The contractor shall provide adequate detours to the satisfaction of the City Traffic Engineer. A detailed plan of such detours shall be submitted to the City Traffic Engineer at least five (5) days prior to the time the contractor wishes to close off the street or in any •way restrict the traffic flow. In actual street closures, the submitted plan shall indicate the route of the detour, the character of the temporary pavement where required, and a layout of the locations of signs and. lighting. In all other cases, the contractor shall provide adequate traffic flow in both directions. If traffic cannot be maintained the contractor shall provide flagmen who's sole duties consist of directing traffic through and around the work. In all cases, the approval of a suitable plan shall be granted to the contractor prior to the beginning of construction.
