APPENDIX J OMNITRANS ROUTE 14………….……………………....…… APPENDIX K 1.0 Executive Summary This report presents the results and conclusions of a Site Feasibility Study for the property located at 17747 Foothill Boulevard in Fontana. While there are specific next steps for each area of concern that this Site Feasibility Study looked into, the following summary of issues are those issues that are deemed to take some time to resolve, or are issues of a character that will have an impact to the site planning of the proposed apartment community project. ZONING: Current zoning does not allow for an apartment community to be considered on these parcels. Apparently, the City is re-zoning to allow apartments. The timeline of re-zoning and the specific metrics (density, setbacks, height restrictions, etc.) of the new zone need to be ascertained. ENCUMBRANCES: The project site has two non-plottable easements and one plotted easement. Work needs to begin with Title and Survey to quitclaim or otherwise extinguish these easements to fully enjoy the use of the land. DRAINAGE: The project site is flat, in a City that is relatively flat, and no known drainage facilities are in the vicinity of the project. The project will be required to detain stormwater flows, and with no know outlets the system will need to be shallow (read: build up site to provide positive drainage) or a detention system will need to be incorporated with dry well low flow systems. In either case the drainage and water quality devices needed for this type/size of apartment community tend to take up space. As such, these drainage/water quality solutions need to be addressed during the development of a site plan for the project. UTILITIES: While water and sewer infrastructure exist around the subject property, water availability and sewer capacities are unknown at this time and need to be further studied through discussions with the City of Fontana (sewer) and Fontana Water Company. 2.0 Property Location Map and Photos 2.1 Introduction This Site Feasibility Study was prepared at the request of Frontier Communities. to determine the availability/disposition of existing utilities, anticipated improvements due to potential project impacts, and design conditions/criterion for the proposed apartment project. The information provided herein was gathered from the City, local agencies, and utility providers and serves only as a preliminary engineering investigation. It should be noted the information contained in this report is based on data currently available at the time and is subject to change. 2.2 Location The proposed Frontier Communities Fontana Apartment project is located at 17747 Foothill Boulevard in the incorporated City of Fontana (between Alder Ave and Laurel Ave). The project site is a vacant parcel with remnants of previous development (concrete building slabs/foundations) and located within a relatively flat area. The surrounding areas consist of the following: NORTH: Foothill Boulevard WEST: Alder Avenue and a mix if single-family homes and commercial structures EAST: a mix of commercial structures and single-family homes SOUTH: single family homes 3.0 Current Property Zoning and Required Project Zoning The proposed Frontier Fontana Apartment site is located in the incorporated City of Fontana and has the General Plan designation of CC – Community Commercial and a Zoning designation of C-1: Community Commercial. Copies of the General Plan and the Zoning District Map can be found in the appendices to this report. Based on the project’s desire of an apartment community, a General Plan change and Zone Change will be required for the project. Further, via communication with Frontier Communities, the City of Fontana is currently processing a General Plan amendment and a Zone Change to Multi-Family Medium/High Density Residential (R-3) that would allow the site to be used as an apartment project. Assuming a change to an R-3 zone, the proposed apartment project would be a permitted use and would be routed through the City of Fontana Development Advisory Board for approvals. NEXT STEPS: (1) Ascertain the City’s proposed timeline for the General Plan Amendment & Zone Change for the project site. (2) Ascertain specific zoning being introduced for the project site, focusing on setbacks, density, heights and other site planning related constraints 4.0 CEQA Review Process There are three types of CEQA documents: Categorical Exemption (CE), Negative Declaration (ND)/Mitigated Negative Declaration (MND), and Environmental Impact Reports (EIR). The City of Fontana Planning Department will determine the appropriate level environmental document for the project per CEQA guidelines and per the information of the project disclosed on the City’s Environmental Information Form. NEXT STEPS: (1) Prepare the City’s Environmental Information Form and submit with Application (or Pre-Application) (2) Prepare Phase 1 site investigation 5.0 Anticipated Property or Project Requirements 5.1 Abandonment’s/Exactions/Assessments Based on review and plotting of the easements fond in the project’s Preliminary Title Report there appears to be one easement that traverses the land that might need to be quitclaimed. The easement in question is a 20’ wide easement to Southern California Gas Company and is shown as Item #18 on the project’s preliminary title report. In addition to the gas easement, there are two additional easements that are unplottable (Item #11 and Item #12 on the project’s preliminary title report). Further assessment of these two easements by the Title Company will need to be initiated during the nest phases of the project’s development. Lastly there are easements granted for public roadway uses on the Foothill Boulevard frontage and a missing gap of roadway easement on Alder Avenue. It appears that the existing roadway easements will not constrain the site’s development. Based on the GIS data researched online, there are no anticipated special assessment districts covering the project. NEXT STEPS: (1) Work with Title Company to ascertain applicability of the two non-plottable easements (PTR Items # 11 and #12) (2) Work with SoCal Gas Company to quitclaim existing easement that traverses site (PTR Item #18) (3) Work with City to ascertain appropriate mapping solutions to coalesce the 6 parcels into one parcel (either through a Lot Consolidation/Lot Line Adjustment process or through a Tentative Map/Final Map process) (4) Prepare an ALTA survey of the subject parcels 5.2 Environmental/Archeological/Paleontological At this time, after review of public records available through the State of California Department of Toxic Substances Control there appears to be no known active or closed permits for the proposed project site. A more detailed study and/or environmental document (Phase 1) will determine if there are additional constraints on the project due to potential archeological and paleontological history, endangered species, or other environmental constraints. Based on onsite investigation, there are no wetland issues on the project site. It is currently a graded, non-developed parcel; however, the site does not contain any low- lying areas or any apparent wetlands habitat at this point. It is recommended that a biologist review the site to confirm observations. NEXT STEPS: (1) Prepare Phase 1 site investigation 5.3 Traffic/Roads/Improvements The project is bounded to the north with Foothill Boulevard, a major east-west corridor through the area with a frontage along Foothill Boulevard of approximately 450 lineal feet. The project site also has frontage along Alder Avenue, a local collector that runs in the north-south direction. Access to both of the public roadways should be considered in the site planning of the project. In looking at the constructed roadways along Foothill Boulevard there appears to be a minor widening (approximately 10’ wide) in the eastbound lane (this occurs on the frontage of APN 0246-011-11, Parcel 1 of the PTR). This occurs for approximately 100 lineal feet in the northeast frontage along Foothill Boulevard. The Alder Avenue frontage appears to be fully built out. NEXT STEPS: (1) Prepare and submit City of Fontana Research Request Form for as-builts of street related information 5.4 Transit Service The project site is served by Omnitrans. Currently there are 10 distinct routes that service the City of Fontana, connecting Fontana to adjacent Cities. These routes are #10, #14, #15, #19, #61, #66, #67, #82, #312 and #329. Specifically route #14 traverses the site on Foothill Boulevard with a planned stop at Sierra/Foothill (1 mile west of site) and Foothill/Linden (1 mile east of site). 5.5 Fire The fire protection agency for the project site is the Fontana Fire Protection District with emergency services, fire prevention services and administrative services provided through the San Bernardino County Fire Department. The closest fire station to the project site is approximately 1.3 miles to the southwest at 16980 Arrow Boulevard. Through the general building permit application process the developer will be referred to the Fire Department for separate fire & life/safety permits. As the proposed project is a multi-family dwelling, it is highly likely that a separate fire permit will be initiated through the building plan check process. NEXT STEPS: (1) Prepare and submit City of Fontana Research Request Form for as-builts of street related information 6.0 Utility Availability 6.1 Drainage Improvements In discussions with City staff, standard underground drainage facilities (storm drains) are non-existent in the area of the proposed project. Existing projects in the are surface drain to the surrounding roadways and ten drain downhill (southwesterly) in the roadway right- of-way to approved drainage facilities. Without the availability of drainage facilities to tie into, the proposed apartment project will need to temporarily detain the difference between existing condition 100-year rainfall and the post-project 100-year rainfall. This can be accomplished by an open-air detention basin, an underground storage chamber, or a combination of both. Since there are no underground drainage facilities to drain the detention basin or underground storage chambers, the on-site storm drain system will likely need to utilize a dry well system to drain the chosen detention facility. The FEMA map for this project site is Community Panel 06071C8656H. A FIRMette of this panel is attached in the appendices and shows no mapped flood concerns. NEXT STEPS: (1) Prepare and submit City of Fontana Research Request Form for as-builts of drainage facilities and drainage studies in the area (2) Prepare preliminary Geotechnical Report, inclusive of infiltration rate studies (3) Prepare preliminary water quality report based on site layout 6.2 Sewer Improvements Sewer facilities in the area of the project are owned and operated by the City of Fontana. Based on information obtained from discussions with the City of Fontana, there exists an 8” sewer in Alder Avenue that the project site is tabled to flow to. Sewer does not exist on Foothill Boulevard. The future apartment project will need to connect its sewer to Alder Avenue or extend the Alder Avenue sewer up to and easterly on Foothill Boulevard. To get index map information or as-built information from the City requires a fee submittal and official request for information to the City. It is suggested that any follow-on steps for this project include the formal information request and fees to the City. NEXT STEPS: (1) Prepare and submit City of Fontana Research Request Form for as-builts of sewer system and Sewer Availability Letter 6.3 Water Improvements Water facilities in the area of the project are owned and operated by Fontana Water Company (FWC). In consultation with FWC there is an existing 12-inch water main line adjacent to the site in Foothill Boulevard, a 6” water main on the far side of Foothill Boulevard, and a 6” and 24” water main on the far side of Alder Avenue. The ability to connect the proposed apartment project to two different water mains on Alder Avenue and Foothill Boulevard will assist in meeting the fire flows needed for the project. FWC has a fee submittal and application process for obtaining flow/pressure information as well as water availability information (will-serve). It is suggested that any follow-on steps for this project include the formal information request and fees to FWC. NEXT STEPS: (1) Prepare and submit Fontana Water Company Request Form for as-builts of water system, flow & pressure availability, and Water Service Availability letter 6.4 Dry Utilities Based on site review dry utilities exist in the immediate vicinity of the project site, both on Foothill Boulevard and Alder Avenue. It should be noted that there are aerial facilities adjacent to the site. A pole line exists on the far side of Foothill Boulevard. A pole line exists along the project’s frontage on Alder Avenue. The City could request the frontage along Alder Avenue to be undergrounded since it is contiguous to the proposed development site. However, the pole line on Foothill Boulevard is on the far side (north right of way) and is technically not contiguous to the site. The Facility Fee applicable for increases in the size of existing meters or the diameter of private fire service connections shall be computed as the difference between the Facility Fee applicable to the existing meter size or private fire service connection size and the larger meter size or private fire service connection size requested by the customer. 6.
