being, I will continue to issue the weekly report that Tim used to prepare, until other arrangements

Program Management
o Presented draft version of CPMS Database to Engineering for review.
o Entered data for North Fontana Bond Projects into CPMS, continue developing database
forms and reports.
o Submitted a revised scope of work to the City for FY 2003-04.
o Awaiting meeting with Teri and James to establish a process for extracting actual cost
data from the J.D. Edwards system. A meeting was tentatively scheduled for 9/17.
o Awaiting Engineering's comments regarding on schedule template distributed 9/2.
Civic Center
o Prepared the agenda, chaired, and prepared the minutes for the Project and Safety
Meeting
o Processed numerous RFIs and submittals
o Made several site visits
o Reviewed the contractor's proposal to remove and replace the entire basketball court
o Assembled plans for SBC and DHA
Riverside Drive Realignment
PB is revising the alignment per staff request. PB is now finalizing the interim and final layout for
staff review. PB will also prepare a cost estimate for the interim solution at the request of the staff.

o PB prepared preliminary database report formats for the Engineering Dept.to review. PB met with Nadeem, Yousuf and
Ricardo to review the reports and establish an action plan for installing the CPMS database. PB agreed to begin installing some
of the components of the database next week. PB is waiting for actual cost data from the new accounting system before the
database can be completed.
o PB updated the cost estimate template and distributed to the Engineering Dept's PM's for review
o PB prepared Check Estimates for all North Fontana Bond Projects. PB met with Nadeem and Jim to review changes and then
updated the budget sheets to match the revised estimates

o Reviewed masonry block walls with the contractor and the City to determine which block style to use

o PB videoed and photographed all of the Civic Center Park Project to photographically "record"the site prior to any
construction.A complete photographic log has been completed and is available for City staff to review at PB's Fontana office.

o The City decided to provide the "control survey"for the Civic Center Park Project through PB. PB will be using Francis and
Assoc. to provide the control survey.This field work is expected to be done on 8/5 or 8/6

projects PB was working on via the RWW Program. PB and Engineering Dept. staff have reached agreement on these
completion costs and Jacks costs for continuing cost and scheduling work for the next 6 months
o PB has placed all engineering and planning projects for RWW on hold until City Council approves PB's contract extension,
and, PB is authorized by the Engineering Dept. to complete the project work.

o PB prepared a detailed ROW takeoff for Sierra, Citrus, Foothill and Baseline Avenues. The takeoff's include the square foot
acquisition cost, any "full take", demolition and relocation cost and the cost of TCE's
o PB added assemblies for various street types (linear foot cost for each class of road) to the estimate template for Engineering
projects
o PB received a letter from the Engineering Dept. requesting that a work"hold" be placed on the following projects; San
Sevaine Trail Master Plan,Terra Vista, Casa Grande, Riverside Drive Realignment and Sierra Avenue.The letter also requested
PB to stop work on RWW Website maintenance and Project Solve.The projects that are on "hold" may be completed when
additional funding is authorized

Note: W/E 7/4/03 was a four-day work week due to the July 4th Holiday
o PB prepared estimates for several engineering projects; quantity and ROW take-offs and estimated total project costs
o PB worked on the Master list of projects and the organization of projects into the CIP
o PB prepared draft report formats in EXCEL for the City to review. These reports differ from the report prepared for the RWW
Program. PB incorporated the Engineering Dept. comments into the report formats that PB received from the last two project
controls meetings. Once the formats are approved, changes will be implemented in the cost database
o PB sent out a project estimating template for review and comment. PB still needs information/specifications to complete
template assemblies for street types (i.e. collectors, highway...etc.)
o Casa Grande Drive - PB completed the preliminary sewer design. PB has revised the storm drain design based on field
locations determined from the potholing. PB is ready to resubmit the plans to the City for final review
o Terra Vista Drive- Plans have been submitted to the City for final plan check
o Riverside Avenue Realignment- PB is revising the alignment based on the developers suggestions
o Sierra Avenue Widening Exhibit - PB has revised the exhibit and will submit to Traffic on 7/10/03
o San Sevaine Trail Master Plan - PB contacted the City, Rancho Cucamonga and the SBCFCD to inquire about the status or
their respective review comments on the Draft document. Rancho Cucamonga provided PB with their comments, SBCFCD will

