitigation measures, agency
responsible for monitoring of implementation, and verification method. With the addendum to the PEIR and related
documents, this MMRP will be kept on file at the following location:

MM-4.2-1b: Prior to the issuance of any grading
permits, all applicants shall submit construction
plans to the City of Fontana denoting the proposed
schedule and projected equipment use. Construction

MM-4.2-1d: Projects that result in the construction of
more than 19 single-family residential units, 40
multifamily residential units, or 45,000 square feet

required to apply paints either by hand or high

may reduce volatile organic compounds (VOC)
associated with the application of paints and
coatings by an estimated 60 to 75 percent.

In the event Native American cultural resources are
discovered during construction for future
