(GEOTEK) conducted a Limited Phase II Environmental Site Assessment (ESA) for the subject property, comprised of approximately 6.99 acres, located in Fontana, San Bernardino County, California (see Figure 1). Based on readily available historic information (GEOTEK, 2022), the Site appears to have historically been utilized for agriculture from at least 1938 to at least 1949. As such, it was recommended to perform some limited pesticide testing (GEOTEK, 2022). Field Work In order to address the potential concern regarding historic agricultural use and possible pesticide use, GEOTEK collected seven (7) soil samples from a depth of up to approximately one to six inches below the existing ground surface and submitted for analysis of organo-chlorinated pesticides (OCP) in accordance with United States Environmental Protection Agency (EPA) Method 8081A and arsenic in accordance with EPA Method 6010B. Frontier Enterprises Project No. 2982-CR 17747, 17759, 17795 and 17797 Foothill Boulevard February 25, 2022 Fontana, San Bernardino County, California Page 2 Soil Laboratory Test Results Analysis of the soil samples detected measurable quantities of the OCP constituent DDE in one (1) of the soil samples collected. The applicable results of the laboratory analysis are summarized in the following table: TABLE I OCP SUMMARY ANALYTICAL RESULTS Sample 4, 4’ DDE (ug/kg) O1 <10 O2 <10 O3 <10 O4 14 O5 <20 O6 <20 O7 <20 Screening Level 2000* ug/kg = micrograms per kilogram * = EPA Regional Screening Levels (RSLs) for residential soil (November 2021) The detected OCP constituents are all in a concentration well below the screening level for residential soils, as determined by EPA Regional Screening Level (RSL) for residential soil, May 2021 (TR=1E-06, HQ=1.0). Analysis of the remaining OCP constituents in the soil samples tested were below EPA screening levels for residential soils. Analysis of the soil samples detected measurable quantities of arsenic in eleven (11) of the soil samples tested and collected from the Site. Therefore, it is our opinion that the arsenic detected in samples A1, A2, A3, A4, A6 and A7 are not the result of environmental contamination but is naturally occurring. The laboratory report and Chain-of-Custody documentations are included in Appendix F. Closure Based on the laboratory testing completed, there appears to be minor amounts of the OCP constituents, as well as minor concentrations of arsenic. However, the detectable quantities are below the residential screening limits for residential soil. Based on this limited testing, there are no obvious sources of near surface contamination as a result of the previous pesticide use on this Site. Therefore, it is our opinion that additional investigation is not warranted at this time.