o PB met with the City IS group to discuss the RWW website and the data that PB will provide from the CPMS database
o PB met with RWW Program project managers and Linda to develop accurate estimates for 6 projects in North Fontana that
will potentially be paid for using North Fontana bond monies
o Casa Grande Drive-PB finished the preliminary sewer design and will submit the preliminary plan to the appropriate utilities.
PB is revising the storm drain plan and will submit it to the City next week for final plan check
o Terra Vista Drive-PB submitted the plans to the City today for final plan check
o Riverside Drive Realignment-PB is revising the alignment per the property owners suggestions. PB will schedule a meeting
next week with City staff to discuss and review the new alignment
o Sierra Avenue Widening-PB is revising the exhibit and will submit to Traffic for their review and approval
o San Sevaine Trail Master Plan-The Draft document review is expected to be complete by 7/3. Theresa will check with the

completed plan will be processed through MWD, SGVMWD, West End SBWD, and So Cal Gas Co for preliminary
approval. Should all agencies approve the preliminary design,the City will then decide if they want to include the
sewer construction with the street improvements
o Terra Vista Drive- Improvement plans submitted to the City on 6/26 for second plan check
o Sierra Avenue Widening Exhibit-PB is revising the latest exhibit per City comments and is submitting to Traffic

o Riverside Drive Realignment- PB is meeting with Paul Balbach to discuss the proposed alignment prepared by
Lytle Creek Development. Should the City and PB accept this alignment, PB could complete the 30%design

o PB met with Ricardo, Felipe and John Tessley to discuss progress (project controls implementation)to date
and issues resolved since last weeks meeting.The group will review reports at next week's meeting and discuss
establishing a reporting cycle beginning in July. PB will discontinue ProjectSolve, add an action item screen to the
CPMS and develop a ROW data base
o PB spoke with James Riley via telephone; and received a copy of the CIP budget book for City FY 03-04. PB
started work on converting the budget book into a level 1 schedule for all in-active planned or future CIP projects
o PB received the City FY 03-04 project list from Jane Harris. PB compared the list to the Master Schedule to
identify any projects that were omitted. PB will work with John Tessley to add any missing projects
o PB talked to Joe Filed from the City IS department regarding access to the SQL serve database. This is one of
the major obstacles to installing the CPMS on the City network. PB set a time to meet with Joe next week to get
this resolved and to determine the level of access PB will require
o PB/Company 39 set up FTP account access to the RWW-CIP website for the City at the request of Cathie
Scanlon
o Casa Grande Drive-The City requested PB to develop a preliminary sewer design and submit it to MWD
for initial approval

o PB converted the P3 schedule to MS Project
o PB worked to link the CPMS database to the Master Project Schedule in MS Project
o PB met with Ricardo, Felipe and John to discuss project controls implementation. It was agreed that a "standing" meeting will
be held every Monday at 3:30 until the system is completed
o PB met with Teri to review the CPMS database and discuss Engineering's software requirements including project server. PB
is preparing a list of tasks Teri can assist with including, access to the City network, access to data in JD Edwards, access to
SQL server database and, establishing period downloads from JD Edwards to use to update the CPMS database
o PB prepared a list of Standard Tasks included in the generic schedule. PB is working on writing a detailed description of each

o Casa Grande Drive - PB is preparing a preliminary sewer design and will meet with Felipe to review. PB is coordinating with
SCE on the easement and access for Ninyo &Moore's field testing

