SUBJECT: Review of the Historic Structure Assessment for the 10622 and 10642 Tamarind
Avenue Buildings, Revised April 18, 2022
LSA has completed its review of the Historic Structure Assessment for the 10622 and 10642
Tamarind Avenue Buildings (referred to in this memorandum as the HSA) prepared by Brian F. Smith
and Associates, Inc. (April 18, 2022) for the First Tamarind II Logistics Project in Fontana. The
purpose of this peer review is to determine whether the HSA was revised in compliance with LSA’s
previous comments (March 23, 2022) so that it conforms to accepted methodologies, standard
practices, historic preservation regulations, and applicable provisions of the California
Environmental Quality Act (CEQA).
Based on LSA’s review, the HSA has been revised as recommended. The revisions, including the
addition of information regarding the post‐World War II period and evaluations under the City of
Fontana’s (City) criteria, strengthen the original conclusion that neither building is historically
significant and make the document more defensible.
LSA only has two minor comments that Brian F. Smith and Associates, Inc. may want to consider
before finalizing the HSA. At the bottom of page 8, the excerpted text incorrectly states that Fontana
is on the borders of Los Angeles and the Mojave Desert. On page 35, the discussion under the City’s
criterion 5 is unclear and perhaps missing words.
