This report will provide the City of Fontana with the necessary information to make decisions on the installation of new sewer facilities as well as related sewer upgrades in the subject area. We are still in the process of incorporating newly proposed sewer projects in the area, including those in Baseline Avenue west of Citrus and South Highland Avenue. Berryman & Henigar irr Cc: File /an /sm J PA15945 \MS Word Files \Sewer Study \020619 Sewer Report.doc Berryman & Henigar 0, I Scope of Work Berryman & Henigar has been retained by the City of Fontana (City) to evaluate the sewer requirements for a 640 -acre tributary area to Baseline Avenue. The project area is bound by Citrus Avenue and the City limits (Palmetto Avenue) in the east -west direction; and South PR Highland and Baseline Avenues in the north -south direction. The purpose of this study is to identify and propose new facilities in these streets based on City's Sewer Master Plan flow projection rates at build -out. The City has also requested Berryman & Henigar to determine whether the existing sewer facilities within the project limits are able to accommodate sewer flows at build -out. Recommendations will be made to upgrade the existing sewer system if necessary. This letter report will provide the information to allow the City to make the necessary improvement decisions. Evaluation Criteria and Methodology According to City's most recent land use designations, the project study area is comprised of three land use (LU) categories, single - family residential (R -SF), general commercial (C -G), and public facility (P -PF). The City's Master Sewer Plan Update (September 2000) designated sewage flow generation factors in relation to all land use categories. Exhibit A presents the City's Sewage Generation Factors in tabular format. Equivalent DU /Acre . — - -- - ---- --- Flow Per DU Flow ( allons /da er Acre R -SF 5.00 279 1395 C -G 5.38 - 1500 P -PF 5.38 - 1500 The proposed sewer main sizes were determined based on the City's peak daily flow (PDF) calculation formula shown below: PDF = 2.5(Q Where Q is the average daily flow (ADF) expressed in million gallons per day (mgd). All proposed sewers presented in this report meet the City's design requirements in term of: 1. Minimum pipe slope between manholes of one percent (1 %) 2. Minimum pipe size of 8 inches 3. Minimum pipe depth of 8 feet 4. Minimum flow velocity of 2.5 feet per second (fps) 5. Maximum spacing between each manhole is 350 feet 6. Depth of flow to depth of pipe diameter ratio (D /d) must be less than 0.50 for main diameters less than 12 inches; and 0.75 for pipe diameters greater than 12 inches 7. All sewer main will be vitrified clay pipe (VCP) using a Manning's 'N' value of 0.013 p. \15945 \MS Word Files \Sewer Study \020619 Sewer Report.doc Berryman & Henigar L Sewer System Evaluation The general flow pattern follows the natural drainage topography. The proposed system is designed to direct flow towards the south /southwesterly corner of the project site. Drainage basins are divided among streets aligned in the north /south direction. Once the flow reaches the junctions at the southern limits, the flow continues westerly connecting into an existing 18 -inch vitrified clay pipe (VCP) at the intersection of Citrus and Baseline Avenue. A tabular summary of flow calculations based on land use is shown in Exhibit B. A graphical illustration of the recommendation is shown in Exhibit C. Citrus Avenue It is estimated the flow generated north of Highway 30/210 is approximately 6 mgd (See Exhibit D). Part of the tributary flow from the north will be directed into a system on Citrus Avenue via an existing 21" VCP. At the intersection of Citrus and Los Cedros Avenue, the 21" VCP bends and directs flow westerly. The proposed 8" VCP on Walnut Avenue, east of Citrus, will be directed southward connecting into an existing 15 -inch VCP on Citrus Avenue. While the existing 15" VCP on Citrus Avenue is over designed, it is not necessary to replace the existing sewer system. Oleander, Cypress, and Juniper Avenues Based on review of the current system, the existing 8 -inch VCP system along Oleander Avenue south of Walnut Street is able to accommodate the projected volume only if flow east of Oleander is diverted into a new drainage basin on Cypress. It is recommended that the new facilities on Cypress Avenue south of Walnut Street be 10 inches in diameter. Existing flow generated along Sierra Avenue entering the Juniper basin will be directed into an existing 8 -inch VCP south of Baseline Avenue. The proposed 8 -inch collection system on Juniper north of Baseline will be conveyed westerly into the proposed 10 -inch VCP on Baseline Avenue. Mango and Sierra Avenues With the exception of seven parcels east of Sierra and an approximate 47.5 AC west of Palmetto Ave, all other residential discharge between Sierra and Mango Avenues will flow easterly towards an existing 8 -inch VCP system on Mango Avenue. At build out, it is recommended the existing 8 -inch VCP south of MiCallef Street be upgraded to a 12 -inch VCP. The projected flow west of Sierra Avenue will require an 8 -inch VCP system to be installed connecting into an existing 8 -inch main near the southern end of Sierra Avenue. Baseline Avenue As indicated in Exhibit C, 18 -inch, 15 -inch, and 10 -inch VCPs are recommended along Baseline Avenue to convey flow westerly into an existing 18 -inch VCP at the intersection of Citrus and Baseline Avenue. An 8 -inch VCP collecting flow between Sierra and Mango Avenues along Baseline is recommended to direct flow easterly. For future development along the northwestern side of Baseline and Palmetto Avenue, another 8 -inch VCP collecting flow between Mango and Palmetto Avenues along Baseline is recommended to direct flow easterly toward Palmetto Avenue. All flows currently flowing southerly past Baseline Avenue will be diverted westerly towards Citrus Avenue.