NOTE:The week ending 5/30 was a shortened work week due to the Memorial Day Holiday
o PB, in discussions with Ricardo, agreed to convert the City schedule from P3 to Project and to proceed under the assumption
that the City would be using the access database created by PB linked to a master schedule in Project, rather than using Project
Central
o PB will meet with Ricardo and Felipe next week to establish a reporting cycle for engineering projects and to discuss
procedure to maintain the overall system
o PB spoke to Teri Lebouthillier about using project central to manage projects.The City met with a consultant'P cubed"about
installing Project Central software (a web based version of MS Project) on the City network. It is PB's opinion that the City would
gain little by migrating to Project Central, and would be best served by establishing sound project management procedure/
protocol for staff and consultants. PB will meet with Teri next week to discuss what PB has developed,what engineering needs
are and what systems are required to effectively and accurately meet those needs
o Casa Grande Drive- PB is analyzing utility pothole information relevant to storm drain and sewer design. PB will meet with
Felipe to discuss these two items. PB will re-submit right-of-way acquisition descriptions for final City review
o Terra Vista Drive - PB will submit the plans to the City 6/5
o Riverside Drive Realignment- PB is on hold until the City makes a determination as to whether to continue the project based
on the recent meeting with adjacent property owners
o Sierra Avenue Widening Exhibit- PB will submit revised alignment for City traffic review by 6/6
o San Sevaine Trail Master Plan -The City indicated that they would have staff comments to PB by 6/30. PB will follow up with
the City of Rancho Cucamonga and S.B. Co. Flood Control regarding the anticipated date for their comments to be returned to

o Casa Grande Drive - The utility investigation was completed 5/29. Plans will be adjusted
accordingly. PB met with Felipe Molino to discuss the possibility of a sewer in Casa Grande.
PB will analyze the data and meet with Felipe to review the proposed sewer. PB will resubmit
the plans to the City for final plan check next week
o Summit North Sewer Area Study- PB completed the drainage map and met with Felipe to discuss the various
issues. One of the issues was the area east of Sierra and north of Casa Grande. The solution to this area is
dependent on the utility investigation. PB will schedule another meeting with Felipe to discuss this area when the
utility investigation is complete
o Riverside Drive Realignment-PB met with City staff and adjacent property owners (or their respective
representatives)to discuss the City's preferred alignment. The major property owners rejected all proposals from
the City. It appears that the City will either make a decision to continue to pursue a solution of"table"the project
o Terra Vista Drive- PB is resubmitting the re-plotted drawings to the City this week
o Sierra Avenue Widening -PB is adjusting the widening exhibit and resubmitting for traffic review
o PB/Company 39 continued to make minor edits to the RWW website
o San Sevaine Trail Master Plan -City review comments are due back to PB by June 9th.

o PB met with Ricardo and Felipe to determine the scope of project controls that they would like PB to establish for the
Engineering Dept.The two biggest obstacles to resolution are the scheduling program and the new cost system.The City has
not determined which version of MS project to use and PB needs more information about the new accounting system to set up
the cost structure. Ricardo is working to coordinate a meeting for next week to select the scheduling program. PB will work with
James Riley and Linda to settle outstanding issues with the new cost system
o PB met with Ricardo to discuss modifying the RWW database to be ADA compliant. Robin Christians at Company 39
estimates Company 39 could do the work for$5 -$10K
o PB worked on a schedule template in MS Project for all City Projects
o PB investigated whether it might be feasible to use MS to track the costs as well as the schedule. No final detemination has
been made
o PB continued to work on the RWW monthly cost and schedule updates for May
o Casa Grande Drive -Utility potholes will be completed next week. PB received a response from SCE regarding the
processing of the permit. Genie Sanders (SCE) indicated that she would expedite this already delayed process to the extent that
she could. She would not commit to a date. PB has prepared a sewer exhibit and will submit it to Felipe for review
o Terra Vista Drive- Plans were pulled from plan check because of undetected PB plotting problems. Plotting has been
corrected and the plans will be resubmitted to the City
o Riverside Drive Realignment- PB and City are scheduled to meet next week to discuss alignments and other project issues
o Summit Avenue North Sewer- PB will submit a draft to Engineering for review. Engineering may decide to "shelve"this work

Huit-Zoellar to discuss Mango. PB will provide a preliminary profile for the sewer. SCE finally responded to PB's request for a
status update regarding the R/W permit process. SCE indicated that approval was still several weeks away. PB is working on
utility investigations and geotech
o Terra Vista Drive- PB has completed the requested changes and will definitely resubmit the plans to the City this week. PB
needs the newspaper confirmation from the City to verify publication of the Notice for Public Review of the environmental

possibility of recreating the system in JD Edward (the City's new accounting system software developer).

