DISCUSSION: The San Bernardino County Transportation Department (SBCTD) is proceedingon the construction of the Stover Avenue Street Improvements from Hemlock Avenue to Popular Avenue with partial funding by SANBAG. The SBCTD needs to be under construction with the street improvements by September 15th without jeopardizing the SANBAG funding. The installation of the master sewer line from Hemlock Avenue to Popular Avenue prior to construction of the street improvements within this reach is being coordinated with the SBCTD. The SBCTD has incorporated special instructions in their Street Improvements construction contract documents upon completion of the utility relocations, clearing and grubbing by their contractor to leave a 60 day period ("window") in their construction schedule to allow the City to install the sewer main line and laterals. To meet this schedule, it is necessary to have the authorization for the City Manager to execute the City's construction contract for the sewer project.
