All primary and secondary impacts of the project were evaluated and it was determined by staff that the project will not negatively impact the environment. The project will instead protect the environment and surrounding areas, due to more sewer facilities to serve approximately 507 acres within the Southeast Fontana Sewer Drainage Basin area south of Santa Ana Avenue, which is contributory to the pump station. 2. The physical changes resulting from the project will protect the social and economic structure of the City. 3. The project shall be designed, constructed and inspected to meet City and County standards. The Standard Specifications for Public Works Construction, also known as the "Green Book" will control the general provisions, construction materials and construction methods for this project. See Environmental Checklist for a description of mitigation measures (attached). Name and Address of Project Applicant: City of Fontana, 8353 Sierra Avenue, Fontana, CA 92335 Project Description: Construction of pump station, force main, and removal and reconstruction of street paving. Findings of Exemption: I . An Initial Study has been prepared by the Lead Agency to evaluate the project's effects on wildlife resources, if any. 2. The Lead Agency hereby finds that there is no evidence before the City that the project will have any potential for adverse effect on the environment. 3. The project *will X will not result in any changes to the following resources: (A) Riparian land, rivers, streams, watercourses and wetlands; (B) Native and non-native plant life and the soil required to sustain habitat for fish and wildlife; (C) Rare and unique plant Life and ecological communities dependant on plant life; (D) Listed threatened and endangered plants and animals and the habitat in whcy they are believed to reside; (E) All species listed as protected or identified for special management in the Fish and Game Code, the Public Resources Code, the Water Code or regulations adopted thereunder; (F) All marine and terrestrial species subject to the jurisdiction of the Department of Fish and Game and the ecological communities in which they reside; and (G) All air and water resources, the degradation of which will individually or cumulatively result in a loss of biological diversity among the plants and animals residing in that air and water. *If the project will result in changes to any of these resources, the City has, on the basis of substantial evidence, "rebutted" the presumption of adverse effect to these resources. A statement in support of this rebuttal is attached. CERTIFICATION: I hereby certify that the Lead Agency has made the above finding(s) of fact and based upon the Initial Study and the hearing record the project will not individually or cumulatively have an adverse effect on wildlife resources, as defined in Section 711.2 of the Fish and Game Code.