basin), Jurupa/Mulberry and Sierra 1-210 to Summit to add to the CPMS database
o PB spoke to John Tessely about adding the CPMS to his desktop and arrange a meeting with him to review the system and
discuss adding all engineering projects he is currently tracking to the CPMS system
o San Sevaine - PB is completing an internal review of the draft document. PB is expecting notification from the City regarding
the scheduling of the public open house
o Casa Grande Drive- PB is coordinating utility potholing and geotech work. PB will meet with City staff to discuss two
possible additions to the plans;the Mango intersection and the sewer

proposed widening exhibit. PB will then schedule a meeting with City staff to review the issue

o PB investigated what it will take to convert the CPMS database from MS Access to an SQL server database. The usual
reason for doing this is to increase the capacity of data storage from 2 to approximately 100 gigs.The City does not need this
much capacity for the CPMS database...The reason is that the City IS department requested that the SQL server be used as it
makes it much easier for the City to back up. PB has identified 3 issues that will take approximately 2 weeks to correct and
debug. PB contacted Jane McClintock and Joe Field regarding a proposed solution to the issues and they seem to be in
agreement with the proposed change
o San Sevaine - PB is working to complete an internal draft Master Plan document for delivery to the City by Mid-April. The City
is placing notification for the public open house at community centers and will notify PB of the intended date for the open house.
PB staff will attend the open house and provide graphic and technical support. PB is working with the City and aerial imaging
companies to find an aerial image that includes more recent construction development along the San Sevaine channel and an
acceptable resolution for project graphics
o Casa Grande Drive- PB is revising plans, legals and plats per City request. PB is coordinating potholing and geotech work.
PB is investigating, along with Huit-Zollars Engineers and City staff about the possible addition of the Mango Avenue
intersection to the plans
o Terra Vista Drive- Plans are (or should be) in City plan check.The comments from the Fontana Police department relating to
the environmental documents have been addressed. PB will not be providing a stop sign warrant study at this time. PB is waiting
for the newspaper publication confirmation from the City(published 2/13/03) and waiting for document signature sheets,
certificate of diminimus and a check from the City to finalize the environmental documents
o Summit North Sewer Area Study- PB met with City staff and discussed the issues related to land uses and general area that
the study should cover.These issues were resolved with City staff. PB is completing the study
o Sierra Avenue Widening - PB met with City staff to discuss PB's widening exhibits.The exhibits were approved and PB has
started on the next step - resolving the vertical grade differential issues

3/14. The Fontana Police Dept. had two comments: 1.They recommended that a stop sign be installed at the "T" intersection. 2.
They would like a stop sign warrant study to be completed to "back up"the fact that stop sign is needed. (The warrant study is
intended to legally support and justify the stop sign in the event that any legal issues arise from the PD ticketing anyone) PB's
traffic engineering staff estimated that it would take approximately 16 hours to prepare the warrant study. Tim authorized this
work to be done. The reason this study was not required for Casa Grande is because a Traffic and Circulation Technical Report
was completed for an adjacent development and reference was simply made to that document

City notified PB that there were no City staff comments on the Draft Initial Study. Accordingly, PB and City will

Carla will prepare the NOI and place the ads in the newspaper. Doris, with staff assistance,will handle the

will adjust the design as required should the potholing disclose any conflicts. If any design adjustments are required, the City will
have to review the design changes. SCE is still pursuing the "rights" check. Once that is completed, PB will meet with SCE to
expedite the processing. PB delivered the final IS/MND to the City, County Clerk and required internal distribution list. The

existing utilities that control the proposed storm drain design PB will make any required revisions to the storm
drain based on the pothole data and resubmit the storm drain plans to the City for final check. PB is attempting to
coordinate with SCE to try to expedite their processing time. PB will prepare the specifications and submit them
to the City to review in early February. Legal and plats were returned from the City's plan check consultant last ,
week. PB's sub consultant has revised them accordingly. PB will submit signed original legals and plats to the
City.The City will need to approach the property owners for acquisition.PB has received the signed sheets for the
environmental documents from the City. PB will make copies and deliver to the County Clerk and remainder of the
distribution list
o Terra Vista Drive- PB will return the revised plans, legals and plats to the City for review by 1/24.The City
requested an additional review of the draft Initial Statement and Mitigated Negative Declaration which includes the
revisions that were made to the documents as a result of the additional field work required by the "trough". PB will

San Sevaine Master Plan - PB is revising "rerouting" options for trail segments, including phasing and costs. PB is
continuing to pursue a meeting with Rancho Cucamonga regarding routing options
Casa Grande Drive- PB received second plan check back from the City. PB will make the necessary revisions
and resubmit to the City next week. With this submittal, the plans should be very close to being ready for the City
to sign and approve.The City's contract plan checker(legal and plats) indicated that he would have the second
plan check back to PB by 1/16. PB's survey sub consultant will make the necessary revisions to the legals and
plats and return them to the City next week. MWD indicated last week that that their review and actual granting of
the easement should occur within the next 10 days. PB will pick up the check from the City for SCE (1/13) and will
overnight the check to SCE. PB will meet with SCE this week to push for expediting. PB is waiting for the
"signed" copy of the environmental checklist from the City. The City has not signed the MND or NOD ( Mitigated
Negative Declaration and Notice of Determination). The City is preparing a check to accompany the documents to
the County Clerk, once they have the check,the City will sign the MND and NOD and deliver them to the County.
There is 5 day limit between filing and signature.The City will send PB copies of the documents once they are
signed
o Terra Vista Drive- PB is returning the revised plans for second plan check by 1/16. The additional field work
(Cultural) on the"trough"will be complete on 1/14. The Structural Historian (Cogstone)will determine the
significance of the trough and determine the required next steps related to processing the project. Cogstone's
anticipated extra fee for this field work is approximately$825.

o PB met-with City staff and Bill Collins (SBCFCD) on Monday, 11/25 regarding the
recommended alignment for San Sevaine. PB presented alternative alignment scenarios, cost
information and a preliminary outline for the draft Master Plan document
o PB/Company 39 continued development of the RWW Website Photo Gallery application.
Development of the Photo Gallery interface will begin the week of 12/2
o Casa Grande Drive- Plans are into the City for second plan check. Right-of-Way legals and
plats are into the City for first plan check. Signing and striping plans are undergoing second City
plan check.The Initial Environmental Study has two weeks remaining for the public comment
period
o Terra Vista Drive PB received first plan check back from the City on 12/3. PB will resubmit the
second plan check in approximately three weeks. PB will submit Right-of-Way legals and Plats for
first plan check to the City when the plans are submitted for second plan check. PB has
scheduled the surveyor for the week of 12/2 to stake the alignment so that Cogstone can make a
determination of whether the wall (foundation) and trough structures relating to the Grape Land
Settlement that were discovered in the field are within the Terra Vista project area
o Summit North Sewer- PB anticipates submitting the sewer area study to the City in the next
two weeks
o Riverside Avenue Realignment- PB is preparing draft letters for affected property owners
inviting them to a meeting with City staff to discuss alignment issues. PB will deliver the draft

o PB continued to update the Master Schedule for November and is preparing updated cost and

trouble shoot Project Solve. Chris believes the City firewall might be the problem source. Chris
was directed to a Company 39 tech to help him fix the problem

o PB met with Paul to coordinate the 1-10 interchanges and the phasing on Jurupa and Valley.

process time. PB anticipates scheduling the Initial Studies for City Council approval in early
January, 2003.
PB's Transportation Planning Group is putting together the information on the traffic numbers for
Casa Grande
o PB has scheduled a meeting with the City for November 18 to discuss multiple issues
impacting the realignment of Riverside Avenue.The environmental work is on "hold" until the
related alignment issues are resolved
o PB has scheduled a"kick off" meeting for the Sierra Avenue project for the week of November
25th
o PB discussed the constructability comments (Curt Freizen of RNL Denver) PB submitted to

and Casa Grande Projects. Chambers Group will perform the Biological survey at a fee of approx.
$2500 and Cogstone will perform the Cultural Resource Survey at a fee of approx. $1400. PB
anticipates having the Initial Study and required field reports complete in 3 to 4 weeks. PB will
then submit same to the City for review and comment
o PB received a NTP for the constructability review related to the Civic Center Park and Entry

into a single report (budget, progress, FY performance, budget changes and a look ahead). PB
will complete a draft management report for Ray on or before 10/11
o Ray requested PB to develop a quarterly report for the RWW-CIP Program (limited to 4 pages)

o PB continued evaluation and mapping of the preliminary trail alignments for the San Sevaine Master Plan using
